City of Oconomowoc Committee-Of-The-Whole Meeting Minutes June 01, 2021 - 6:45 PM Aldermen Present: Kevin Ellis, Karen Spiegelberg, Matt Mulder, Charles Schellpeper, Lou Kowieski, Matt Rosek, John Zapfel Also Present: Robert Magnus, Matt Trebatoski, Betsy Bleck, Diane Coenen, Robert Duffy, Mark Frye, Jason Gallo, Craig Hoeppner, Joe Pickart, Tony Posnik, Laurie Sullivan, Brad Timm, Dan Uribe, Brad Bowen, Stan Riffle Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:43 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Consider/act on Updates to the Strategic Plan Walter Jankowski, Better Dash Faster Consulting gave a PowerPoint Presentation on each Strategic Goal in the proposed plan and Department Heads went over the objectives in their area of responsibility. The Committee discussed each objective and expressed concerns with Strategic Goal V. Enhance the Effectiveness of Our City Government, Item F. 2. because communication should not be restricted by elected officials who represent the people and at times need to communicate with staff. The Committee also felt Committee meetings should be audio and/or videotaped. Motion by Ellis to approve the updates to the Strategic Plan as presented and seconded by Kowieski. Motion by Rosek to remove Item F. 2. from Goal V. and add making an audio/visual component for Committee meetings and seconded by Schellpeper. Motion failed 2-0-5. Ellis, Spiegelberg, Mulder, Kowieski, Zapfel voted no. Motion by Ellis to add into Goal V. Item F.2. an audio/visual component for all Committee meetings and seconded by Kowieski. Motion carried 7-0-0. Main motion with revisions carried 7-0-0. Adjourn Motion to adjourn made by Kowieski and seconded by Mulder. Motion carried 7-0-0. This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1 MEMORANDUM DEPARTMENT - ADMINISTRATION Date: May 26, 2021 To: Mayor Magnus, Common Council From: Matt Trebatoski, City Administrator Laurie Sullivan, Finance Director Re: 2021 Updates to the Strategic Plan RELATES TO THE STRATEGIC PLAN Strategic Goal- Resetting the Objectives and Action items for each Strategic Goal BACKGROUND In March of this year, working with our Consultant, Walter Jankowski, we began gathering input from City Council and Department Heads on proposed revisions to the current Strategic Plan. This was accomplished by sending surveys to all Department Heads and then sharing that information with the City Council, along with a survey for each Council member to fill out. On April 22, 2021, the City Council and City Management Team met at the Public Safety building to review the survey results and update the City’s Strategic Plan. During the workshop all participants were encouraged to put ideas and specific action items on to sticky notes for inclusion into each strategic goal. Since that time the City’s Management Team has met several times and used the notes from the planning session to update each strategic goal. The updated document is now ready to present to Council for further review and final revisions. ADDITIONAL ANALYSIS Your packet tonight contains the proposed updated Strategic Plan. The revised document is included for you to review and make notes prior to the meeting on June 1. At the meeting, Department Goal leaders will walk through the action items for each objective. During this review, Council members are asked to provide any feedback and suggestions they have for edits to the plan. Any additions or deletions from the plan should be made by motion and consensus of the Council. FINANCIAL IMPACT Implementation of action items included in the Strategic Plan will come to the City Council through the budget process. 1 2 RECOMMENDATION Recommend that Council review the proposed Strategic Plan document and bring feedback and suggested revisions to the meeting on June 1. SUGGESTED MOTION The Council may make a motion to change or add any item in the Strategic Plan. All changes will be made by motion and consensus of the Council. 2 3 I.
