Over time, the use of dissimilar metals led to galvanic corrosion at the welded fitting. This corrosion progressed undetected for approximately 16 years which significantly weakening the structural integrity of the connection. At the time of the incident, only two threads remained engaged, leaving the fitting unable to withstand normal operating conditions. The nipple ultimately stripped from the tank connection, resulting in a failure and the loss of the majority of the tank’s resin inventory. Due to the extent of the corrosion and the nature of the failure, the city need to restock the inventory. A PROCLAMATION OF THE MAYOR OF THE CITY OF OCEAN SHORES, WASHINGTON, DECLARING A CITYWIDE EMERGENCY TO IMPLEMENT MEASURES TO ACQUIRE MIEX MEDIA TO RESTOCK INVENTORY LOST IN A FAILURE OF A TANK FITTING IN THE OCEAN SHORES WATER TREATMENT PLANT. FEBRUARY 9, 2026 WHEREAS, a fitting on the MIEX Contactor failed due to galvanic corrosion; and WHEREAS, the loss of the fitting resulted in a loss of 30% of resin inventory; and WHEREAS, the MIEX Resin is essential for the operation of the Ocean Shores Water Treatment Plant; and WHEREAS, investing in the timely replacement of the MIEX Resin will ensure a return to normal operations for the Ocean Shores Water Treatment Plant; and NOW, THEREFORE, I, Frank T. Elduen, Mayor of City of Ocean Shores, consistent with the powers vested in the City of Ocean Shores and its Mayor through applicable law, including without limitation consistent with the mayor’s authority pursuant to OSMC Chapter 2.08, OSMC Chapter 8.36, and Title 35A RCW, do hereby Order the following: Section 1. A state of emergency exists within the City due to the loss of a large part of our MIEX Resin inventory; and Section 2. As provided by Ocean Shores Municipal Code (OSMC) Chapter 3.20.080(C), the mayor is authorized to make emergency purchases upon a finding, duly entered of record, of the existence of an emergency. Such emergencies may include but are not limited to any breakage or loss of equipment or in other circumstances in that necessary service is interrupted or is about to be interrupted. Situations where the city may suffer a substantial loss by reason of the time required for following the regular purchasing procedures. The authorized amount may not exceed $77,019.36; and Section 3. The mayor will consult with the City Council as practical and present any necessary or appropriate action items for review and consideration by the Council at the earliest possible date; and Section 4.
