City of Oconomowoc Architectural Commission Meeting Minutes November 6, 2024 The meeting was called to order by Chairman Flint at 4:30 pm. Members Present: Schulz, Otten Flint and Krogstad Members Absent: Johnson Staff Present: Gallo, Weber, Magnus, Frye, Boettcher and Dehnert 2. Minutes of October 2, 2024 – Not available. 3. Oconomowoc Area Chamber of Commerce – Consider/approve building façade update at 173 E Wisconsin Avenue: Weber explained the applicant is looking to update their building by painting the first floor a dark blue and the second floor off-white; carriage lights by both entrances; and a gold color front door. The unique roofline is not changing as it blends into the roofline next door. Weber recommended approval. Andrea Humley of MSI General said they don’t intend to replace any windows; the other door on the first floor leads to the apartment upstairs and will be painted dark blue; the gold light fixtures will be up lit to highlight the sign; there will be navy awnings over the second story windows, and they may add flower boxes. Members asked if they intend to clean or update the shakes on the roof; questioned if they intended to do anything in the alley; and why did they select these colors. Humley said they only plan to repair any shakes that are damaged and repaint the building; do not intend to do anything in the alley; and wanted the building to be Chamber colors. Motion by Schultz to approve the façade update for the Oconomowoc Area Chamber of Commerce building at 173 E. Wisconsin Avenue as submitted; second by Otten. Motion carried 3-0-1 (Krogstad abstained). 4. City Beach: Buddy’s Beach Bungalow – Consider/approve building plans for the restrooms / concessions / guard shack at 324 W. Wisconsin Avenue: Weber explained last month action was postponed because the members requested changes to the columns, ledge, gable end and stone cap. The applicant added a gable end and tapered the columns with materials to complement the Community Center. Allen Francois said the columns will be LP; there will be gables on north and west elevations; he is flexible on either lap or shake siding for the gable end; roof shingles will match the Community Center; siding will be the color tan from the Community Center; gutters will match building materials; and can lights in the soffit and could add wall packs if necessary. Members questioned split face versus burnished block, and said the applicant did not bring building samples, so it is hard to approve without a stone sample. Members suggested he bring the stone down on the columns, make the base 14” and taper in the top; bring the stone ledge down so the cap is the same height as the counter; questioned the proposed roofline versus the Community Center’s roofline; asked about gutters and suggested they be gage steel or a sheet metal so they aren’t easily damaged; prefer a smooth shake on the gable end and a smooth face intrical colored block; consider adding similar brackets as shown on the west side of the Community Center; and noted an ADA issue with the location of the stairs. Frye explained the reasons gutters are necessary on this building. Gallo asked if he would work with the Chairman on the block color and materials. The Chairman said there are too many issues with the materials, and he is not comfortable approving them without input from the other members. Magnus said it was in everyone’s best interest to expedite this project due to the 150 th celebration in 2025 and suggested they could hold a special work session to address the issues. Motion by Flint to postpone action on the building plans for Buddy’s Beach Bungalow at 324 W Wisconsin Avenue until Wednesday, November 13, 2024 at 4 pm to review updated drawings and include materials samples to be reviewed and approved, and the applicant should update their plans to include items discussed this evening; second by Krogstad. Motion carried 4-0. 5. John & Lavina Rockwell Park: Restrooms – Consider/approve restroom plans for Rockwell Park at 517 N. Lake Drive: Weber explained last month the members postponed action on the restroom facility at Rockwell S:Clerk/Committees-Commissions/Architectural/Minutes/2024/ACmin 11-6-24 Park, and examples of what the restroom could look like have been included in their packet. Boettcher said he toured the plant at Chippewa Falls and provided a sample of siding and molded rock for the members to see. He showed the members 3 options and pictures of existing buildings and said they could add molded stone, choose any Sherwin Williams color and add trim if they want. Members preferred a green building with a white trim accent and doors. Motion by Krogstad to approve the restroom plans for Rockwell Park at 517 N Lake Road as presented with the all siding style and “Artichoke” for the color of the siding, “Alabaster” for the trim, with no lower band board; second by Otten. Motion amended by Krogstad that the corner boards, doors, roof edge, soffit and fascia are all to be “Alabaster”; seconded by Otten. Motion carried 4-0. 6. Olde Highlander: Clubhouse – Consider/approve building plans at 1323 Olde Highlander Drive: Weber explained this is for approval of the clubhouse and amenity area. She suggested the south elevation could use more detail and recommended approval with considerations listed in the background. Ryan Fritsch of Neumann Developments said there will be 5’ aluminum powder coated fencing around the pool which is compliant with the State; updated the landscaping plan with a lot of screening around the pool; and siding will be Hardiplank. Gallo questioned how people will walk from the parking lot to the Clubhouse. Fritsch said people will use the public sidewalk to get to the Clubhouse and pool. Motion by Schultz to approve the building plans for the clubhouse at Olde Highlander at 1323 Olde Highlander Drive as submitted; second by Krogstad. Motion carried 4-0. 7. Café Zupas – Discuss building plans for a restaurant at 1686 Schoolhouse Road: Weber explained this new restaurant to be located in a prominent location along Summit Avenue. She shared the context of surrounding structures and said she is looking for feedback on the massing, scale, and four-sided architecture. Rob Sterr of Anderson Ashton and Edgar Cepuritis of Café Zupas were present. Cepuritis said their typical prototype is a white on white color palette, and they tried to be cohesive with other buildings around it. Materials include a stone base with gray cap; nichiha walls; red shingled roof; cut out in the gable roof to hide the mechanicals; a mural facing the front elevation; and proposed the garbage coral be placed in the second parking stall due to a stormwater easement. Members suggested there should be an overhang over both the front and rear elevations; include more detail on the rear elevation; include gooseneck lighting; include a bump out on the southwest corner and on the west elevation; and the dumpster location is to be reviewed when the site plan goes to Plan Commission. Weber said signage will be reviewed and approved separately. No action was taken. 8. Reports and comments from the City Planning Department: Weber announced the Open Gov portal is now open for on-line applications. All submittals will be digital as of November 13, 2024. 9. Reports and comments from the Architectural Commissioners: Members asked that an email reminder of the meeting on November 13, 2024 be sent to all members; and Secure Storage has included mullions in the windows which will need to be checked, and lighting is not shielded on the building. 10.
