July 21, 2020
Mayor Nold called the Committee-of-the-Whole meeting to order at 6:30 PM.
Members Present: Aldermen Zapfel, Ellis, Spiegelberg, Mulder, Schellpeper, Kowieski and Rosek
Excused: Ald. Rogers
Staff Present: Mayor Magnus, Sullivan, Gallo, Posnik, Lam and Coenen
Others Present: Atty Riffle
2.a. Update on Process for Question and Answer Session(s) by Alderman Regarding City
Administrator Final Candidate(s)
Posnik passed out two documents, one outlining the process for hiring a City Administrator and an
evaluation form for scoring/commenting on the interviews of the final candidates. The interview
process will start with a question and answer (Q&A) session and is open to the Aldermen if they
are able to participate on Wednesday and Thursday, July 22nd – 23rd, at 7:00 and 8:00 PM. By
filling out the evaluation form it will provide feedback to the Mayor on the candidates. Kowieski
requested that department heads evaluate the candidate’s and Magnus will consider the request.
At this time, we are working on finalizing the City Administrator packets for the upcoming Personnel
Committee Q&A sessions on July 30th starting at 6:30 PM. Applications and resumes will be in the
packets for your review and will be delivered after 1:00 PM on Monday, July 27th.
2.b. Closed Session: Motion by Schellpeper to convene into Closed Session, per Wis. Stats.
19.85(1)(e) Deliberating or negotiating the purchase of public properties, the investing of public funds,
or conducting other specified public business, whenever competitive or bargaining reasons require a
closed session regarding 517-525 N. Lake Road; second by Rosek. Motion carried 7-0. Closed
Session convened at 6:54 PM. Motion by Kowieski to reconvene into Open Session; second by
Ellis. Motion carried 7-0. Open session reconvened at 7:29 PM.
Motion by Kowieski to adjourn the Committee-of-the-Whole meeting; second by Ellis. Motion carried 8-0.
The meeting adjourned at 7:29 PM.
