Call to Order Chair Gary Pease called the meeting to order at 2:00 p.m. 2. Roll Call Planning Commissioners present: Gary Pease, Dan Bricker, Thorn Ward, Paul Schulz, and Kerry Barr Planning Commissioners absent: • Commissioner Bricker moved to excuse the absence of Commissioner Bachman, Commissioner Barr seconded. The motion passed unanimously. • Commissioner Barr approved to excuse the absence of Commissioner Lawless, Commissioner Bricker seconded. The motion passed unanimously. City Staff present: City Planner, Marshall Read 3. Approval of Meeting Agenda • Commissioner Schulz moved to approve the meeting agenda. Commissioner Bricker seconded the motion. The motion passed unanimously. 4. Approval of Minutes • Commissioner Schulz moved to approve the meeting agenda. Commissioner Barr seconded the motion. The motion passed unanimously. 5. Call to Order Chair Gary Pease called the meeting to order via Zoom at 2:00 p.m. • Chair Gary Pease announced that Commissioner Brian Bachman has resigned from the Planning Commission, effective immediately. 2. Roll Call Planning Commissioners present: Gary Pease, Dan Bricker, Thorn Ward, Paul Schulz, and Mark Lawlis Planning Commissioners absent: Commissioner Barr (previously approved) City Staff present: City Planner, Marshall Read 3. Approval of Meeting Agenda • Commissioner Bricker moved to approve the meeting agenda with two additions. a. We defer approving the minutes of our meeting on May 23, 2023. b. We add Public Comments to the agenda, public comments before the start of the meeting and at the end of the meeting to future agendas. • Commissioner Lawlis seconded the motion. The motion passed unanimously. 4. Approval of Minutes • Minutes from our meeting of May 23, 2023 were deferred per Commissioner Bricker’s earlier motion • Minutes from our meeting of June 13, 2023 were approved unanimously. 5. Public Comments • A guest in attendance thanked the Commission for adding public comment at the beginning and the end of our meetings. 6. Reports: • Commissioner Barr’s report on her Review of Districts 17, 17A, 18, 19 and 19A was distributed to the Commission. • Commissioner Lawlis provided his report on the Review of Districts 17, 17A, 18, 19 and 19A to the Commission. 7. Continued Business: • A discussion on the submitted reports was held and all Commissioners participated. The discussion centered around how to re-zone Districts 17, 17A, 18, 19 and 19 into Mixed Use/Resort Tourist. This topic will be continued. 8. New Business: • Discussion on the next Districts to be reviewed for re-zoning will be: 14, 15, 16 and 20 which will be discussed at our next meeting July 11th at 2:00 p.m. Page 1 of 2 2. Members of the Commission Reports • Chair Pease led a discussion on Low Density/Single Family Residential Code. • Commissions discussed and approved Codes 16.16.010 and 17.16.070 proposed and written. • We will look at Codes 17.50.110, 17.50.115 and 17.50.120 at our next meeting on 7/11/2023. 10. Secretary for Next Meeting • Chair Gary Pease appointed Commissioner Schulz as secretary for the 7/11/2023 Meeting. 11. Public Comment: • Concerns were raised by a guest in attendance that the Planning Commission was going to re-zone R1 within Ocean Shores. Chair Pease assured the guest that we only serve in an advisory role to the City Council and only make recommendations. • A guest in attendance expressed her feelings and experiences with the Blue Zone Project. 12.
