1. Call to Order
Chair Gary Pease called the meeting to order at 2:00 p.m.
2. Roll Call
Planning Commissioners present: Brian Backman, Kerry Barr, Dan Bricker, Mark Lawlis, Gary Pease,
Paul Schultz, and Thorn Ward

3. Approval of Meeting Agenda
• Commissioner Barr moved to approve the meeting agenda.
• Commissioner Lawlis seconded the motion. The motion passed unanimously.
4. Approval of Minutes
• Commissioner Bachman moved to approve the meeting minutes from 4/11/2023.
• Commissioner Lawlis seconded the motion. The motion passed, Bachman, Barr, Lawlis, Pease,
Schultz and Ward, yes, Commissioner Bricker abstained.

5. Public Hearing
A Joint Public Hearing before the Planning Commission of the City of Ocean Shores, Washington,
the Washington State Department of Ecology to hear public testimony for or against the Shoreline
Master Plan Periodic Review and Update
Hearing began at 2:06 PM
Meeting Led by Nichole Stickman Sr. Planning Project Manager of AHBL consulting and Tess Brandon of
the Washington State Department of Ecology in attendance.
An overview was provided by Ms. Stickmen discussing proposed changes made to the OS SMP, those
things that are not included or being changed at this time, comments received to date and the timeline of
review.
Public Comments for the SMP will be held open until May, 19 2023 at 4:00 PM and can be sent to:

The City of Ocean Shores Planning Commission was called back to order at 2:27 PM
6. Public General Comments: None
7. Continued Business:
• Fence height, led by Commissioner Pease. The Planning Commission recommended no changes
at this time and any requests other that the 6ft height be considered via the Variance Process.
• Minimum square footage table discussion, led by Commissioner Pease. Much discussion but no
recommendation. To be discussed further at a future meeting.
• Walking and Biking in Ocean Shores, led by Commissioner Pease. We can have a Planning
Commission sub-committee to look at safe cycling, walking etc. If interested contact Commissioner
Pease.

17.50.210 Architectural features.
A. No building or combination of buildings shall occupy more than forty percent
of total lot area including nonpermitted structures.
B. All lots shall be seven thousand two hundred square feet minimum except
lots as platted on date of adoption of the ordinance codified in this chapter.
C. Provisions for off-street parking in all use districts shall be mandatory.
D. This subsection (D) shall not apply to dwellings described under Section
17.04.160 (Dwelling, multiple), Section 17.04.170 (Dwelling, two-family) and to
row houses and other common wall residential developments where the
underlying land is subdivided to allow ownership of the individual lot and home.
In addition, no dwelling shall be permitted on any lot wherein the main floor area
of the main structure, exclusive of open porches and garages, shall be less than
the minimum floor space shown in the following schedule:
