City of Oconomowoc Architectural Commission Meeting Minutes February 8, 2017 Chairman Johnson called the meeting to order at 5:03 pm. Members Present: Paul Schultz, Kurt Schrang, Kent Johnson and Anne Nelezen Members Excused: Jeremy Flint Staff Present: Jason Gallo, Kristi Weber, Laurie Sullivan, Ald. Shaw and Chris Dehnert 2. Approve Minutes of December 14, 2016: Motion by Schrang to approve the December 14, 2016 minutes; second by Nelezen. Motion carried 4-0. 3. Firestone – Discuss building plans at 1688 Old Schoolhouse Road: Weber explained this item is being presented for discussion only as the applicant is requesting feedback on their proposed building plans within the Brennan’s Marketplace development. She provided an overview of the site along with pictures of the surrounding context including the US Bank/Jimmy John’s building, Qdoba and the recently approved multi-tenant building currently under construction. This proposed building will be located along Valley Road with the front of the building facing north. Katie Kawczynski of VJS Construction Services explained the building is located very close to the edge of the site. They are trying to keep a 12” step back and plan to use the same brick and stone as the other buildings in the development as well as split-face on the front. Members were concerned that the building seemed very close to the road; didn’t like the design of the east elevation; other buildings include a gable or unique roof feature; and the flat roof and square building don’t fit in with the surrounding context. Members suggestions included adding a gable over the Firestone anchor; add something to the east elevation; add to the parapet over the middle Bridgestone section to make this part of the building appear taller; include siding, brackets and a red shingle roof to the proposed gable similar to the US Bank/Jimmy John’s building; change the windows facing Valley Road to elongate them so they extend down to the ground; add brackets and a shed roof on the east elevation; bring the north elevation of the Firestone building forward; and add some type of detail to the second story of the Bridgestone building to add interest. Kawczynski appreciated all of the comments and suggestions. She will update the plans and will bring them back for approval at the March Architectural meeting. 4. Cornerstone Building - Discuss architectural façade concept plans for 24 S. Main Street: Johnson excused himself in order to present his proposed plans for an update to the façade of the Cornerstone building. Weber provided photos of the existing building and other historic buildings in the downtown. Johnson said the goal is for the Cornerstone Sports Bar & Eatery to take over the entire first floor of the building with additional businesses on the second and third floors. The first floor façade would include wide white columns, windows that could roll up like a garage door, outdoor seating and a wide metal awning tied back into the building with metal anchors. The same colored brick currently on the side of the building would be brought around to the front of the building. There would be a door on the north end of the first floor with interior stairs to the other stories so the exterior fire escape on the south elevation can be removed. Other details include detailed windows and sills, an extended centerpiece on the second floor, decorative balconies on the third floor and new cornice along the roofline. The name of the building would be on the top of building as well as on the edge of the awning on the first floor. Johnson said they may pursue additional outdoor seating on the south side of the building and colored awnings over the third story windows to add color. Member’s suggestions included adding white panels behind the cornice trim and by the first floor columns; review window heights and match the brick color on the plans to ensure they are accurate on the plans; and consider shed awnings over the windows on the third floor. Staff suggested adding more building detail and make sure colors, materials and dimensions are accurate for approval. 5. Architectural Commission Building Application – Review Changes to the Architectural Commission Building Application: Weber explained planning staff updated the Architectural Commission building application recently and would like the member’s feedback. The application, which had been 2 pages, was updated in 2013 to a single page and most recently again to request applicants provide more pertinent information including a summary of the proposed project; identify elevation markers, building height and materials; and landscaping plan and plant list. Contact information for both Gallo and Weber is included on the form, and all items are to be provided to staff in a .pdf format. Applicants are being asked to provide start and completion dates; zoning of the proposed property and more detail on roof pitch, window glass/ framing and HVAC systems. The members all agreed with the changes that staff made to the form. Nelezen left at 5:54 pm. 6. Reports and comments from the City Planner: Weber gave a brief report on the Planning Department’s 2016 Annual Report included in the packet. She said the report reflects the variety of projects that came before the Architectural Commission last year. There were 9 requests for signs/master sign plans, 18 different building projects and 1 major project review that were approved. Planning staff does this report every year recapping all that was accomplished the previous year by staff, the Architectural and Plan Commissions. Johnson thought it was a great year for projects and said staff does a great job presenting. The members appreciated staff preparing power point presentations for each meeting. 7.
