Finance Committee Meeting Minutes November 19, 2019 Chairman Spiegelberg called the meeting to order at 7:10 PM. Members Present: Aldermen Spiegelberg and Shaw Absent: Alderman Rosek Staff Present: Mayor Nold, Kitsembel, Sullivan, Buerger, Pfister, Gallo, Osborn, Pickart, Freber, Hoeppner, Frye, Posnik, Lam and Coenen Others Present: Alds. Strey, Kowieski, Ellis, Rogers and Zwart, Stan Sugden & Violet Razo 2.a. Consider/recommend Authorizing the Issuance and Sale of a $7,200,000 General Obligation Promissory Note for Police Facility Project Sullivan reported this resolution will authorize the appropriate staff to sign the loan closing documents with First Bank to fund the construction of the new Public Safety Building. The Promissory Note is short term at an interest rate of 2.5%. There are no loan fees and no prepayment penalties. Long-term finance will need to be put in place. Motion by Shaw to recommend authorizing the issuance and sale of a $7,200,000 General Obligation Promissory Notes for Police Facility Project; second by Spiegelberg. Motion carried 2-0. 2.b. Consider/recommend Approving a One Year Contract Extension with Grota Appraisals, LLC for 2020 Assessment Services Sullivan reported the City will have a full revaluation of property assessments in 2021. The City’s contract with Grota Appraisals ends at the end of 2019. The contract allows for two 1-year extensions. Staff is requesting a 1-year extension. An RFP for Assessor Services will be noticed in 2020. Motion by Shaw to recommend a one-year contract extension with Grota Appraisals, LLC for 2020 Assessment Services; second by Spiegelberg. Motion carried 2-0. 2.c. Consider/recommend Contracting for Professional Services for a Labor Attorney Sullivan reported on items 2.c., d., and e. stating these are for professional services to be used on an as-needed basis that we bring forward annually for approval Motion by Shaw to recommend contracting with Atty. Stadler to be the City’s Labor Attorney; second by Spiegelberg. Motion carried 2-0. 2.d. Consider/recommend Contracting for Professional Services for Land Surveyor & Property Description Services Motion by Shaw to recommend contracting with LandTech Surveying as the City’s Land Surveyor and for Property Description Services; second by Spiegelberg. Motion carried 2-0. S:\Committees - Commissions\Finance\Minutes\2019\FCMin11-19-19.doc 2.e. Consider/recommend Contracting for Professional Services for a Retail Development Consultant for Pabst Farms Town Centre Sullivan stated to strike Pabst Farms Town Centre from the motion as the City would use these services for any retail development. Motion by Shaw to recommend contracting with Larry Kilduff as the City’s Retail Development Consultant; second by Spiegelberg. Motion carried 2-0. 3. Consider/act on October Voucher Report 2019 Motion by Shaw to approve the vouchers in the amount of $5,253,106.71; second by Spiegelberg. Motion carried 2-0.
