Joint Committee-Of-The-Whole & Finance Committee Meeting Minutes September 19, 2017 Mayor Nold called the Committee-of-the-Whole meeting to order at 7:30 PM. Members Present: Aldermen Strey, Kowieski, Miller, Rosek, Shaw, Ellis and Schmidt Excused: Alderman Zwart Staff Present: Mayor Nold, Kitsembel, Buerger, Duffy, Osborn, Frye, Gallo, Pickart, Sullivan, Kelliher, Bleck, Golz, Schuh, Tinus and Coenen Others Present: Atty. Riffle 2. Presentation of Proposed 2018 City Budget: Sullivan gave a Power Point presentation overview of the 2018 proposed City Budget explaining the purpose of the budget; what is included in the budget; and City statistics (population, equalized value, operations by dept., operations by expenditure type, funding sources, outstanding debt, and general fund balance reserves.) She also went over budget factors that included levy limits; net new construction; changes to normal operating costs; changes to revenue; and 2018 initiatives. In summary, Sullivan stated that 70% of funding sources come from residential taxes and 24% from commercial; the 2018 levy is $312,958; the Mill Rate is 6% which equates to approx. $5.44 - $5.50; our equalized value is $5.22; we have a 97% assessment ratio; our Tax Rate will increase by 2.98%; our Mill Rate will increase by $.06; and the average home will see an increase of approx. $14.00. The next budget meeting will be on Tuesday, September 26th at 6:00 PM and we will go over the budget department by department. 3. Update on Legislation Banning Municipalities from Prohibiting Home Rentals/airBNB: Duffy explained legislation was included as part of the State Budget which bans municipalities from prohibiting the rental of a residential dwelling for seven or more consecutive days. This law basically takes the City’s control away. However, the City can still prohibit short term rentals up to six days and limit the total number of days within any consecutive period. Also, a municipality may not specify the period of time that the residential dwelling may be rented, but may require that the maximum number of allowable rental days run consecutively. Our code will need to be amended accordingly. Motion by Miller to adjourn the Joint Committee-of-the-Whole/Finance Committee meeting; second by Kowieski. Motion carried 7-0.
