Raymond Fraker’s second unexcused absence. Marilyn Ferguson - Excused. MSP Meeting Agenda for January 27, 2026. Approved. MSP. Minutes for November 25, 2025, meeting: Approved. MSP. Public Comment: 3 in person and 1 person via Zoom. No comments. Reports: 1. Chair’s Report – Have a meeting with Marty and the Chief of Police but mostly with emergency management at 1:00 pm today to discuss the new tower to see what their plans are and keep them looped in as we move forward with the new tower. The current tower contract is attached to the agenda and would like the council members to read over before the next meeting. 2. Station Report Managers Report Trey Smith – Not present. Butch Larson – Because of Trey’s injury there have been several programming changes since Trey is the one that uploads the old-time radio show, does the tide reports and the weather reports and news snippets. He will be back as soon as he gets his cast on. Have four brand new volunteers and one pending volunteer. One or maybe two of them will be starting new shows next week. One is training to be a sub and to help with production. At today’s staff meeting I will be trying to find some people who would like to help with North Beach TV. Recently replaced the UPS system but haven’t got it hooked up yet for the computer. Every time the power goes out its battery lasts for about 2 minutes and then it takes out the auxiliary computer, and the stream and it starts beeping and everything goes haywire. Got the new 2026 underwriting and sponsorship pricing and marketing list out. 3. Technology Report Marty Hadfield – An FCC enforcement issue came up last summer on the South Shore Road of Lake Quinault. They found that Three Brothers Ranch LLC was illegally broadcasting on 90.5 FM and were shut down. FCC has made a uniform change to handset unlocking rules which adversely affects Verizon customers. This allows bad actors to steal those handsets for the purpose of 1. Approval of minutes for the Radio Board Meeting on January 27, 2026. Page 3 of 5 carrying out fraud and other illegal acts. The commission is stepping up their enforcement on robo calls. FCC updated rules on drones last year especially drones and drone parts from China. There was a recent release of rules on LPTV that will ensure that LPTV will flourish and serve the public interest long into the future. FCC has allocated additional spectrum for Star Link satellite system to increase their global broadband connectivity. The FCC commission is providing guidance for equal political opportunity requirements for broadcast television stations. 4. Council Liaison Report Tom Taylor – Absent Financial Report – Reviewed by Patrick. Reviewed and it looked good. Next month will be doing the quarterly financial report review. 5. Board Member Report • Darrell Prowse – Nothing. • Marilyn Ferguson – Excused absence. • Patrick Wendlandt – Nothing. • Larry Hansen – Nothing. • Raymond Fraker – Absent. Old Business – Radio Tower – nothing new. Will meet with Vertical Bridge and Scott Anderson to discuss pricing and getting out of the current lease. If the city decides to build a new tower to replace the current one in the city works yard the radio station would move to that tower but it won’t happen for at least a couple of years. If can get out of the current lease moving to the tower by IGA would probably happen until a new tower is built. One reason for moving to a new local tower would be to improve emergency dispatch and this would help Westport and Pacific County, and they might be able to be dragged in as a financial underwriter. Grays Harbor and State emergency communications and some of the tribes may also be involved. Studio carpet cleaning discussion to be continued next month. No bids obtained yet. New Business – None. Discussion – None Public Communication – None Future Meeting Date: February 24, 2026, at 10:30 am at the Ocean Shores Public Library. Adjourned: 11:12 am. MSP *MSP – used for motioned, seconded, and passed. Respectfully submitted by Marilyn Ferguson KOSW Radio Board Secretary. 1. Approval of minutes for the Radio Board Meeting on January 27, 2026.
