Committee-Of-The-Whole Meeting Minutes July 17, 2018 Mayor Nold called the Committee-of-the-Whole meeting to order at 5:45 PM. Members Present: Aldermen Miller, Rosek, Shaw, Ellis (arrived at 6:29 PM), Spiegelberg, Zwart, Strey (arrived at 5:51 PM) and Kowieski (arrived at 6:02 PM) Staff Present: Mayor Nold, Kitsembel, Freber, Gallo, Kelliher, Buerger, Lesniewski, Duffy, Frye, Pickart, Sullivan, Golz, Schuh and Coenen Others Present: Atty Riffle (arrived at 6:30 PM) 2. Consider/recommend Continued Use of Police Dispatch Center in the City of Oconomowoc Buerger gave a PowerPoint presentation stating that moving the current dispatch equipment to the new Public Safety facility would not be feasible because it would take 1 – 3 months to move the equipment, leaving dispatch non-operational. The equipment is 8 yrs old and the industry standard for replacement is 10 yrs. Buerger stated our Dispatch Center (DC) serves the City and Town of Oconomowoc. Next he went over the call statistics of our DC, positives of maintaining our DC, pros/cons of switching to the Waukesha County Communications (WCC) program for dispatch services, and overall comparison of services between WCC and our DC. (Lesniewski passed out a “revised” Dispatch Services memo due to a change on Page 3.) Buerger noted that if our DC was eliminated we would still need to maintain 24/7 staffing in the Police Dept. The preliminary cost to consolidate with WCC is $171,206 and the cost to upgrade our dispatch equipment is $500K. Our current DC operating expense is $586K with an annual capital cost of $50K and for WCC the operating cost would be $552K and the annual capital cost would be $17K. The difference annually would be a decrease of $67K by going with WCC. The cost an average homeowner would pay in Oconomowoc would be $71/yr if we maintained our DC and it would be approx. $64/yr if we contracted with WCC. C-O-T-W noted the increased average lag time of 2 – 3 minutes if WCC provided dispatch services. Motion by Kowieski to recommend the continued use of the City Police Dispatch Center; second by Shaw. Motion carried 6-1. Rosek voted no. 3. Consider/recommend Schematic Design and Project Budget for New Public Safety Facility Buerger gave a PowerPoint presentation reporting on the history of the project, staff meetings with FGM, staff tours of three other Police Stations, our current Police Dept (PD) size, the 2003 Plunkett Raysich Needs Assessment, the 2017 WSM Needs Assessment and cost estimates to repurpose the former Sentry building at 630 E. Wisconsin Ave, the 2018 FGM cost estimates for the same building, area allocations for the new facility, savings of $2M to repurpose the building versus building new, factors driving the size of the new facility, deficiencies and inefficiencies identified in the current PD and the benefits of a new facility. Next Louise Kowalczyk and Andrew Mayo from FGM gave a PowerPoint presentation outlining the existing deficiencies of the PD, project goals, area allocation/space needs/layout, first floor features, site plan, estimated construction cost, goal setting, imagery of the front/back façade, and timeline. The C-O-T-W had lengthy discussion on the utilization of the property at 630 E. Wisconsin, security, size of the building, cost, PD layout, court, and funding. No action was taken. 4. Closed Session: Motion by Miller to go into Closed Session per Wis. Stats. 19.85(1)(g) conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved regarding Krukar claim; second by Kowieski. Motion carried 8-0. Council convened into Closed Session at 7:45 PM. Motion by Shaw to adjourn the Committee-of-the-Whole meeting; second by Strey. Motion carried 8-0.
