City of Oconomowoc Committee-Of-The-Whole Budget Workshop Meeting Minutes October 11, 2022 - 6:00 PM Aldermen Present: Lou Kowieski, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, Matt Mulder Absent: Charles Schellpeper Also Present: Robert Magnus, Shannon Bartholomew, Betsy Bleck, Hannah Brasch, Paige Brunclik, Diane Coenen, Robert Duffy, Kevin Freber, Jenny Froemming, Mark Frye, Jason Gallo, Jason Herzog, Craig Hoeppner, James Pfister, Joe Pickart, Tony Posnik, Joey Rahn, Daryl Smith, Bryan Spencer, Laurie Sullivan-Murray, Justin Wild, Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM. Committee Business (C-O-T-W took a break from 7:48 – 7:54 PM) a. Discussion/consideration of the 2023 City of Oconomowoc Budget Sullivan-Murray gave a PowerPoint presentation, and the Committee reviewed the 2023 Budget department-by-department asking questions and requesting information. The Committee requested how much Wastewater saved by doing a Watershed Program and Freber will bring back information in the next few months. Sullivan-Murray stated staff will look at purchasing power as one dept purchases for all in the first quarter of 2023. New laptops will be purchased for elected officials and staff that you can make notes on and save. They will be cost effective, have larger monitors, will plug into Council stations as part of the technology upgrade and there will be monitors in front of each Aldermen. The Committee requested a cost comparison for paper copies versus computer. The Committee asked if there is money to upgrade live streaming to include all meetings or record them, and a better way to functionally have Council Chambers set up like Room 3. Next discussed was Fleet. Fleet deals with 350-400 pieces of equipment and the Committee questioned if the City should look into purchasing more electric vehicles. Pickart stated we are and Sullivan-Murray added the State aid came in today for 2023 transportation aid and totals $1,132,000 which our budget was lower. Gallo gave a PowerPoint presentation and stated his has a $5K study in the budget, which he can remove and have a consultant come in to explain what the study would do and explain the levels of cost. He would look at putting it back into the 2024 budget or possibly use contingency in 2023 for it. Duffy reported on information emailed earlier today to Council on analytics gathered for the City and the Committee requested that Duffy ask them how they found a site/building from our website. Hoeppner gave a PowerPoint presentation and the Committee asked him to track if lessons offered are full. The Committee asked if local community events can be allocated tourism dollars for things like fireworks, holiday train, etc. or if a regional event qualifies for tourism. Hoeppner will take a closer look at City owned properties that we could potentially stop mowing or vacate and the boat launch is budgeted for the first quarter of 2023 and part of the research will be done on equipment, supplies, maintenance, DPW & Parks staff costs, etc. to determine if launch rates are sufficient. He will also continue to research the DNR launch fee structure to make sure we are compliant on how we spend those dollars. The Committee discussed reducing the Library budget by $25-50K. Bleck stated cuts can be brought to the Library Board to review such as books, collections, programs and security cameras and possibly hold off on a few building maintenance items. An additional $25K could cut into staffing. The Committee suggested other revenue sources like senior complex pilots for delivery of material, a private funding/donation of a mobile library or pick up the materials for residents of a complex. Carol Kennedy, Bridges Library representative answered questions on Waukesha County exemption/levy. Sullivan-Murray stated there are enough funds to fund a full-time 1 Committee-Of-The-Whole - October 11, 2022  officer starting in January 2023. The Committee feels car allowances need to be another discussion at Committee. Motion to approve removing $5K from the Planning budget made by Douglas and seconded by Rosek. Motion carried 7-0-0. Motion to approve putting $25K back of the $50K removed from the Library budget made by Mulder and seconded by Spiegelberg. Motion failed 3-0-4. Voted no: Kowieski, Douglas, Rosek, Aultman Kloth. Motion to approve setting the 2023 Library budget with a $35K reduction made by Kowieski and seconded by Douglas. Motion carried 5-0-2. Voted no: Spiegelberg, Mulder. Motion to approve $12.8K in cuts from the Park & Recreation budget made by Douglas and seconded by Kowieski. Motion carried 7-0-0. Motion to approve allocating $53,724 to the Contingency Fund made by Ellis and seconded by Kowieski. Motion carried 5-0-2. Voted no: Spiegelberg, Mulder. Motion to recommend the amended 2023 budget to Council on November 15, 2022 made by Rosek and seconded by Aultman Kloth. Motion carried 6-0-1. Voted no: Spiegelberg. Adjourn Motion to adjourn made by Mulder and seconded by Kowieski. Motion carried 7-0-0.
