Approval of March 17, 2022 and May 19, 2022 minutes There being no further discussion the motion carried by roll call vote. Heritage Trail Agenda Items Attachments: Agenda Items - 9.15.22 Mr. Hale reported the City is finalizing the infrastructure improvements for Heritage Trail. The artist is working on finishing the art panels, and the City is working hard to secure funding for the screen panels. He provided a brief overview of the site plan design. Other project updates Invitation to Negotiate Attachments: Invitation to Negotiate Mr. Hale said the City issued a Request for Proposal (RFP) for the GOCDC project. The City will create a Selection Committee to review the proposals received. The subject property is 0.45-acres and zoned Residential Office (R-O). The site was previously utilized as a Department of Transportation (DOT) lay down area for right-of-way construction. Mr. Hale said the City issued an Invitation to Negotiate (ITN) for scattered sites, and two proposals are under review. The Tucker Hill project funding was approved, and the improvements plans were completed. The City resolved the title issues, and the Procurement Department will evaluate the scope of work. The City will create a bid for the infrastructure work (extending the water/sewer lines), and the project will create more affordable housing opportunities. A brief overview of Tucker Hills site plan design was presented to the Committee. Mr. Carelock asked if the homes are being sold or rented. Mr. Hale clarified the homes will be built to sell. The goal is to have the infrastructure in place to start the development project and create more homeownership opportunities. A PUD is not needed for the project, and the property is zoned R-1 AA. He explained the City plans on acquiring additional properties from the church located north of the property. Mr. Hale provided a brief overview of the Reed Place redevelopment project. The City discovered contamination issues on Parcel B, and an RFP will be issued for a multifamily development project. Furthermore, new Brownfield assessments will be performed on the property. Mr. Carelock asked how the blacktop will be performed on Parcel B. Mr. Hale responded the blacktop area will need to be replaced to cap the contamination. Furthermore, the City plans on incorporating surrounding parcels that were acquired during the recession. Mr. Hale commented Mary Sue Rich Community Center’s grand opening is expected for December 2022. He summarized the center’s floor plan and design. Mr. Hale said the West Oak project received site plan approval, and the applicant is undergoing negotiations with the County regarding the drainage retention area (location NW 35th Street). The conceptual plans were submitted for West Oak’s single-family homes and Madison Oak West’s affordable housing development, which are both undergoing platting and site plan review. Furthermore, a public hearing will be scheduled to consider the PD amendment. Mr. Hale said the State Road 40 sidewalk projects start date is pending. Mr. Carelock commented the sidewalk project will take place between NW 27th Avenue & SW 7th Avenue. Mr. Hale confirmed the location. Page 2 of 3 West Ocala Redevelopment Advisory Committee Minutes September 15, 2022 Mr. Carelock requested an update regarding Paradise Place, and suggested the City work with a local small grocer. Mr. Hale responded the City received only one inquiry, and requested Mr. Carelock meet with him to discuss the local small grocer. 6. Development & zoning cases update Mr. Hale commented an applicant submitted an application to develop a restaurant on the corner of State Road 40 & Martin Luther King Avenue. The zoning was finalized, and no site plans have been submitted. Furthermore, the applicant plans on acquiring the adjacent property. Ms. Brooks asked why the applicant is trying to acquire another property. Mr. Hale responded the applicant is acquiring the adjacent property to remedy access issues. 7. Election of Officers Motion to re-elect Reginald Landers, Jr. as Chairman and Elgin Carelock as Vice Chairman. There being no further discussion the motion carried by roll call vote.
