Committee-Of-The-Whole Meeting Minutes September 3, 2019 Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM. Members Present: Aldermen Kowieski, Rogers, Rosek, Shaw, Ellis, Spiegelberg, Zwart and Strey Staff Present: Mayor Nold, Kitsembel, Freber, Pickart, Sullivan, Gallo, Buerger, Osborn, Frye, Hoeppner and Coenen 2a. Consider/recommend Thackeray Trail Design Options: Scott Drabicki, Clark Dietz passed out a memo summarizing the August 19 th Public Information meeting that was held to present three design options for the improvements to Thackeray Trail. He also gave the same PowerPoint presentation as was presented on the 19th, reconstruction of Thackeray Trail only, and stated the public preferred Option #2; the Urban Street with curb and sidewalks, storm sewer improvements and no median. He stated that he sent an email of the designs to all individuals that signed up for it at the meeting. His handout also included his notes from the public meeting. Frye discussed installation of sidewalks, grading, stormwater and right-of-way, as well as which streets to install sidewalk on for the reconstruction of Thackeray Trail (a GPS Map was displayed.) The Committee consensus was to complete the sidewalks on Emerson, Whittier and Longfellow. The cost will be determined and brought back to Council. Next Frye discussed the extension of Thackeray stating the extension section would be narrower than the reconstruction portion. The Option #2 cost for stormwater piping is estimated at $600K because the pond would need to be done whether the extension goes through or not. Water would drain from the North and go to the existing pond, however work would need to be done to get it there. Nold stated with Option #2, property owners would get back 18 ½” of land. The Committee requested costs for the project using Option #2, with and without the extension. Motion by Ellis to have staff evaluate Option #2, the full reconstruction of Thackeray Trail with and without the extension and bring costs back for both options; second by Kowieski. Motion carried 6-2. Shaw and Strey voted no. Motion by Rosek to adjourn the Committee-of-the-Whole meeting; second by Kowieski. Motion carried 8-0. The meeting adjourned at 7:16 PM. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1 MEMORANDUM PUBLIC WORKS Date: September 3, 2019 To: Committee of the Whole From: Mark Frye, Director of Public Works Re: Thackeray Trail Preliminary Design Options RELATES TO THE STRATEGIC PLAN Strategic Goal- Section II: Improve and Maintain Our Infrastructure and Facilities Part C: Plan and Complete Street Extensions Item 8: Thackeray Trail BACKGROUND On July 23, 2019, the Committee of the Whole received cost information for the various options for the reconstruction of Thackeray Trail. Based on this discussion, three cross sections were selected for further investigation by Clark Dietz. The schedule for this process moving forward is shown below.  Committee of the Whole Infrastructure Cost meeting Tuesday, July 23, 2019 (Completed)  Committee of the Whole Preliminary Design meeting Tuesday, August 6, 2019 (Completed)  Public Information meeting Monday, August 19, 2019 (Completed)  Committee of the Whole Final Design meeting Tuesday, September 3, 2019 (Current Item)  Common Council presentation, Tuesday, September 17, 2019 ADDITIONAL ANALYSIS Task 6 Public Information Meeting A Public Information Meeting was held on Monday, August 19, 2019 at City Hall. Information was discussed with the residents regarding the three preliminary options as approved at the August 6 Committee of the Whole meeting. The three options are:  Boulevard with inverted median, 2 sidewalks, C&G outside edge and concrete gutter inside edge (along median)  Urban section 37’ B-B with sidewalk, no ditching  Boulevard without C&G (rural), 2 sidewalks Task 7 Committee of the Whole Final Design Selection Scott Drabicki, Clark Dietz, will discuss comments provided by those at the meeting. The Committee will need to discuss the extension of sidewalks into the side streets along Thackeray Trail. If it’s decided to add sidewalks; an out of scope request needs to be made for Clark Dietz to review and provide cost estimates. The limits of the added sidewalk needs to be determined by the Committee as well as the cost responsibility. 1 2 Discussion for the timing of the reconstruction of the existing street (2020 or 2021) and determination regarding the extension need to be considered by the Committee as we prepare for Task 8 described below. Task 8 Common Council Final Design On September 17 the Common Council will take action of the recommendation from the September 3 Committee of the Whole. Engineer to have final estimated construction cost for the project. FINANCIAL IMPACT To Be Determined RECOMMENDATION Based on the information provided by the engineer at the meeting, determine street configuration, sidewalk options, and construction years of existing street reconstruction and extension. SUGGESTED MOTION Motion to recommend to the Common Council the selected street configuration, sidewalk options, project year and potential extension.
