City of Oconomowoc Architectural Commission Meeting Minutes December 13, 2017 Chairman Johnson called the meeting to order at 5:02 pm. Members Present: Anne Krogstad, Paul Schultz, Kurt Schrang, Kent Johnson and Jeremy Flint Staff Present: Kristi Weber, Jason Gallo, Ald. Shaw, Sarah Kitsembel, Bob Duffy, Glenn Leidel and Chris Dehnert 2. Approve the November 8, 2017 Minutes: Motion by Schrang to approve the November 8, 2017 minutes; second by Krogstad. Motion carried 5-0. 3. 25 S. Main Street Building - Consider/approve façade building plans: Weber explained the applicant is requesting approval of an update to the façade of the former Theatre on Main building and has applied for a façade grant from the City. He will be replacing the windows and doors on the 1st floor, windows on the second floor and plans to keep the rest of the building as is. There is no plan included for lighting but he may add it later. Staff noted it must be gooseneck lighting to comply with the Downtown Design Ordinance. There is also no plan included for signage. If it remains a multi-tenant building, it would require a master sign plan. Staff recommends approval. David Biersack, property owner, explained there will be clear glass garage doors on the 1st floor, new front entry doors, and aluminum clad clear glass windows on the second floor. There will be brick around the entry which will come from other areas on the building. Members liked the changes and suggested changing out the bottom edge of the proposed garage doors due to concerns that the proposed aluminum will not stand up. Motion by Schultz to approve the façade building plans for the 25 S. Main Street building as presented; second by Schrang. Motion carried 5-0. 4. 128 Silver Lake Plaza Building - Consider/approve façade building plans: Weber explained the same applicant is requesting approval of an update to the façade of a building in the Silver Lake Plaza and has applied for a façade grant from the City. He will be replacing the windows and doors on the 1st floor with new garage and entry doors. There is no plan for lighting and if he decides to add it, they must be gooseneck lighting to comply with the Downtown Design Ordinance. There is also no plan included for signage which he will come back with at a later date. Staff recommends approval. David Biersack, property owner, explained the garage doors will roll up; they have already repainted and tuck pointed the building; and they are considering a rusty corrugated metal awning. The members liked the updates but pointed out the drawings in the packet don’t match the existing windows on the second floor. Biersack confirmed the second floor has recently been repainted and will be staying as is. Motion by Flint to approve the façade building plans for the 128 Silver Lake Plaza except approval is for alterations of the lower units only as the submittal doesn’t display the accurate design of the application; second by Schultz. Motion carried 5-0. 5. Beverly Designs – Consider/approve façade building plans at 149 E. Wisconsin Avenue: Weber explained this is for approval of an update to the façade of a building in the downtown. The building is part of a condo and each owner wants to have their own identity yet be cohesive with the other. The applicant wants to replace the front door and storefront windows, add a new tile surround and new second story windows. Weber noted there is a metal architectural feature located between the first and second floors which is rusting and should be addressed. Staff recommends approval upon clarification of materials. Beverly Bartel, building owner, said she would like to replace the existing storefront with black glass 24” x 24” tile with black or charcoal gray grout to match. The storefront windows will have a chrome metal frame, and she is considering a front door that looks like chrome to give the façade some contrast. She is trying to give the building an art deco look. She noted the other condo owner is considering painting the architectural feature which is actually a water table. Members had concerns with using tiles on buildings as there can be issues and said they have to be perfectly installed to avoid issues; suggested replacing the water table if there is rust on it; and should keep extra tiles on hand in case there are issues. Schultz noted the tile will actually be set back from the roofline which should help. Motion by Krogstad to approve the facade plans for Beverly Designs at 149 E. Wisconsin Avenue as presented; second by Flint. Motion carried 4-0-1 (Schultz abstained). 6. Lakerz Pub & Eatery – Consider/approve façade building plans at 118 E. Wisconsin Avenue: Weber explained this is for approval of an update to the façade of a building in the downtown. This is coming forward due to a non-compliance issue with the Fire Department and Building Inspection. The applicant plans to remove the existing door, add a new wood door with sidelights near the curve in the wall and add wood siding over the entry to match existing. The new entry will allow for a second egress from the second floor through the newly created vestibule which will bring the property into compliance. Weber noted the building inspector is concerned with how the door will be installed due to the brick and ledge, and there is also a question on S:\Committees - Commissions\Architectural\Minutes\2017\ACmin 12-13-17.doc Architectural Commission Meeting 2 December 13, 2017 which way the door should swing. Staff recommends approval conditioned on adding more architectural character to the entry, the door should swing to the west and more information is needed on the installation of the door by the wall. Western Lakes Asst. Fire Chief Glenn Leidel explained this change will allow for egress from the second floor which was previously impossible due to space limitations. The Fire Department is now mainly concerned with the door swing. Lynn Reed, owner, explained the existing door and interior door to the second floor will both be removed which is what the Building Inspector wants. She said the contractor plans to cut into the round curve so that the new door will be attached securely. Reed added there are 2 other entrances to the second floor and the egress to the second floor in the vestibule is intended as an emergency exit only. Members questioned having the second floor exit into the vestibule but agreed it shouldn’t be an issue. They also questioned lighting, and Reed said it will be included under the awning. Staff suggested the members could condition their approval on input from the Building Inspector as the applicant has to get a permit for the work which will prompt an inspection. Motion by Krogstad to approve the building plans for Lakerz Pub & Eatery at 118 E. Wisconsin Avenue as presented; second by Schrang. Motion carried 4-0-1 (Schultz abstained). 7. Venture Space – Consider/approve building plans at 1207 – 1229 W. Capitol Drive: Weber explained the applicant is requesting approval of building plans for 11 commercial condos with each building being approximately 1550 sf. The buildings will have gabled roofs, shake and regular smart siding and dimensional shingles. There is no signage included but if the applicant determines signage is necessary, he should see planning staff. Weber suggested including a unique gable vent to add character. Staff recommends approval conditioned on clarification of building groupings; location, types and colors of doors; and upon providing a list of building materials and colors. Michael Frede of Venture Space LLC explained people prefer windows in a building, thus there will be less buildings in a group. There will be no phases to this development, and buildings will be built as they are sold. The intent is that the buildings be sold as non-residential condominiums for use by hobbyists, private contractors, or for storage of larger items by private individuals. Gallo noted this item will come before the Plan Commission this evening and each user will require a Certificate of Occupancy. Western Lakes Asst. Fire Chief Glenn Leidel said these units cannot be used for residential housing. Materials include light brown split-face brick, light beige LP smart lap wood siding, gold cedar shake siding in the gable ends, “Brownwood” color dimensional shingles, aluminum clad windows with metal awnings, and light beige doors. Frede noted the man doors shown on the side of the buildings are never put in though they are on the plans; there will be lights at the main entrance; and they may have different colors on other buildings in the development. Members comments included they should show door swing and suggested internal door changes; don’t like the roof color; and a gable vent is not necessary. Frede suggested changing the roof color to “Weathered Wood” which the members agreed. Motion by Schultz to approve the building plans for Venture space at 1207 – 1229 W. Capitol Drive subject to using “Weathered Wood” for the roof color and supplying materials specs to Planning staff; second by Schrang. Motion carried 5-0. Flint left at 6:08 pm. 8. Taco Bell– Consider/approve building plans at 1750 Summit Avenue: Weber explained the proposed building is not part of the Corporate Center Park but will be located by Waterstone Bank. Staff worked with the applicant on site layout, and the proposed building will face Summit Avenue with a significant grade change in front of it. Weber provided pictures of adjacent buildings which have raised roofs and cream and tan colors. Staff suggested a building color change but the applicant prefers what they have submitted. Their materials include corrugated metal, hardiplank siding, a wood looking tower, gray brick and artwork on the side walls. The rooftop units are visible and there is no screening proposed. Lastly there is no signage for approval. Staff is recommending postponement this evening. Mario Valentini and Alfred Teleron of MRV Architects explained this design represents a standard building with their new corporate prototype. They tried to make changes to the materials to have the building fit better into the surrounding area. Materials include cast cement board in panel form; pre-finished wall panel brick; vertical corrugated siding and overhangs. They suggested two different color choices for the materials: gray as shown in their submittal or “Golden Buff”. The murals will be in a flat panel shadowbox, can be different or the same, and painted on vinyl. They can work out the screening issue by modifying the parapet height or changing the roof trusses. Gallo and Dehnert left at 6:27 pm to attend the Plan Commission meeting. Member comments included: would like the tower element color to pop; okay with gray tones and tan/rust tower element; and this location has a different feel than Pabst Farms. Valentini said materials are in a gray tone. He didn’t like the material they originally proposed to staff which was the Nichiha fiber cement panels. He questioned if the members were okay with two different designs for the murals with a border around them to help make them stand out. Members said they don’t want to have any problems with the murals and questioned the type of material. Valentini said the murals will be a vinyl application. Motion by Schrang to approve the building plans for Taco Bell at 1750 Summit Avenue subject to: 1) applicant providing a material spec sheet with the Nichiha fiber cement panels in gray tones for approval by staff; 2) artwork murals are to be two different designs with a significant edge frame; and 3) applicant to provide solution to screen RTU’s from both Summit Center Drive & WIS 67/Summit Avenue street elevations with site lines provided to staff for administrative approval; second by Schultz. Lutheran Homes of Oconomowoc – Discuss Building Plans at 1254 W. Wisconsin Avenue: Weber explained the applicant is requesting feedback on their plans to add 7 townhomes on the east side of their campus adjacent to their recent addition. Eric Harrmann of AG Architecture and Ed Sommers of LHO explained the adjacent site has become available for purchase and they are looking to expand the campus. Each townhome would have the garage and driveway in front with the entry off to the side and living room at the rear of the building. Currently the buildings within the Shorehaven campus are cream with cream accents, and they are proposing that these buildings be gray and brown-gray with a cream color in the cultured stone on each building. Other items include a James Hardie siding product, “Cobblestone” colored trim on the garages and windows, an awning roof on each garage, dimensional shingles and decorative elements. Members agreed these buildings shouldn’t match the existing color palette; the lighter color looks “lakey”; preferred “Driftwood” colored shingles; prefer the dull finish on the siding rather than shiny; and it’s a nice development with a good variety of colors.
