Architectural Commission Meeting Minutes
April 5, 2023
The meeting was called to order by Chairman Flint at 4:30 pm.
Members Present: Schultz, Schrang, Flint and Krogstad
Members Absent: Johnson

2. Approve the March 8, 2023 Minutes: Not available.
3. Market 203 – Consider/approve an update to an existing Master Sign Plan at 203 E. Wisconsin Avenue:
Weber explained this multi-tenant building already has an approved Master Sign Plan under its previous owner. The
building has been sold, and the MSP is being updated at the request of a new tenant to include vinyl signs on the front
windows and (2) projecting signs hanging from brackets on the 2nd floor facing Wisconsin Avenue. The signage on the
back of the building is not changing. Weber noted if approved the signage on the 2nd floor would be the first like this in
the downtown. The building owner approved the request, and Weber recommends approval. Members questioned the
signage on the 2nd floor, noting projecting signs are intended for pedestrians and believe this signage as proposed won’t
be seen. They suggested carrying out the canopy to the edge of the sidewalk and including the name of the tenant on
each side of the canopy or as an alternate consider a vertical blade sign on the 2nd floor. Gallo noted a right-of-way
agreement would have to be entered into with the city if the applicant extended the canopy over the sidewalk. He
suggested staff work with the applicant and come back next month. Motion by Schultz to approve the window signage in
the master sign plan for Market 203 and hold off on the remaining signage in the front; second by Krogstad. Motion
amended by Schultz to include approval of the signage on the back; second by Krogstad. Motion carried 4-0.
4. 116-118 N Main Street – Consider/approve a façade update at 116-118 N. Main Street: Weber explained the
Architectural Commission granted approval on September 8, 2021 for work on the 1st floor of this building. Since then
updates have been completed on the 1st floor including painting, installation of garage and entrance doors and fixing the
concrete by the front doors. Weber noted the updates being reviewed tonight include a paint color for the 2nd floor,
coping, windows and trim. She pointed out the detail above the windows and questioned the wood by the 1st floor garage
doors. Weber recommended approval with considerations listed in the background. The applicant, Mark Radler, along
with Dan Hutter and Sean Radler, explained they purchased new arched windows with pre-cast black frames; they want
to paint the 2nd floor the same color as the 1st; and they used cedar by the garage doors. Members provided handwritten
notes on a picture of the building (Exhibit 1) which reflected the accent brickwork should be highlighted on the arches;
the wood by the garage doors should be wrapped with metal; and include glass in place of the wood above the door on
the north side of the 1st floor. The applicants agreed to wrap the wood with aluminum. Motion by Krogstad to approve a
façade update at 116 – 118 N. Main Street, with Exhibit 1 as referenced; second by Schultz. Motion carried 4-0.
5. Bridge Church / Multi-Tenant Building – Consider/approve a Master Sign Plan at 818 W Wisconsin Avenue:
Weber explained the applicant is requesting approval of a master sign plan for their entire building which includes a wall
and ground sign with an electronic messaging center. Staff requests the EMC be dimmable or be able to adjust the
brightness due to its location near a residential neighborhood. The ground sign will be landscaped around the base, and
the existing banner on the property must be removed before the sign permit is approved. Weber recommended approval
of the request with considerations listed in the background. The applicant, Bob Krause of Bauer Signs, explained the
wall sign will be internally illuminated with channel letters; the EMC has automatic tone down features and can be further
adjusted if necessary; and encourages setting on/off hours accordingly. Weber added that they have planned a
replacement panel for the monument sign in case the LCCA school leaves. Motion by Krogstad to approve a master sign
plan for Bridge Church / multi-tenant building at 818 W. Wisconsin Avenue, subject to providing for staff to approve the
messaging center timeframes and the banner is to be removed before the sign permit is issued; second by Schultz.
Motion carried 4-0.

6. Momentum Early Learning / Multi-Tenant Building – Consider/approve building plans for a daycare multi-
tenant building located at the southwest corner of Blue Ribbon Drive and Summit Avenue / WIS 67: Weber
explained this applicant appeared before the Architectural Commission last month, and action was postponed so they
could update their plans based on changes requested by the members. Their plans have been updated to include
adding and reducing some windows and redoing the towers so they now return onto the roof. Concerns include missing
main entrance features to make it stand out; different mullion patterns on certain windows and not others; need more
information on building materials including fencing of the playground; and need to screen all mechanical units on the
roof. Stephen Perry Smith explained the dumpster will consist of materials from the building; they left the south elevation
undefined; towers will be located on either end of the south elevation along with 2 additional smaller towers in the middle
of the building; the building includes step outs; changed the mullion pattern to match in all windows; thinking about
moving the towers; not sure about future tenants but they will screen roof mechanicals if necessary; and the fencing
around the playground will consist of vinyl PVC. The owner, Jennifer Miller, explained the garage area will be used for
personal storage and clarified the fencing will be white. Members suggested adding awnings for future tenants; and
pointed out all windows with the canopy above should align. Gallo noted there are no sign approvals this evening for this
project, as the applicant will need to have a master sign plan because of having multiple tenants. Motion by Flint to
approve the building plans for Momentum Early Learning / multi-tenant building and incorporate all recommendations
listed in the background which are addressed in the Architectural Commission packet and that the glazing height of the
north pedestrian entrance should match the north tower elevation; second by Schultz. Motion carried 4-0.
7. Reports and comments from the City Planning Department: Gallo noted the Landmark building plans are on the
Plan Commission agenda for approval tonight.
8. Reports and comments from the Architectural Commissioners: None.
9. Adjourn: Motion by Schrang to adjourn at 5:42 pm; second by Schultz. Motion carried 4-0.
