City of Oconomowoc Committee-Of-The-Whole Meeting Minutes October 10, 2023 - 6:00 PM Aldermen Present: Matt Mulder, Charles Schellpeper, Andrew Moroni, Chris Douglas, Matt Rosek, Jennifer Aultman Kloth, Kevin Ellis, Karen Spiegelberg Also Present: Robert Magnus, Eric Boettcher, Hannah Brasch, Paige Brunclik, Lucas Caine, Diane Coenen, Robert Duffy, Jenny Fidler, Kevin Freber, Jenny Froemming, Mark Frye, Jason Herzog, James Pfister, Tony Posnik, Joey Rahn, Laurie Sullivan-Murray, Brad Timm, Justin Wild Mayor Magnus called the Committee-Of-The-Whole Meeting to order at 6:00 PM. Committee Business a. Discussion/consideration on Special Revenue Funds, Capital Funds and Internal Service Funds Sullivan-Murray gave a PowerPoint presentation. C-O-T-W discussed: - Duffy handed out a document titled “Communications & Marketing Impact/Outcomes” regarding the Marketing Intern position. Motion to remove the Marketing & Communication Specialist full-time position from the 2024 budget (do not hire) and move over the current Intern Marketing position (salary) to the Tourism fund made by Schellpeper and seconded by Aultman Kloth. Motion failed 2-0-6. Voted no: Mulder, Moroni, Douglas, Rosek, Ellis, Spiegelberg. - Using Park Impact Fees to fund the $200K request from the Lake Country Pickleball Club for expanding the pickleball courts. Boettcher stated the request is for the City to pay upfront for the project and the club will pay back the $200K over time through member fees collected. C-O-T-W needs clarity on the request and would like the proposal in writing. Sullivan-Murray stated we can make a budget amendment when needed so it is not part of the budget. - Pfister gave an update on the Flock Camera System stating a Public Information Session was held with positive feedback from those in attendance. C-O-T-W concerns are having a policy in place, illegitimate use to view videos, no facts or objective data presented on the necessity of this system and privacy issues. Pfister stated the roadways are public and paid for by taxpayers, the DOT has cameras on public roads, the system reads a plate number, a search can only be conducted for a crime investigation, the policy draft was emailed to Council on 10/9/23 and it may need revisions, the City would initially install four cameras for a two-year contract and the system could be suspended at any time. C-O-T-W would like usage tracked for what circumstances the data was searched. They also stated they did not get the information they requested from the company rep and Frye will resend. Motion to approve Flock Camera System purchase of $14.6K ($12K for 4 cameras & $2.6K for installation) made by Douglas and seconded by Aultman Kloth. Motion tied 4-0-4. Voted no Schellpeper, Moroni, Rosek, Ellis. Magnus cast the tie breaking vote. Motion carried 5-0-4. - C-O-T-W requested at the October 5th workshop using more tourism funds for Duffy’s wages and Sullivan-Murray stated staff recommends keeping the budgeted tourism funds of 25% for wages in 2024 and review thereafter. Duffy will track his time spent on Economic Development vs Tourism. - Fidler, City rep on Silver Streak Board and Mary Tylicki, President of Silver Streak Board provided information on the rides it provides in the City which included round trip fare is $20, however most qualify for a subsidy of $11, rider is allowed to bring one caregiver along for free, and Aurora/Lake Country Landing/ProHealth provide funds for individuals going to their facility. C-O-T-W suggested using pilot funding for Silver Streak in 2025 and asked to see information on exactly where the riders go. Sullivan-Murray stated revenues are not assigned to specific expenses. 1 Committee-Of-The-Whole - October 10, 2023 Motion to approve allocating dollars from fund balance to provide $6K to Silver Streak instead of including it on the levy made by Ellis and seconded by Aultman Kloth. Motion failed 1-0-7. Voted no: Mulder, Schellpeper, Moroni, Douglas, Rosek, Aultman Kloth, Spiegelberg. C-O-T-W took a break: 7:21 PM - 7:27 PM. Staff Present after Break: Robert Magnus, Eric Boettcher, Hannah Brasch, Paige Brunclik, Diane Coenen, Robert Duffy, Jenny Froemming, Mark Frye, James Pfister, Laurie Sullivan-Murray, Brad Timm Discussion continued: - It was noted that Elected Official Compensation has not had an increase since 2014. Motion to approve a 9.59% increase to Council & Mayor wages starting in 2024 to take effect after the April 2024 election for a two-year cycle totaling $3.6K ($25 per pay period wage increase for Council and $100 per pay period wage increase for Mayor made by Rosek and seconded by Schellpeper. Motion carried 8-0-0. - Due to an inquiry, Frye reported currently there is only one weather siren located on City Hall and it is meant to alert people on the lake. If Council is interested in installing weather sirens throughout the City it would need to install seven sirens at a cost of $200K plus an annual fee of $60K. - Duffy reported the Waukesha County Center for Growth (WCCG) 2024 membership is $12.5K and an email from Waukesha County Executive Paul Farrow along with an Executive Summary of WCCG Activity in the City of Oconomowoc was placed at C-O-T-W stations. C-O-T-W noted it did not include City metrics and felt someone from WCCG should come at least 2x – 3x in 2024 before Council to tell us about deliverables. Motion to remove the WCCG membership fee of $12.5K from the 2024 budget made by Rosek and seconded by Mulder. Motion carried 6-0-2. Voted no: Mulder, Spiegelberg. - Additional budget changes: Motion to add back $50K into contingency that was removed at the October 5th Budget Workshop made by Rosek and seconded by Mulder. Motion carried 8-0-0. Motion to approve transferring General Fund Reserves of $227,210 to Capital for Concord Road as part of the 2024 Street Program made by Rosek and seconded by Mulder. Motion carried 8-0-0. b. Consider/recommend Proposed 2024 General Fund Budget No action taken. Public Hearing for the 2024 City Budget will be held on November 7, 2023 with action by Council. Adjourn Motion to adjourn made by Aultman Kloth and seconded by Mulder. Motion carried 8-0-0.
