City of Oconomowoc Committee-Of-The-Whole Meeting Minutes July 25, 2023 - 6:00 PM Aldermen Present: Andrew Moroni, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Matt Mulder, Charles Schellpeper Absent: Chris Douglas, Karen Spiegelberg Also Present: Robert Magnus, Lucas Caine, Diane Coenen, Jennie Fidler, Kevin Freber, Mark Frye, Craig Hoeppner, Scott Osborn, James Pfister, Joey Rahn, Bryan Spencer, Laurie Sullivan-Murray, Justin Wild, Brad Bowen Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM. Committee Business a. Presentation by Ruekert Mielke: Overview of funding options including Transportation Utilities and Wheel Tax Ed Maxwell, Ruekert-Mielke gave a PowerPoint presentation explaining the funding alternatives if the City implemented a Transportation Utility or a Wheel Tax. b. Consider/act on 2024 City of Oconomowoc Capital Budget Sullivan-Murray gave a PowerPoint presentation. C-O-T-W had questions on various 2024 projects pertaining to funding, debt and fund balance. Comments specific to a project included: Adding $5K to the Splash Pad funding. Hoeppner noted a grant has been applied for and we should hear by September if we are awarded $250K as well as donations continue to be collected; the Bender Beach project is slated for 2024 and the spoils area at Champion Field is a Utility project. Sullivan- Murray noted ARPA funds are completely spent in 2023 & 2024; $500K is included in the budget for street debt and if decided Council can dedicate more Fund Balance for this debt; the $1.5M budgeted for Concord Rd is meant to take care of the surface only; and staff is working on a 10-Year Street Plan which will be brought back to Council. Motion to approve 2024 City of Oconomowoc Capital Budget as presented made by Rosek and seconded by Ellis. Motion carried 6-0-0. c. Consider/act on 2024 Utility Capital Budgets C-O-T-W asked questions on several projects and noted the amount of water debt is mainly due to Well #8 installation of an iron filter. Motion to approve the 2024 Utility Capital Budget as presented made by Ellis and seconded by Mulder. Motion carried 6-0-0. d. Consider/act on 2024-2025 Capital Fleet Budgets C-O-T-W asked questions on vehicle warranties and maintenance, weed cutting, and salt brine spray versus salt. C-O-T-W then asked for information on equipment, cost, etc. for each type of application and staff stated this information will be brought forward with the 10-Year Street Plan. Motion to approve 2024-2025 Capital Fleet Budgets as presented made by Rosek and seconded by Aultman Kloth. Motion carried 6-0-0. Adjourn Motion to adjourn made by Schellpeper and seconded by Aultman Kloth. Motion carried 6-0-0.
