The Oakdale Planning Commission held a meeting on Thursday, December 3, 2020 at Oakdale City
Hall, 1584 Hadley Avenue North, Oakdale, Minnesota. The meeting began at 7 PM with the Pledge
of Allegiance.

CITY COUNCIL UPDATE
Council Member Ingebrigtson provided a brief update on the Willowbrooke project, approximately
280 acres north of the 4Front Office and Technology Campus (between I-694 and Ideal Avenue
North along 40th Street North).
PLANNING COMMISSION REVIEW
a. SITE PLAN REVIEW FOR A NEW BUILDING AT 1160 HELMO AVENUE NORTH (ANIMAL EMERGENCY
AND REFERRAL CENTER OF MINNESOTA)
Planner Shively presented a Site Plan Review to allow Animal Emergency and Referral Center of
Minnesota (AERC) to construct a new three story animal emergency and specialty medical center
across Helmo Avenue North from their existing facility. She noted that the new facility would house
all specialties in one building while the existing facility would remain for administration and
outpatient services. Ms. Shively noted that the site plan had been reviewed against the ordinance
requirements and it meets or exceeds the standards and, thus, staff recommends approval of the
site plan request.

In response to a question from Chair Pierson, Ms. Shively noted that there would be a secure fenced
in area for the patients, with landscaping around it.
In response to a question from Chair Pierson, Planner Shively shared that storm water management
had been reviewed by the South Washington Watershed District and City staff to make sure it is
compliant with the current regulations for storm water.
Chair Pierson asked for any audience comments.
Karen Reynhout, AERC CEO, shared a brief history of the clinic’s growth in Oakdale.
There being no other comments, Chair Pierson called for a motion.

a. Planning and Development Update
Planner Shively shared that site preparation for the Willowbrooke neighborhood development, is
underway. She also stated that AutoZone, 7560 33rd Street North was nearly finished with
exterior work and the Park Tool addition, 5115 Hadley Avenue North has been completed.
Ms. Shively announced that the next meeting will be January 7, 2021.
In response to a question from Chair Pierson, Ms. Shively shared the City is working with a
development group for the Tanner’s Lake Redevelopment Site.

Associate Planner Cutrufello presented a requested for a Conditional Use Permit (CUP) to allow for
the construction of an accessory building at 2411 Hynes Avenue North. She explained that single
family homes in the R-4 (Mid-Density Residential) zoning district are permitted one accessory
building up to 120 square feet and accessory buildings exceeding this size may be allowed via a
CUP.
Ms. Cutrufello shared in detail that the request meets all seven General Criteria for Granting a CUP
as well as all four Specific CUP Criteria for Accessory Buildings Exceeding the Number and Size in
the Ordinance.
Chair Pierson opened the public hearing to the audience; no comments were brought forth.

COMMISSIONER STOLARSKI MADE A MOTION, SECONDED BY COMMISSIONER MILLES, TO
RECOMMEND THAT THE CITY COUNCIL APPROVE A CONDITIONAL USE PERMIT TO ALLOW FOR THE

PUBLIC MEETING: WILLOWBROOKE NEIGHBORHOOD PLANNED UNIT DEVELOPMENT
Commissioner Campbell stated that due to a potential future business relationship with one of the
applicants, he would recuse himself.
Planner Shively detailed the planning process for Willowbrooke, a 208 acre site located north of the
4Front campus, between I-694 and Ideal Avenue, on either side of 40th Street. She noted that the
project is part of the city’s current comprehensive plan and would create a variety of housing styles
surrounded by significant green space. Planner Shively provided the history of the site, reviewed
the Small Area Planning process that was prepared for the site based on goals identified by the
Planning Commission and City Council, talked about planning processes in general, and provided a
detailed overview of the Willowbrooke project. She concluded her remarks stating that the plan was
in conformance with the city’s Comprehensive Plan and design standards and meets the
requirements and implements the goals and policies established by the City Council. Planner Shively
shared that staff recommended approval of the following four components of the project:
i. ZONING ORDINANCE TEXT AMENDMENT – WILLOWBROOKE PLANNED UNIT DEVELOPMENT
DISTRICT AND DESIGN STANDARDS (WB-PUD)
ii. ZONING ORDINANCE MAP AMENDMENT – REZONING THE WOLLOWBROOKE
NEIGHBORHOOD TO WB-PUD
iii. DETAILED DEVELOPMENT PLAN/PRELIMINARY PLAT/SITE PLAN – WILLOWBROOKE

iv. PRELIMINARY/FINAL PLAT – WILLOWBROOKE (OUTLOTS)
In response to a question from Chair Pierson, Planner Shively shared that a pipeline runs diagonally
through the neighborhood and necessitate a minor change in the road design; however, the updated
design meets all the goals and performance standards of the Conceptual Master Plan previously
approved by the City Council.
In response to a question from Commissioner Jurgensen, Ms. Shively shared at there is a tree line
at the north boundary, with existing homes to the north and that developers determined that storm
water from Willowbrooke would not flow north; rather, storm water from the existing homes would
flow onto the Willowbrooke site and be treated in the project’s storm water system. She added that
grading would be required to match existing grading along the northern border and existing trees
along that border would be preserved as much as possible and new trees planted, where needed.
In response to a question from Commissioner Jurgensen, Ms. Shively explained that the city would
require special design standards for fences on those private properties that abut parks and open
spaces.
In response to a question from Commissioner Jurgensen, Ms. Shively explained the different
characteristics for the proposed parks and open space that will include active parks, passive open
spaces, and gathering space (commons). She added that the parks would be part of the future
planning process.
In response to a question from Chair Pierson, Ms. Shively explained that the landscape framework
with design standards for all parks and open spaces and that the goal would be to restore the
natural features of the property and not have it all mown.
In response to a question from Commissioner Diatta, Planner Shively defined “parks” as places with
amenities to invite activity, requires a higher level of maintenance, and open to the public; and
defined “open space” as green space, little to no amenities, and minimal maintenance.
In response to questions from Commissioner Boullianne, Ms. Shively clarified that the blue areas
on the map surrounding the Commons Park are water and the darker green are the woodland
preserves. She added that one roundabout was planned on 40th Street and there may be a
signalized intersections on Ideal Avenue North.
Chair Pierson invited comments from the audience.
Connie Stanton, 7523 43rd Street North, asked whether there would be fences around the open
spaces and if the developer would be allowed to adjust lot lines once the City Council approves the
plans.
Ms. Shively explained that the existing fence that 3M installed around the property would be largely
removed once development begins and that the developer would not put up any fences. She also

explained that some lot lines could be shifted slightly due to soil issues, but otherwise, the plan
layout has been set as shown.
In response to a question from Chair Pierson, Ms. Shively shared that when the City Council
approves the detailed development plan and preliminary plat that is the final plan for the
neighborhood with the exception of the building and parking layouts in the three high density
residential areas and affirmed that all road and park layouts would not change.

RECOMMEND THAT THE CITY COUNCIL APPROVE THE ZONING ORDINANCE TEXT AMENDMENT –
TO CREATE THE WILLOWBROOKE PLANNED UNIT DEVELOPMENT DISTRICT AND DESIGN
STANDARDS (WB-PUD).

RECOMMEND THE CITY COUNCIL APPROVE OF THE DETAILED DEVELOPMENT PLAN/PRELIMINARY
PLAT/SITE PLAN FOR WILLOWBROOKE PUD, SUBJECT TO THE FOLLOWING CONDITIONS:
1. Approval of a zoning ordinance text amendment establishing the Willowbrooke Planned Unit
Development District and Design Standards;
2. Approval of a zoning map amending rezoning the subject property to Willowbrooke Planned
Unit Development (WB-PUD);
3. Execution of a Master Development Agreement;
4. Approval by Oakdale of the Ideal Avenue North (CSAH 13) project;
5. Approval by Lake Elmo of the Ideal Avenue North (CSAH 13) project;
6. A Final Plat shall be submitted for each Outlot which shall be in substantial conformance
with the Small Area Plan, Willowbrooke Planned Unit Development Design Standards, and
Detailed Development Plan/Preliminary Plat as determined by the City Council;
7. Final Plat submittals shall include all items required for Site Plan review;
8. The site and building layout on Outlots M, U, and V is shown for conceptual purposes only.
Development of those parcels shall be subject to Site Plan review and shall meet the
requirements of the Willowbrooke Planned Unit Development Design Standards;
9. The trail alignment through the woodland area on Outlots B and T is shown for conceptual
purposes only. Final trail alignment through the woodland corridor shall be determined in
coordination with the implementation of the Willowbrooke Landscape Framework Plan;
10. Street sections shall be in substantial conformance with the Willowbrooke Planned Unit
Development Design Standards;

11. Street trees shall be planted in the number, type, location, and manner as shown in the
Willowbrooke Landscape Framework Plan;
12. Local streets shall have a minimum pavement width of 28 feet as measured from face of
curb to face of curb;
13. Helmo Avenue North at Olson Lake Estates shall not have a tangent where it connects to the
existing right-of-way;
14. Stop signs shall not be posted where local streets connect to local streets at T-intersections;
15. Crosswalk striping shall be the continental striping pattern;
16. Final roundabout design at 40th Street North and Helmo Avenue North shall not restrict
access to right-in/right-out for Lots 1 and 2, Block 38.
17. Catch basins shall not be located in the paved trail areas;
18. Watershed approval of impacts to Wetland 10;
19. Retaining walls shall be installed adjacent to storm water ponds in Outlots D, M, Q, and S;
20. Soil borings shall be provided in the proposed locations for infiltration basins, storm water
ponds, and other storm water Best Management Practices (BMPs);
21. Piezometer readings indicating seasonally high groundwater table elevations per the
recommendation of the geotechnical analysis;
22. The dead end water main on Road J shall be looped.

Planner Shively shared that AutoZone, located south of County Road 14, east of 694, and the Park
Tool addition, 5115 Hadley Avenue, were both under construction.
Ms. Shively shared that there were currently no applications for the October meeting.
In response to a question from Chair Pierson, Ms. Shively shared that the Community Development
Department puts out a monthly development newsletter and it is published on the city website.

INTRODUCTION
Animal Emergency and Referral Center of Minnesota (AERC) is proposing a new animal emergency and
specialty medical center across Helmo Avenue North from their existing facility (see Attachment A:
Location Map). The proposed 3-story medical center will allow for an expansion of their operations
while keeping all of the specialists in one building. The existing AERC facility at 1163 Helmo Avenue
North will be utilized for administration and outpatient services.
COMPREHENSIVE PLAN DESIGNATION
The subject property is guided Commercial in the City’s Comprehensive Plan. The proposed use as an
animal hospital is consistent with the Future Land Use guiding for this property.
ZONING DISTRICT REQUIREMENTS
The subject property is zoned C-2 Community Commercial. Animal Hospitals are a permitted use in this
zoning district.

ANALYSIS
Site plan review considers the relationship between the plan elements and conditions both on and off
the property to ensure conformance of the comprehensive plan, zoning code and design standards (see
Attachments B-C).
(1) Setbacks and Height: The proposed building meets all setback requirements. The building
design is within the height limits in the zoning code.
(2) Lot Coverage: The impervious surface on the site is within the maximum allowed lot coverage
(90% impervious allowed, 72% impervious proposed).

(3) Parking and Circulation: The site provides 180 parking spaces for the proposed use. AERC
anticipates the need for approximately 118 spaces when the facility opens and
approximately 157 spaces when fully staffed. The site has cross-access agreements with
1188 Helmo Avenue North and one right-in/right-out access on Helmo Avenue North.
(4) Exterior Design Standards: The proposed exterior will be finished with metal, stone, glass,
and EFIS (stucco-like material) and will exceed the 70% Class I materials requirement.
(5) Rooftop Utilities and Liquid Oxygen Tank: Two pieces of equipment on the roof are screened
by a parapet wall, meeting ordinance requirements. The liquid oxygen tank (located at the
northwest corner of the facility) will be screened with materials matching the building,
meeting ordinance requirements.
(6) Trash Enclosure: The proposed building will store the trash, recycling and related handling
equipment at the northeast end of the building, meeting the ordinance requirements.
(7) Landscape Plan: There will be 23 new trees and 194 shrubs planted along Helmo Avenue
North, throughout the parking area, adjacent to the building, and on the perimeter of the site.
(8) Site Lighting: Proposed site lighting is in conformance with the code.
(9) Signage: Proposed signage will require a separate sign permit for all final wall, free standing
and directional signage.
(10) Grading and Utilities: The City Engineer/Public Works Director has found that the grading and
utility plans meet city standards.
(11) Other Regulatory Review: The Building Official has done a preliminary review of the plans and
does not have any comments or concerns at this time. The Fire Chief has also reviewed the
plans and has no comments or concerns. Review of the stormwater management system is
occurring concurrently with site plan review by the South Washington Watershed District and
the City Engineer/Public Works Director.

ROLE OF THE PLANNING COMMISSION
The role of the Planning Commission is to review the site plan as it relates to the Comprehensive Plan
and Zoning Ordinance requirements and provide a recommendation to the City Council.
RECOMMENDATION
Staff has determined that the site plan is consistent with the Comprehensive Plan and meets the
requirements of the Zoning Ordinance. Staff recommends approval of the site plan.

At a meeting of the City Council of the City of Oakdale held on Tuesday, January 12, 2021, at
Oakdale City Hall, 1584 Hadley Avenue North, Oakdale, Minnesota, with the following
members present: Mayor Paul Reinke; Councilmembers Jake Ingebrigtson, Susan Olson,
Colleen Swedberg, and Kevin Zabel and the following members absent: None, the Oakdale
City Council resolved:
WHEREAS, Animal Emergency and Referral Center of Minnesota requested approval of a site
plan order to construct a new animal emergency and specialty medical center at 1160 Helmo
Avenue North (Legal Description: see attached), and
WHEREAS, animal hospitals are a permitted use in the C-2 Community Commercial zoning
district, and
WHEREAS, the site plan submittal complies with the Comprehensive Plan and Zoning
Ordinance, and
WHEREAS, the Planning Commission recommended approval of the site plan, and
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Oakdale hereby approves
