Architectural Commission Meeting Minutes
September 4, 2024
The meeting was called to order by Chairman Flint at 4:30 pm.
Members Present: Flint, Krogstad, Schulz and Otten
Members Excused: Johnson
Staff Present: Gallo, Weber, Frye and Dehnert
2. Minutes of July 3, 2024: Motion by Otten to approve the July 3, 2024 minutes; second by Schultz. Motion
carried 4-0.
3. St. Paul’s Lutheran Church – Consider/approve accent lighting on the church located at 210 E.
Pleasant Street: Weber explained the applicants request to add accent lighting on the two towers of the church
which is near the downtown and located by residential and commercial properties. Weber referred to the City
zoning code; believes it is a nice accent feature; and won’t be flashing or change colors. However, she suggested
allowing the applicant to be allowed to change colors every 24 hours. Glenn Leidel of St. Paul’s said they would
like to install a light in front of each of the church towers to illuminate them and provide additional security around
their property; have worked with the Fowler Lake Condo Association who are supportive of this change; and are
flexible on restrictions on the time length of illumination. Lemberg Electric’s representative handed out a document
showing the foot candle layout; offered to install a light shield to limit light spillage; and will set up the lights on a
time clock to regulate them. Members agreed having it set on a time clock makes sense. Motion by Schultz to
approve the accent lighting for St. Paul’s Lutheran Church at 210 E. Pleasant Street with the following
consideration: no lights from midnight to 6 am; second by Krogstad. Motion carried 4-0.
4. Fiesta Cancun – Consider / approve an after-the-fact building update at 159 E. Wisconsin Avenue:
Weber explained this is for an after-the-fact approval of changes to the building façade and referred to the timeline
of events, approvals and items that they either didn’t want or could do on the building. Staff administratively
approved several items regarding the roof structure; noted the windows on the east elevation needed to be fire
rated so due to their cost, they were not installed; and the rooftop units still need to be screened. Weber
suggested adding fake or painted windows with flower boxes on the blank wall and encouraged adding a time
frame as to when updates must be completed. Ken Krahe of MSI General admitted the oversight and apologized
for issues caused to staff. He explained they built the fence back to the way it was by fixing boards and painting it;
they intend to have one of the HVAC units moved off the roof and put behind the fence but they are having a
problem getting this done; and due to the proximity of the building to the east, the windows have to be fire rated
which is too expensive for the owner. Members suggested allowing the City to use the blank wall as a canvass to
paint a mural on the east side of the wall; with this wall being part of an alley, both sections of their east wall could
have a mural; okay to leave the rear elevation as is because many other buildings look similar; believe the rear
elevation will be addressed at some point; and suggested creating a timeline for a mural. Weber noted City mural
funds might be able to assist if available. Motion by Flint to approve the after-the-fact building update for Fiesta
Cancun at 159 E. Wisconsin Avenue with the condition that the owner work in partnership with City staff to
coordinate development of up to 2 murals on the east elevation to be completed within 24 months; second by
Schultz. Weber explained how some of the murals in the downtown have been funded using tourism funds.
Motion carried 4-0.
5. Panera – Discuss building plans for the restaurant at 1360 Olympia Fields Drive: Weber explained this
applicant is requesting feedback on the massing, scale, context and materials for a new site for their restaurant.
She worked with the applicant on the HWY 67 elevation; requested utilities etc. be moved to the back corner; and
add a man door to the dumpster enclosure. Weber concluded the HVAC units should be screened by the parapet

walls; all venting to be painted to match or screened; and add landscaping around the dumpster enclosure.
Representatives from Compton Assoc, Panera Corporate and MJM Architects explained they have a new site,
building design and team; the building will be 2,400 sf, narrow with 1 entrance; design includes tower elements by
the front entrance and drive-thru; materials include brick base, stone cap, raised brick in line with windows on the
side elevation, EFIS above the brick on the side elevations, an aluminum wood-look product above the storefront
windows on the front elevation, metal canopies, and a green Nichia product on the front and side towers; the
elevation facing HWY 67 looks like it is a front entrance but it is not; they plan to screen the CO tubes with
landscaping; and the roof ladder and downspouts will be painted to match. Members appreciated their choice of
materials and willingness to collaborate on the building; thinks the building looks balanced from both sides; the
ladder and utilities should be painted to match the building; noted there should be 3 different colors of coping;
consider removing the 3 horizontal transom windows and replace them with brick; asked if they add the “Mother
Bread” to the corner facing HWY 67; and questioned putting a parking spot close to the beginning of the drive
thru. Representatives agreed to remove the windows; the “Mother Bread” is no longer used; will change the
coping to match the adjacent materials; and they don’t expect the parking spot to be an issue. No action was
taken.
6. Panera – Discuss signage plans for the restaurant at 1360 Olympia Fields Drive: Weber explained the
applicant is looking for direction on their plans for signage which include channel letters on the building; several
wall and directional signage for the drive-thru area; and a monument sign. Jeffrey Stahl of MJM Architects
explained there will be a large channel set wall sign over the main entrance; a wall sign over the drive thru pick up
window; various directional signage for the drive thru including post signage for drive thru pick-ups; and a double-
face monument sign consisting of a natural stone base, gray background and white illuminated letters which
meets Olympia Fields requirements. Members discussed various ideas and accepted the signage plan as
presented. No action was taken.
7. Reports and comments from the City Planning Department: Weber invited the members to the Oz Fest
celebration on Friday, September 6th.
8. Reports and comments from the Architectural Commissioners: A member requested that staff reach out
to the Historical Society to remove the fluttering flags outside their building.
9. Adjourn: Motion by Flint to adjourn at 6:22 pm; second by Otten. Motion carried 4-0.
