City of Oconomowoc Architectural Commission Meeting Minutes October 11, 2017 Chairman Johnson called the meeting to order at 5:04 pm. Members Present: Kent Johnson, Anne Krogstad (5:08 pm), Paul Schultz and Kurt Schrang Members Excused: Jeremy Flint Staff Present: Jason Gallo, Kristi Weber, Ald. Shaw, Bob Duffy and Chris Dehnert 2. Approve the September 13, 2017 Minutes: Motion by Schultz to approve the September 13, 2017 minutes; second by Schrang. Motion carried 3-0. Johnson explained during last month’s meeting he allowed the public to speak on an item on the agenda. Going forward this will not be allowed at meetings. He felt it was important that the public be aware of this policy. This is not aimed at any specific project but is the policy for all projects that come before the commission. Weber handed out a copy of the City’s ordinance regarding the role of the Architectural Commission. Johnson noted there is no public comment on a regular meeting agenda. Members noted in the past on other projects that individuals were allowed to speak and wanted to make sure if this is the process that it is adhered to for all future meetings. Gallo added there is no place on the agenda for individuals to speak because there is no public hearing and the meeting is not noticed accordingly. He said if there was a public hearing, then the members could accept comments from the public. Members questioned if they could notice the meeting with a public hearing section. Gallo will check into this matter. 3. Oconomowoc H.S. East Campus – Discuss building plans at 915 E. Summit Avenue: Weber explained the applicant is requesting feedback on their plans to renovate the former Wilkinson Clinic into the high school’s new east campus. Representatives from the school met with staff several times and they hope to move this project forward in November. Their intent is to connect the high school with the new east campus via a 6’ wide path which will be well lit and have security cameras. Dr. Roger Rindo, Superintendent of Schools, said this site works well for an extension to the high school and their district offices will also be relocated here. They hope to modernize the building but not date it. Robert Morris of Eppstein Uhen Architects said they plan to remove the EIFS, gut the interior and include flexible walls, and have a light core in the center of the building with skylights. The newer portion (front) will remain but the rest of the building will be updated with new metal panels and coping around the roofline, repaint the shadow block, and update the windows. The color palette will be a darker and lighter gray which will complement the existing brick. There will be 4 roof top handlers which will be screened in a complementary color to the roof, 3 units on the ground and garbage enclosure with all units screened in a similar color to the building. Members questioned the window pattern and suggested adding metal panels around the roofline. Morris explained they are replacing existing transom windows and replacing with spandrel, and the window placement is based on what is existing. They only will be adding a couple of new windows to add light in certain areas where it is needed. Morris explained the placement of metal panels along certain areas of the roofline and why they can’t be placed all around it. Johnson read a response from Commissioner Flint who was unable to attend, that the building is fine but the metal panels shouldn’t be at ground level where they could get damaged. Other members said it is a good adaption for the use of the building, and overall the members were pleased with the color and material choices. Gallo said the building is in a high profile location so the members should be aware of the material choices. They plan to come back in November, and Weber said they can bring forth signage at that time and reader boards will require Architectural approval. No action was taken. 4. Reports and comments from the City Planner: Weber said staff followed up on an issue from the last meeting regarding white roof venting which can clearly be seen at the View at Pine Ridge. She reviewed past minutes when the project was first reviewed along with additions to the development, and there is minimal reference to roof venting. Staff sent an email to the owner asking that they consider coloring the venting to match the roof or add landscaping around ground mechanicals. She said roof /side venting color in building projects should always be included in the minutes and motion. Weber noted the committee presentations and motions have evolved over the years and believes by pointing these types of things out, it makes for better building projects. 5.
