WORKSHOP OAKDALE CITY COUNCIL December 8, 2020 The City Council held a workshop on Tuesday, December 8, 2020, at Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting began at 5:06 PM. Present: Mayor Paul Reinke Council Members: Jake Ingebrigtson (arrived at 5:04 PM) Susan Olson Colleen Swedberg Kevin Zabel Also Present: Christina Volkers, City Administrator Jim Thomson, City Attorney Brian Bachmeier, PW Director/City Engineer (participated electronically) Susan Barry, City Clerk Alyssa MacLeod, Communications Specialist (participated electronically) Chelsea Petersen, Administrative Services Director Emily Shively, City Planner Bob Streetar, Community Development Director Kevin Wold, Fire Chief (participated electronically) COUNCIL LIASIONS AND ACTING MAYOR City Attorney Thomson provided an overview of the role city council liaisons play to the city’s advisory bodies. City Administrator Volkers indicated that a formal process would be developed for designating liaisons and acting mayor in the future. She asked each member to identify their top two advisory body liaison preferences as well as whether they wanted to be considered for acting mayor. Council Member Swedberg suggested that liaison terms be two years rather than one. The City Council supported the suggestion. Mayor Reinke stated that acting mayor would remain a one year term. He noted that the senior member of the City Council has served as acting mayor in the past but recommended rotating the acting mayor designation to provide more opportunity for others to serve in that capacity. From those expressing interest, Mayor Reinke suggested Susan Olson as Acting Mayor. After discussion, the following liaison designations were made and will be officially designated at the January 12, 2021 Council meeting: • Economic Development Commission: Colleen Swedberg • Environmental Management Commission: Kevin Zabel • Parks and Recreation Commission: Jake Ingebrigtson • Planning Commission: Susan Olson • Tree Board: Paul Reinke Workshop December 8 2020 Page Two The following assignments were also made: • Cable Commission: Representative: Lori Pulkrabek Alternate: Kevin Zabel • Gold Line Corridor Policy Committee: Paul Reinke Management Commission: Alternate: Kevin Zabel • Metro-Inet: Christina Volkers • Acorn Award Committee: Colleen Swedberg • Oakdale Area Chamber Oakdale EDA: Paul Reinke of Commerce: Jake Ingebrigtson Susan Olson Colleen Swedberg Kevin Zabel Oakdale Staff: Christina Volkers Chelsea Petersen Bill Sullivan Kevin Wold Community Development Representative • 3M Drinking Water Christina Volkers Settlement Committee: Alternate Paul Reinke COUNCIL TOPICS Special Meeting City Administrator Volkers noted that a special meeting was being considered for December 29 at 5:30 PM to ratify a labor agreement and approve the year end Claims roster. Ethics Policy Council Member Swedberg inquired about the five dollar limit on gifts that can be accepted by elected officials and whether it applied to gift cards. City Attorney Thomson replied that the five dollar limit, set by state law, defines gifts as “trinkets or mementos” and that he would research whether it applied to gift cards. In response to a question from Council Member Zabel, City Attorney Thomson noted that gifts are only permitted when given to everyone in an organization and added “when in doubt, turn it down.” December Council Meetings Council Member Ingebrigtson suggested holding two meetings in December rather than trying to accomplish more at one meeting, as is typically held. There did not appear to be support for this suggestion. Workshop December 8 2020 Page Three Used Car Dealer Licenses Council Member Ingebrigtson indicated that he was not aware of any other cities that license used car dealers as the state already licenses such businesses. Staff was directed to research this further. Community Development Director Streetar explained that Oakdale licenses used car dealers concurrently with a conditional use permit (CUP) to hold owners accountable for the conditions of the CUP. Council Member Ingebrigtson stated that the city should not license businesses already licensed by the state. In response to a question from City Administrator Volkers, Community Development Director Streetar replied that the city licenses solid waste haulers also. Mayor Reinke asked that the matter be discussed at an upcoming City Council workshop or meeting. ADJOURNMENT The workshop adjourned at 5:56 PM. Respectfully submitted, Susan Barry, City Clerk

AGENDA City Council Workshop December 8, 2020 Council Chambers The December 8 workshop will be held via Zoom. Zoom is an online platform that allows attendees to “join” the meeting via video or telephone. Participation guidelines are attached. Please join the meeting early to test your audio and video settings. If you join via a device and your audio is not working, you may need to use the dial-in phone number option to be heard. 5 PM Board/Commission Appointments of Council Liaisons 5:40 PM Council Topics 6 PM Adjourn for Truth in Taxation How to Submit Public Comment Public comments may be made during the Open Forum portion of meetings. There are other times when public comments will be accepted including public hearings and Truth in Taxation. There are two options for submitting public comments for virtual meetings: • “Attend” the Zoom meeting • Submit written comments Guidelines for Zoom Meeting Participants Members of the public wishing to make a comment via Zoom need to either join the meeting through the app on their computer/tablet/mobile phone and/or dial in to the phone number listed on the associated meeting agenda and/or public notice. The guidelines provided below outline the process for teleconferencing comments that will be followed during meetings. 1. All virtual meetings will be conducted via Zoom with a dial-in option. If you join the meeting utilizing the Zoom app on your computer/tablet/phone, you will be able to listen, see the City Council members, and make a public comment if you desire to do so. 2. Corresponding meeting materials are available on the City website at www.ci.oakdale.mn.us. 3. The meeting will start promptly at the time listed on the agenda. Public participants will be permitted to join the meeting five minutes before the meeting is scheduled to start. 4. When you are ready to join the meeting, please make sure your line is muted to decrease background noise. If you do not mute yourself, you will be muted by the meeting host. Those who request to make a public comment will be unmuted by the host when they are called on to speak. 5. If you decide you want to make a public comment, please inform the host by commenting in the chat function in the Zoom app or by dialing *9 if joining the meeting by phone. Staff will add you to the public comment queue list. All spoken comments through the Zoom app or the phone will be limited to three minutes. 6. When the public comment period begins, the Mayor will review the process and call on a staff member to read any public comments that were submitted via written statement. When those are completed, the Mayor will call for any spoken public comment. A staff member will call on public participants by either the last four digits of your phone number or your participant name listed in the Zoom app. Public participants will be called in the order they were added to the queue list. Public participants who do not respond within ten seconds of their phone number or screen name being called will be skipped and the next person in line will be called on. This method will continue until all public participants have had the opportunity to comment. All public participants will be allowed up to three minutes to comment. 7. Once the public comment period is done, the Mayor will continue to the next agenda item. Guidelines for Written Comments Written comments, 250 words or less, can be submitted to sue@ci.oakdale.mn.us by 4:30pm on the Monday prior to the council meeting that you would like to provide comment. When the public comment period begins, the Mayor will review the process and call on a staff member to read any public comments that were submitted via written statement. When those are completed, the Mayor will call for any spoken public comment (refer to #6). Important Notice: Zoom hosts will have the ability to and will remove participants from the meeting if they behave in a way that disrupts or interferes with the meeting.
