City of Oconomowoc Committee-Of-The-Whole Meeting Minutes February 01, 2022 - 7:10 PM Aldermen Present: Charles Schellpeper, Lou Kowieski, Matt Rosek, John Zapfel, Kevin Ellis, Karen Spiegelberg, Matt Mulder Aldermen Absent: Chris Douglas Also Present: Robert Magnus, Betsy Bleck, Diane Coenen, Robert Duffy, Mark Frye, Jason Gallo, Craig Hoeppner, James Pfister, Ivan Lam, Stan Riffle Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 7:11 PM. Call to order and confirmation of appropriate meeting notification Committee Business a. Village Green Restroom Preliminary Design Discussion Hoeppner displayed the preliminary design renderings that were included in the meeting packet on the screen and stated cost estimates will be done for 3, 4 and 5 restroom fixtures. The Committee discussed walkway congestion from Wisconsin Ave north to the front of the restrooms, overhang encroaching too far into Village Green, rooftop screening, necessity of seating area in front of restrooms, anchoring furniture, overall restroom size larger than originally presented, obstructing view of lake, extending too far into Village Green, potentially lengthening the restroom to shorten the width and placing the entrance on the side, and asked if restroom will be completely on City property with a 0 setback at the property line. Hoeppner stated all comments/concerns will be considered as we move forward with the design. Adjourn Motion to adjourn made by Zapfel and seconded by Rosek. Motion carried 7-0-0. Adjourn ________________________________ Diane Coenen, City Clerk City of Oconomowoc Notice is hereby given that a majority of the Common Council will be present at the above scheduled meeting to gather information about a subject over which they have decision-making responsibility. This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1 MEMORANDUM PARKS, RECREATION & FORESTRY Date: February 1, 2022 To: Mayor, Common Council and City Administrator From: Craig Hoeppner, Director of Parks Recreation and Forestry Re: Village Green Restrooms Preliminary Design Discussion BACKGROUND The Parks, Recreation & Forestry Department is coordinating the design and construction of new restrooms and permanent seating at the Village Green adjacent to the Etc. Building, 118 E. Wisconsin Avenue. These public restrooms and seating areas will service the Village Green, Boardwalk and entire Downtown Area. They are planned to operate year-round and will be open for specific times during the day/evening. Our goal is to have the restrooms be as maintenance-free, vandal-resistant and aesthetically pleasing as possible. DESIGN DISCUSSION The floor plan shows four toilet fixtures and two sinks for each gender, a utility room, drinking fountain with bottle filler and space for map/signage on the exterior. Other interior details will be determined such as hand dryers, changing tables, partitions, flooring, etc. Discussion items can include the floor plan and interior look, but we would like the focus of our discussion to center on the exterior aesthetics. Over the past few months, many community members have reviewed various exterior design options. The option provided is the one that has been refined based on this feedback as it bests complements the downtown architecture and the Etc. building. Your feedback and that of the Architectural Commission is valuable and will be shared with our architect to create the final design. 1 2 3 4 5
