City of Oconomowoc Architectural Commission Meeting Minutes December 7, 2022 The meeting was called to order by Chairman Flint at 4:30 pm. Members Present: Schrang, Johnson, Flint and Krogstad Members Absent: Schultz Staff Present: Gallo, Weber and Dehnert 2. Approve the November 2, 2022 Minutes: Motion by Krogstad to approve the November 2, 2022 minutes; second by Schrang. Motion carried 3-0-1 (Flint abstained). 3. VA Clinic at Olympia Fields – Discuss building plans located at 1291 Olympia Fields Drive: Gallo explained the applicant is requesting feedback on the design, materials and colors of their proposed 8,464 sf new building in the Olympia Fields development for a VA medical clinic. There will be a 2 – 3’ retaining wall and dumpster on the elevation next to WIS 67; the dumpster includes a man door and consists of masonry; rooftop units will be located near the center of the building and screened; and there is some landscaping shown around the building. Gallo showed photos of other approved buildings in the development and referred to the architectural design standards and checklist that is to be considered for buildings in the development. Michael Schaefer of Plunkett Raysich Architects explained the interior of the building and services that will be provided; building materials include stone, brick, storefront windows and dark bronze spandrel panels; and the dumpster will be similar to Panera’s. Mark Lake of Wangard added the dumpster enclosure will have tall walls with a smaller dumpster so it should not be visible on WIS 67; all transformers will also be located along WIS 67; and some design items are just standard to the VA. Weber asked about signage for the building, and Lake said he has not seen the signage package yet but there will be a monument sign and standard VA lettering. Members noted the yellow safety rails on the roof are very visible and suggested moving the roof unit in 10’ which will remove the need for the rails; should include a sunscreen over the windows; treat the east elevation as the front since this is the side citizens will see; questioned how the building is positioned on the property with all service utility items facing WIS 67; suggested moving the dumpster to the SW corner of the parking lot; building should be more prairie style; increase the window size by the waiting area; need more detail on the NE corner and add banding by windows; raise up the SW corner and do the same thing to the NW corner; change the windows to have small glass area at the top and larger window at the bottom which is more prairie style; and the applicant should include a view of the site from WIS 67 and illustrate gutters and downspouts when they present their final plans. Schaefer acknowledged the members have given him great ideas. No action was taken. 4. The Park at Prairie Creek – Consider/act on the revised residential building plans and clubhouse for the condominium development located along the south side of Whalen Drive at the intersection of Prairie Park Circle: Gallo explained the building plans for (8) 4-unit and (16) 2-unit buildings in this development were originally approved in June 2021. There will be 4 different color schemes, and no same color units will be next to each other in the development. The plans are being changed to the Modern Farmhouse architectural style, and the applicant is also requesting approval of the plans for the clubhouse. The applicant, Craig Caliendo explained originally the buildings were going to have a French Country style identical to the units in Pabst Farms, but all homes in nearby subdivisions have the Modern Farmhouse style. Colors and materials will be the same, but the architecture will go along better with the surrounding homes. Members commented the windows over the garages on the 4-unit homes should be larger and centered over each garage; doesn’t like the stone surrounding the entrance; and remove the stone by the entrance and add to the gable. Caliendo agreed with the changes and will resubmit updated plans. Members suggested he submit updated plans to staff who could forward the plans to a member of the commission to see if the plans are what the members intended. Caliendo would like the 2-unit buildings approved tonight if possible and offered to come back to the commission for approval of the clubhouse. Motion by Krogstad to approve revised residential building plans for The Park at Prairie Creek with the following S:Clerk\Committees-Commissions\Architectural\2022\ACMin 12-7-22 changes: remove the stone from around the entry and put the stone below the gables on all 2-unit buildings with revised plans to be submitted to staff for review and approval; make the dormers larger on the 4-unit buildings; and postpone action on the clubhouse; second by Johnson. Motion carried 4 – 0. 5. Reports and comments from the City Planning Department: Gallo welcomed Weber back and wished everyone a Merry Christmas. 6.
