Review of East Ocala CRA grant applications East Ocala CRA Grant Budget Attachments: East Ocala CRA Grant Budget CRA Manager Gus Gianikas provided a brief overview of the budget. If the Board approves the four grant applications, the remaining budget balance will amount to $39,336. Mr. Gianikas noted two Grant Review Committee Members were able to visit the grant sites at separate times. East Ocala CRA Grant Application - CRA22-44887 Attachments: CRA22-44887 Grant Application packet Mr. Gianikas reviewed grant application CRA22-44887. The project scope: repair/replace shingle siding with wood lap to match original, exterior painting, and install canopies over rear entrance landings. Mr. Akin stated he favors the proposed project. The exterior of the home is in very poor condition, compared to the interior. Ms. Perez asked what paint color they choose for the exterior. Brian Kuhn responded off-white lavender with dark purple. Mr. Akin asked if concrete lapboard is allowed in the Historic District. Mr. Gianikas responded the applicant received approval from Ocala Historic Preservation Advisory Board (OHPAB) to use wood lap siding. Mr. Gamache asked who will be installing the awnings. Mr. Kuhn responded Larry Hankins will be constructing the awnings on the property. He will add the awnings information to the quote. Mr. Gamache stated he favors the proposed project. The project scope: 30 windows replacement. The project cost amounts to $48,991, and the grant request is eligible for the 50% maximum grant ($24,496). To note, the small decorative windows will not be replaced, and the window replacement project was approved by the Historic Board. The existing windows are causing leakage into the property, and the window refurbishment attempt failed. Mr. Comas asked if a window replacement sample was included with the application. Mr. Gianikas responded no. Mr. Gianikas noted the window replacements will match the existing windows on the property. Mr. Gamache noted the applicant included a quote from West Shore, totaling $117,000. He asked if the windows must be replaced with tempered glass in the Historic District. Mr. Gianikas responded that he did not believe the building code required tempered glass. Ms. Perez clarified the quote information. Mr. Gianikas requested the Board review page 37. Mr. John Gamache noted the second quote does not include screens. Ms. Rachel Perez noted the lower quote includes screens and tempered glass. Mr. John Gamache stated he favors the proposed project. He suggested choosing a non-tempered windows quote to save money. He questioned why the applicant chose to install tempered windows. Mr. Van Akin commented the Board will approve the motion contingent upon the property owner removing the tempered glass from the quote to save money; and approval of a window quote not exceeding $24,496. The project scope: replace 4 windows in center of front porch, 2 new doors, replace rotted wood features (sidings, steps, and deck), and paint building. The project cost amounts to $20,000, and the grant request is eligible for the 50% maximum grant ($10,000). Mr. Akin stated he favors the proposed project. The project scope: paint house (charcoal blue paint color with white trim). The project cost amounts to $5,200, and the grant request is eligible for the 75% maximum grant ($2,000). Page 3 of 5 East Ocala Redevelopment Advisory Committee Minutes August 24, 2022 Mr. Akin noted the home has paint peeling on the raptors; however, the home is in great condition. Mr. James Hartley, 932 NE 7th Street, said he owns the property, and it was purchased one-year ago, and the interior of the home was completely renovated. He noted the paint is starting to chip on the wood trim and clarified there is a peg board in the carport area. He noted they plan on painting the shed to match the house. Mr. Akin asked if a bedroom is located on the second floor. Mr. Hartley responded the finished attic is a master bedroom. East Ocala CRA projects & budget update Mr. Gianikas reported the new budget will be considered by City Council next month. At the next Committee meeting scheduled in October, the Committee will discuss capital projects for the next fiscal year. He noted that capital projects include parks and sidewalks. Mr. Comas spoke on the benefits associated with underground electric. Mr. Gianikas suggested incorporating sidewalks with underground electric construction projects. Mr. Comas requested Mr. Gianikas inquire about underground electric capital projects in the City. Mr. Akin discussed how the grant program is benefiting many properties around the City. Mr. Gianikas encouraged the Committee to spread the word regarding the grant program and new website design. 6. Election of Officers Mr. Gianikas requested the Committee elect a Chairman and Vice Chairman. Mr. Akin stated he would like to remain as the Vice Chairman. Mr. Akin explained the Chairman duties to Ms. Perez. Ms. Perez said she would serve as Chairman. Motion to elect Rachel Perez as Chairman and Van Akin as Vice Chairman There being no further discussion the motion carried by roll call vote.
