Architectural Commission Meeting Minutes
September 6, 2023
The meeting was called to order by Chairman Flint at 4:30 pm.
Members Present: Krogstad, Schulz, Schrang, Johnson and Flint
Staff Present: Gallo, Weber, Mayor Magnus and Dehnert
2. Approve Minutes of July 5, 2023: Motion by Schrang to approve the July 5, 2023 minutes; second by
Krogstad. Motion carried 5-0.
3. Approve Minutes of August 2, 2023: Motion by Schultz to approve the August 2, 2023 minutes; second by
Schrang. Motion carried 5-0.
4. Violet Table – Consider/approve an awning at 127 E. Wisconsin Avenue: Weber explained the applicant is
requesting approval to add a black and white striped awning to the front of their building. The awning will have a
10’ clearance height with no additional signage or lighting under it. The owner, Burdus Galbraith said the awning
will protrude from the building 2’ with a 32” slope. The members thought the awning looked great and was very
fitting for the building. Motion by Johnson to approve an awning at Violet Table, 127 E. Wisconsin Avenue as
presented; second by Schrang. Motion carried 5-0.
5. Fiesta Cancun Restaurant & Cantina – Consider/approve building plans at 159 E. Wisconsin Avenue:
Weber explained the applicant intends to replace the previous outdoor area, building and rear elevation which was
damaged by fire earlier this year. She would like the 2 electrical wall packs on the east elevation replaced with
gooseneck lighting and relocate electrical conduit and venting currently shown as being outside of the building.
She appreciated the applicant added more windows on the east side of the building and addressed the rear
elevation. Weber recommended approval based on conditions listed in the background. Ken Krahe of MSI
General explained they will change out the wall packs for gooseneck lighting; will change the conduit to run
through the building; the HVAC roof units will be screened by the new roofline; the block structure in the rear will
be painted and the remainder will be EIFS; they are incorporating a ramp in the front of the patio so the restaurant
will be ADA compatible; and the garbage enclosure will be LP smart siding over a metal frame. Krahe noted there
is a parking easement which goes through their building addition, and they are asking the city to reduce the
easement area to 26’. Gallo said approval of the plans should be conditioned on approval of the easement.
Members suggested they add more gooseneck lighting to the side elevation and the applicant should talk to the
city about lighting the alley next to the addition; and suggested using cement board, Trex or something more
durable than a wood based product for the garbage enclosure. Motion by Johnson to approve the building plans
for Fiesta Cancun as submitted with the following considerations: 1) applicant should consider adding additional
lighting along the alley and contact city utilities about potentially lighting it; 2) use a durable product for the
garbage enclosure and come back to staff for approval of the material; and 3) approval of the building plans is
contingent on the parking easement being approved by the Common Council; second by Schrang. Motion carried
5-0.
6. Momentum Early Learning / Multi-Tenant Building – Consider/approve updated building plans for a
daycare multi-tenant building located at 1281 Blue Ribbon Drive: Weber explained this is the third time this
applicant is appearing before the Architectural Commission with their project. The southern part of the building is
now going to be a flexible event space, and they are requesting approval of a 3500 sf patio along the east
elevation of the building. Weber noted they also made the following changes to the previously approved façade:
reduced the number of windows and shifted a door on the east elevation; eliminated parking stalls where the patio
will now be located; and removed windows and added 2 garage doors, a fence and landscaping on the south

elevation. Weber questioned the current location of the dumpster which is located in the northwest corner of the
lot on the opposite end of the event space. She recommended approval with considerations listed in the
background. Matt Mano of Stephen Perry Smith Architects said the parking stalls were included on the east
elevation in case the space was going to be a restaurant; this location works well for a patio; they are proposing
lighting the space with wall packs; they will be adding a second dumpster with a man door by the fire equipment
turnaround/snow location; and the fence will consist of a brown (Woodland Brown) Polywood composite material.
The owner, Jenny Miller, said she is considering some type of temporary tent on the patio with shades that she
can add lighting to. Members suggested adding a path to the east from the patio; should include a lot of exterior
lighting options for the patio; and their plans look good and exceeded their expectations. Motion by Krogstad to
approve Momentum Early Learning / Multi-Tenant Building with the following considerations: 1) approval is based
on the revised drawing provided to the members tonight; 2) add a second dumpster enclosure with a man door to
match the other one on the south elevation; 3) include sidewalk accessing the patio on both the east and west
sides; 4) fence material as presented is approved; and 5) address lighting on the exterior of the building to
compliment the interior; second by Johnson. Members cautioned the applicant on their decisions about
permanent exterior lighting which could affect future actions. Motion carried 5-0.
7. Reports and comments from the City Planning Department: Gallo explained at the Committee-of-the-
Whole meeting last night a development known as Wingspan gave a presentation on their intention to develop 59
acres next to the Fleet Farm and up to the woods. He said the development will include retail, restaurants, offices,
town centers with 1st floor shops and apartments above, and a technology/innovation hub consisting of 4
buildings. The developer is hoping to break ground in Spring 2024. Gallo said the project was received fairly well
by Council. The Architectural Commission members were interested in viewing the presentation, and Mayor
Magnus asked Gallo to send it to the members. Members asked about the number of units and if there is a ratio
that the city follows for the number of apartments allowed versus owner occupied units. Gallo said he keeps track
of the number of units and currently it is 60% owner occupied and 40% renter. Changing this ratio may be
discussed at the October Plan Commission meeting, and the Mayor encouraged members to attend the meeting.
8. Reports and comments from the Architectural Commissioners: Members asked about the possibility of
seeing the inside of the City Hall clock tower; if there is any interest in adding a bridge over I94 so people could
access the Dockhounds ball park; and there is a tarp hanging off the roof of the Twin Scoops. Gallo will check into
whether anyone can go up into the clock tower, and if it is, he will confirm with the members and try to arrange
going up into the tower prior to next month’s meeting. Weber explained the 67 bridge already has a pedestrian
walkway which crosses over to Harley and the WBC park.
9. Adjourn: Motion by Johnson to adjourn at 5:41 pm; second by Krogstad. Motion carried 5-0.
