Architectural Board Meeting February 22, 2022 MEETING MINUTES In Attendance: In Person: Chair, Brenda Seefeldt, Members; Darryl Hawkins, Lori Domenech, Carol Bailey, Merial Currer Alternates: Lisa Terry & Theo Daubresse. Kirstyn Jovanovich, Town Manager, Martin Crim Via Zoom (due to health concerns): Cindy Fithian, Douglas Kastens 1. Call to Order – Brenda called the meeting to order at 7:32 pm 2. Citizen’s Comments – None 3. Approval of Minutes from December 14, 2021 – Brenda noted that a change should be made to mention that Merial Currer was excused absent from the December meeting. Cindy made a motion to approve the Minutes with changes, Carol 2nd , Approved. 4. Exterior Elevation Applications a. ARB2021-011R - 404-411 Mill Street (The Mill at Occoquan) – Revised Application The applicant gave a brief overview of the revisions made to the previous application, including: -Awning material was changed to aluminum which matches copper lanterns; -Overhead garage door is glazed in opaque glass and metal frame is matching trim (medium bronze); -There will be a cantilevered steel awning on west side of building over stairway; -Multiple changes were made on river side to eliminate excessive stone section. Planter box color was darkened and brick on bottom level was changed to a lighter color. Samples of all materials were provided for review. New questions from ARB members: Q-“Eyebrows” above some windows…are they the same material as awnings? A) No, they are copper and will patina. Awnings are aluminum and will not patina as they have a metallic paint finish. Q-Cindy asked about the finish on Riverwalk flooring and underside of balconies. Kirstyn indicated that the Riverwalk area will be considered on a separate application. A) Underside of balconies will be a pedestrian coating of sand painted pale gray as shown on sample passed around. Q-Lisa asked about exterior gutters. A) No exterior gutters; All gutters will be interior so will not be visible. Q-Cindy asked about the code requirement about preserving and protecting historic places and whether some element of the Lyric Theater could be preserved. A) Historic pictures will be on display along east walkway that leads to the river. Kirstyn said the town and historical society will work with developer to select pictures. Q-Cindy asked about the smaller doors next to garage door. A) Larger one is pedestrian door to access the elevator and the other is an engineer room door. Q-Theo asked about lighting under the overhang above walkway. A) There will not be lighting other than the gas lamps shown in drawing. Only part of the walkway will be under cover. Q-Cindy asked about benches along Riverwalk. A) There will be benches but specifics will be discussed with submission of the application for Riverwalk. A- The cement/stone section of the garage has openings required by the 100-year flood plain regulations. The lower section is fully enclosed and has windows. Q-Will all railings be the same material? A) Railings on balconies will be two different types: Painted aluminum in medium bronze on residential balconies; on the front by retail areas, railings will be made of steel for better durability but all will be painted the same color. With no further questions, Brenda suggested a vote be called: Brenda made a motion to appprove Exterior Elevation Application ARB2021-011R as presented, based on the staff report and the applicant’s presentation, Merial 2nd. The Town Attorney suggested the Chair ask if there needed to be any further discussion. There was none. The Applicant has submitted the attached Exterior Elevation Application and supporting materials for consideration by the Architectural Review Board. The Applicant participated in a pre-application meeting with members of the ARB and submitted the revised Exterior Elevation application for ARB review.
