4. AGENDA PUBLIC COMMENT ** The Public is invited to address the Board for up
to 5 minutes each for a maximum period of 30 minutes, ONLY regarding issues
listed on this agenda. The Board will take all comments under advisement for
potential action if warranted. Please identify yourself and the agenda item. If no
agenda item is stated, you will be asked to hold your comment until General Public
Comment at the end of the meeting.

a. Appoint Commissioners to the Planning Commission, Historic Preservation
Commission, Building Board of Adjustments & Appeals, and Coast Transit
Authority Representative
b. Discussion of Proposed Amendments to Appendix D - Zoning Ordinances,
Article V, Sections 510 and 511 - Short-Term Rentals
c. Discussion of the Comprehensive Plan Work Session
6. CONSENT AGENDA * All matters listed under Consent Agenda are considered to
be routine by the Board of Aldermen and will be enacted by one motion. There will
not be a separate discussion of these items. If discussion is desired, that item will
be removed from the Consent Agenda and will be considered separately.
Mayor/BOA:
a. Approve the Walk/Run Permit Application for SMATF to host their 16th annual
HIV/AIDS Awareness on Saturday, September 26, 2026, from 7:00 a.m. to
10:00 a.m., at Ocean Springs Bridge/Front Beach, at no cost to the City, the
applicant pays the associated event cost

b. Approve the Special Event Permit Application for Julian Freedom to host a voter
registration rally on Saturday, September 26, 2026, from 2:00 p.m. to 9:00 p.m.,
at Martin Luther King, Jr. Park, at no cost to the City, the applicant pays the
associated event cost

Police Department:
e. Authorize Employee #2750 for Out-of-State travel to Gulf Shores, AL for a
TASER Instructor Certification Course from August 05-06, 2026
f. Accept OSPD Monthly Report for June 2026
Fire Department:
g. Accept OSFD Monthly Report for June 2026
h. Authorize the Ocean Springs Fire Department to apply for the FY 2026
Homeland Security Grant Program through the Mississippi Office of Homeland
Security in an amount not to exceed $120,000 for the replacement of public
safety unmanned aircraft systems (UAS) for the Fire and Police Departments
and authorize the Mayor to execute all necessary grant application documents
Human Resources/Risk Management:
i. Authorize the six-year reappointment of Tristan Armer to the Civil Service
Commission beginning August 1, 2026 and ending July 31, 2032
j. Authorize employment of Nayeli Martinez, Dispatcher, effective July 22, 2026;
$17.50 hourly rate; one-year probationary status, pending successful
completion of all pre-employment requirements
k. Authorize removing Fire Chief Archie Fitch from probationary status to full time
status, effective immediately
l. Authorize removing Firefighter I Bobby Oxner from probationary status to full
time status, effective July 21, 2026
m. Authorize removing Firefighter II Tyler Ball from probationary status to full time
status, effective July 24, 2026
n. Authorize rehire of Conner Havard, Firefighter II, effective July 23, 2026; $17.08
hourly rate; one-year probationary status, pending successful completion of all
pre-employment requirements
o. Authorize promotion of Firefighter I Dawson Wicker to Firefighter II, $15.17
hourly rate; effective August 1, 2026

pending successful completion of all pre-employment requirements
r. Authorize employment of Justin Rogers, Parks Grounds Maintenance, effective
July 28, 2026; $15.00 hourly rate; one-year probationary status, pending

s. Authorize employment of Magenta Howard, Parks Office Administrator, effective
August 1, 2026; $17.00 hourly rate; one-year probationary status, pending

t. Accept the resignation of Public Works Head Mechanic Bryan Favre, effective
July 31, 2026; and authorize beginning the process to fill the vacant position
u. Authorize change of title of Public Works Administrator Monica Dickinson to
Public Works Assistant Director of Administration and Finance

x. Approve a variance to reduce the required rear yard setback from twenty-five

residence at 279 Holcomb Blvd – PIDN: 61135041.050; ZAB recommends
approval
y. Approve a variance request to allow the placement of an accessory building in
front of the primary dwelling, to be located at the 25’ front yard setback line at
7800 Trout St – PIDN: 61092012.000; ZAB recommends approval

7. DEPARTMENT REPORTS
a. City Clerk: Approve payment: Docket of Claims, all expenditures are
appropriate and authorized by law, and spread the summary on the Minutes
b. City Clerk: Authorize the adjustment of water/sewer accounts due to a finding
that the customers did not receive the benefit of the utility and the excess usage
was due to unforeseen circumstances
c. City Clerk: Third Quarter Budget Amendments
d. Police: Interactive Data, LLC 30-Day Trial Review and Proposed Annual
Subscription
e. Public Works: Ward 6 Drainage and Infrastructure Update
