Call to order and confirmation of appropriate meeting notification
a. Chairman Blaska called the Community Development Authority Meeting to order at 6:15 PM.
b. Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:15 PM.
Committee Business
a. Presentation/Discussion of Rockwell Partners, LLC N. Main Street Redevelopment Project
Jeff Scrima (Rockwell Partners) and John Kutz (MSI General) gave a PowerPoint presentation.
Scrima provided a Preliminary TIF Investment Request handout and Kutz provided a Letter dated
May 13, 2022 from MSI General and a handout titled “A Community Partnership” which was
prepared for the City of Oconomowoc – 5/17/22. They also stated a Community Open House will
be held on June 1st from 4:30 – 6 PM at the Community Center regarding this project.
b. Adjourn CDA Meeting
Motion to adjourn the CDA meeting made by Blaska and seconded by Kowieski. Motion carried 6-0.
The meeting adjourned at 7:30 PM.
Committee-Of-The-Whole remained in session:
c. Consider/recommend Final Design and Proceeding with Request for Bid for the Village Green
Restrooms
Due to time a motion to table the final design and proceeding with Request for Bid for the Village
Green Restrooms was made by Mulder and seconded by Schellpeper.
Motion carried 8-0-0.
Closed Session:
Motion to convene into Closed Session Per Wis State Stat 19.85(1)(e) Deliberating or negotiating
the purchasing of public properties, the investing of public funds, or conducting other specified
public business, whenever competitive or bargaining reasons require a Closed Session regarding
Public/Private Partnership for Rockwell Partners, LLC Redevelopment Project made by Ellis and
seconded by Rosek.
Motion carried 8-0-0. The C-O-T-W convened into Closed Session at 7:52 PM.

3. Promote downtown development
BACKGROUND
In 2022, Staff has been meeting with the development team from Rockwell Partners that had purchased
properties on N. Main Street. Because of those discussions, and in consultation with the Common Council
feedback, the development team has conceptualized a project for the redevelopment of the site for a
commercial and multi-family condominium development. Rockwell Partners will use this opportunity to share
with the Common Council & CDA the status of their efforts related to achieving a desired redevelopment project
consistent with the City’s Downtown Revitalization Plan. The project could also include the enhancement and
expansion of public amenities within the area. A public/private partnership would be necessary to accommodate
the infrastructure needed to accomplish this complex project.
RECOMMENDATION
Staff & the Developer are seeking policy direction from the Committee of the Whole/CDA related to proceeding
in 2022 with this catalytic redevelopment area identified in the City’s Downtown Plan & Strategic Plan.

Re: Village Green Restroom Update
RELATES TO THE STRATEGIC PLAN
IV.C. Evaluate Village Green enhancements and public restrooms in downtown
BACKGROUND
On February 1, 2022, the Committee of the Whole provided feedback for the Village Green Restrooms. That
feedback, combined with the Architectural Commission’s feedback on February 2, 2022 helped guide us
toward the final design. The final design was presented to and approved by the Architectural Commission on
April 6, 2022. The Final Design, Floor Plan and Site Plan are included.
ADDITIONAL ANALYSIS
Updates include the following:
The floor plan has been resized making the overall dimensions 32’ wide x 24’-10” deep.
The floor plan now provides for 3 toilet fixtures and one sink for each gender, a utility room, drinking
fountain and bottle filler and space for a map/signage on the exterior.
Interior details include hand dryers, changing tables, partitions, fixtures, etc.
The design has been tweaked and the trellis area reworked.
If the Council wanted to explore alternatives, the restrooms could be resized for 2 or 1 fixtures per gender.
FINANCIAL IMPACT
The cost estimate range for this building is $360,000-$410,000.
RECOMMENDATION
The Village Green Restroom design is complete and can be bid out within two weeks, if desired. The Common
Council will need to decide whether to proceed with the bidding process.
