Page 4 of 26  Councilmember Replacement Process The Council replacement process begins as soon as the Member formally communicates their intention of leaving the Council or no longer can meet the requirement of a Councilmember. The Councilmember resigning will not be a member of the Council and not part of the replacement process on the day which a new Councilmember is selected. 1st Council night (January 8, 2024) • The announcement of the vacancy • Statement of the process: qualified individuals will write a letter stating what experience they will bring to City Council, reasons they wish to be a Councilmember and send the letter and resume to the City Clerk by email at slogan@osgov.com indicating that they wish to apply for the vacant position. If there are not four yes votes, then the Mayor will select another Councilmember to place a nomination. Councilmembers may only vote once per nominee, and during the first round, the Mayor may not break the tie. • If all Councilmembers have either nominated or voted for someone, the Council will move to round two. Page 15 of 26 Page 16 of 26  City Administrator Report Ocean Shores City Council Meeting (22 January 2024) County Draft Hazard Mitigation Plan Available for Public Review and Comment: MONTESANO — In June 2023, a coalition of Grays Harbor County municipalities and special purpose districts embarked on a planning process to prepare for impacts of disasters. Responding to federal mandates in the Disaster Mitigation Act of 2000 (Public Law 106-390), the coalition was formed to pool resources and create a uniform hazard mitigation strategy that can be consistently applied to the defined planning area. This planning coalition, made up of the County, the Cities and Special Purpose Districts within Grays Harbor County has now completed that effort. The planning process was led by Grays Harbor County Emergency Management with support from Bridgeview Consulting, LLC, the primary technical consultant. The project was funded by a planning grant from FEMA. During this process, citizens were asked to contribute by sharing local knowledge of the region’s vulnerability to hazards based on past occurrences, as well as identify initiatives which could help reduce the level of impact of those hazards. Public involvement was solicited via a multi-media campaign that included: press releases; public council/board presentations and meetings; web-based information; Twitter and Facebook feeds; questionnaires, radio interviews, and safety fairs. Many of these efforts were live streamed or broadcasted. That process has now culminated with the development of the Draft 2024 Multi- Jurisdiction Hazard Mitigation Plan, which is now available for review and comment at the informational website established for this planning effort at: Hazard Mitigation Planning (graysharbor.us). Page 17 of 26  period will run for 17 days beginning January 13, 2024.The public is highly encouraged to provide input on the draft plan to Grays Harbor Public Works: Streets Master Plan: The City is working on vendor selection and negotiation for a 5-year Streets Master Plan that will help the City prioritize needs and costs for the roads. We hope to have a vendor on board in the next few weeks. Lake and Watershed Master Plan: The evaluation committee is working on their evaluations of the two vendors who turned in Statements of Qualifications for the Lake and Watershed Master Plan (also known as the Freshwater Ways Master Plan). The committee is scheduled to meet next Friday to turn in evaluations and discuss the two vendors (Herrera Environmental Consultants and Dudek. Water Quality Analysis: The City is working with Robinsen Noble to work towards discovering what is causing the black slime issue that some residents are experiencing. Ocean Shores Fire Department: Prevention Seminar The Ocean Shores Fire Department will be presenting on the risks of falls and how to avoid them. This seminar is focused on older adults and helping them age in place safely. This free seminar will be presented in the training room at our station. The city made efforts to reestablish the sacrificial berm and were met with strong wind driven waves causing additional erosion. Specific erosion occurred beginning on Friday, January 5, 2024, through Friday, January 12, 2024, which resulted in erosion to the sacrificial berm, necessitating the placement of “supersacks” provided by the United States Army Corps of Engineers and gravel cobble to reinforce the berm and expanding the length of the berm westward to cover area determined to be at risk of overtopping. In addition, on January 7, 2024 and January 9, 2024, Ocean Shores Street Crews responded to remove downed trees in the roadways, freezing conditions beginning on January 11, 2024, and continuing through mid- January 2024 resulted in frozen and broken waterlines throughout Ocean Shores to residential, commercial and city properties. The Emergency Proclamation dated January 3, 2024 was signed by Mayor, Frank Elduen. The proclamation will remain in effect until the issuance of a subsequent written order once the Mayor determines that the emergency no longer poses a threat to public peace, safety and welfare. WHEREAS, a storm having significant wind driven surf, caused significant erosion along the southern shoreline; and WHEREAS, specific erosion which resulted in erosion to the sacrificial berm; and WHEREAS, record breaking freezing conditions resulted in frozen and broken waterlines throughout Ocean Shores to residential, commercial and city properties; and WHEREAS, in the judgment of the mayor, extraordinary measures are required for the safety and welfare of the city and its citizens; and NOW, THEREFORE, I, Frank T. Elduen, Mayor of City of Ocean Shores, consistent with the powers vested in the City of Ocean Shores and its Mayor through applicable law, including without limitation Chapter 38.52 RCW, and consistent with the mayor’s authority pursuant to OSMC Chapter 2.08, OSMC Chapter 8.36, and Title 35A RCW, do hereby Order the following: Section 1.
