Committee-Of-The-Whole Meeting Minutes May 2, 2017 Mayor Nold called the Committee-of-the-Whole meeting to order at 7:21 PM. Members Present: Aldermen Shaw, Ellis, Schmidt, Zwart, Strey, Kowieski and Rosek Excused: Alderman Miller Staff Present: Mayor Nold, Kitsembel, Duffy, Frye, Pickart, Buerger, Gallo, Kelliher, Osborn, Golz, Thakkar and Coenen Others Present: Atty. Riffle and Stan Sugden 2. Presentation / Overview of Project Plans for TID’s #5 & #6: Duffy gave a Power Point presentation stating that tax increment financing assists the City to stimulate development consistent with the City’s adopted plans and that new development expands the City’s tax base thereby increasing property tax revenues. Next he went over the principles of a TIF, how a TIF works, the location of TID #5 (W. Wisconsin Ave), the project costs, the projected development, the location of TID #6 (Pleasant & St. Paul area), the project costs, the projected development and the timeline of the meetings and public hearings to move both of these TID’s forward. 3. Discussion on Continuing Role of Community Development Authority: Nold stated this discussion will be postponed until May 16th due to the time. He informed the C-O-T-W that a CDA meeting will be held next week to consider four loan applications. Motion by Strey to adjourn the Committee-of-the-Whole meeting; second by Ellis.
