City of Oconomowoc Committee-Of-The-Whole Meeting Minutes June 27, 2023 - 5:30 PM Aldermen Present: Charles Schellpeper (arrived 5:31 PM), Andrew Moroni, Chris Douglas (arrived 5:56 PM), Matt Rosek (arrived 5:34 PM), Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg, Matt Mulder Also Present: Robert Magnus, Lucas Caine, Mark Frye, Diane Coenen, Robert Duffy, Jennie Fidler, Kevin Freber, Jason Gallo, Jason Herzog, Craig Hoeppner, Rachel Oelsner (Planning Intern), Scott Osborn, James Pfister, Laurie Sullivan-Murray, Brad Timm, Ivan Lam, Brad Bowen, Stan Sugden Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 5:30 PM. Committee Business a. Council Budget Priorities/Strategic Plan Update Sullivan-Murray gave a PowerPoint presentation of the Strategic Plan outlining the Council priorities for each category. C-O-T-W made comments and asked questions. Bowen stated on Friday, June 30th six new Fire hires will be sworn in at Station 6. Sullivan-Murray noted that elected officials receive a wage increase each year by a COLA and she will update the Strategic Plan that was provided in the packet to remove strike-out items and distribute. b. Consider/recommend Preliminary Resolution 23-R3118 Declaring Intent to Exercise Police Power Authority for Special Assessments (Oconomowoc Parkway Sanitary Sewer Preliminary Assessments) Sugden displayed the map (included in the packet) on the screen and reported sanitary sewer assessments will be needed for increasing the capacity for the extension of Oconomowoc Parkway (Target Distribution Center to Old Schoolhouse Rd.) Preliminary cost is $2.8M+ and will be paid for by assessing the benefited parcels. C-O-T-W had questions and comments on the project and how it affects the properties being assessed. Motion to recommend Preliminary Resolution 23-R3118 declaring intent to exercise Police Power Authority for Special Assessments (Oconomowoc Parkway Sanitary Sewer Preliminary Assessments) made by Schellpeper and seconded by Rosek. Motion carried 8-0-0. Adjourn Motion to adjourn made by Aultman Kloth and seconded by Ellis. Motion carried 8-0-0.
