Architectural Commission Meeting Minutes
February 8, 2023
The meeting was called to order by Chairman Flint at 4:30 pm.
Members Present: Flint, Krogstad, Schultz and Schrang
Members Absent: Johnson
Staff Present: Gallo, Weber, Duffy, Ald. Schellpeper and Dehnert
2. Approve the January 4, 2023 Minutes: Motion by Schultz to approve the January 4, 2023 minutes; second by
Schrang. Motion carried 4-0.
3. VA Clinic at Olympia Fields – Consider/approve building plans located at 1291 Olympia Fields Drive: Weber
explained this item was discussed at the January 4, 2023 AC meeting, and the applicant has updated their plans to
include landscaping along the side of the building, by the dumpster and electrical transformer; raised the massing on
both ends and in the middle of the building; changed the windows on the front elevation from 4 to 3; shrunk the canopy
in width; and updated the corner elevation with a VA sign and landscaping. Weber recommended approval with
considerations listed in the background. Michael Schaefer of Plunkett Raysich Architects added they raised up the stone
base by 4”; dropped the mass of the walls by 6”; and included a smaller canopy at the front entrance which was at the
VA’s request. Members liked the changes and had no issues with the change to the number of windows or canopy.
Motion by Schultz to approve the building plans for the VA Clinic at Olympia Fields as submitted; second by Schrang.
Motion carried 4 – 0.
4. Landmark Credit Union at Olympia Fields – Consider/approve building plans located at the northeast corner
of Olympia Fields Drive and Pabst Road: Weber explained this item was presented to the members at last month’s
AC meeting, and the applicant changed the mullions and included landscaping around the transformer. In addition, the
master sign plan for the development has been updated which includes the unique signs they plan to have. Weber
requested to know the exact height of the beacon as the signage will be located above the roofline, and this could set
precedence in this development. Peter Tan of Strang, along with Brian Melter of Landmark Credit Union, explained the
mullion change in 2 different window sections; horizontal lannonstone will be stacked by the drive thru; all mechanical
units will be screened; and the electric utility informed them the transformer is going to be shared with the tenant directly
the north, and it will now straddle the lot line instead of where it was previously proposed adjacent to the building. Tan
asked if they still need to landscape the unit since only one side will be on their lot, and they may add landscaping which
is different than the other tenant. Members comments included that they should plan to add landscaping to their side of
the transformer; believes the beacon is not a sign but more of an architectural feature; and asked how the brackets will
be affixed to the building. Tan explained how the brackets are to be attached, and the members suggested they add a
plate and hinge to the brackets on the west and southwest elevations. Motion by Krogstad to approve the building plans
for the Landmark Credit Union as follows: include a plate and hinge to attach all brackets to the building and the
proposed beacon is integral to the design of the building and not just signage; second by Schultz. Motion amended by
Krogstad to include that with the relocation of the transformer to the north, the applicant is to include landscaping around
their side of the transformer and the future tenant to the north is to add landscaping around their side of the transformer;
second by Schultz. Motion carried 4 – 0.
5. Winnesota – Discuss building plans for the lot located on the northeast corner of Blue Ribbon Circle North
and Delafield Road: Weber explained this project is for an existing business which is expanding and wants to build a
bigger plant across the street. The building as proposed is very complimentary to other new developments which have
already been through architectural commission approval. Weber requested a man door be included in the trash
enclosure; asked for the height of the condensing tower; more information on the retaining wall and landscaping around
the building; noted there are long expansive walls; and staff received a letter of approval from the land owner. Nick
Olsen of Winnesota and Dom Ferrante of Briohn Building Corp explained the condensers will go up to the bottom of the
blue line on the building; they are considering 2 different types of systems for the condensers; could include landscaping

on the island by the trash enclosure; and are trying to avoid putting any large items on the roof. Colors and materials
include 4’ of concrete at the base and 6” insulated metal panels which will be painted white, medium gray, dark grey and
Winnesota blue for articulation. They plan to bring surface and color samples next time. Members liked the paint colors
but were concerned with painting metal due to durability and thinks it will look bad in time; asked if they can get
prefinished panels; consider a different surface treatment to create the articulation; and questioned trailer parking on-
site. Gallo noted there are 28 parking stalls on-site, and he is not concerned with trailers parking there as this area is
located at the rear of the building with lots of landscaping. Members questioned the turning radius of the trucks; said it is
a thoughtful design; and appreciated the applicant coming for feedback. No action was taken.
6. Reports and comments from the City Planning Department:
a. 2022 Planning Department Annual Report: Weber said there was a record number of applications received in
2022 and thanked the members for their help and time reviewing and approving so many requests. The members
thought it was a great report, and Weber noted it is available on the City’s website.
7. Reports and comments from the Architectural Commissioners: None.
8. Adjourn: Motion by Flint to adjourn at 5:48 pm; second by Krogstad. Motion carried 4 – 0.
