Greendale Village Board, 173Wis. 2d 553, 494 N.W. 2d 408 (1993) and must be noticed as such, although the Common Council will not take any formal action at this meeting. 1  MEMORANDUM PARKS, RECREATION & FORESTRY Date: 5-31-23 To: Mayor, Common Council, City Administrator From: Craig Hoeppner, Director Re: Off-Leash Dog Park Funding and Budget Amendment BACKGROUND On May 16, 2023, the Common Council unanimously approved the Conceptual Plan for an Off-Leash Dog Park at Roosevelt Park. There was also discussion and interest from Common Council members to assist with partial funding of the project. ADDITIONAL INFORMATION Projects costs are expected to be $150,000. Most of the cost will be for fencing, entry/exit gates and a water line for a drinking fountain for dogs. While the informal Dog Park committee, comprised of interested community members, is working on fundraising for the project, it will be very helpful to their fundraising efforts and the overall project to have the City match donated funds up to $75,000. RECOMMENDATION Approve a budget amendment transferring up to $75,000 from General Fund Unrestricted Reserves to the Capital Fund – Parks Playgrounds Capital Improvements. MOTION Move to adopt Resolution 23-R3137 transferring up to $75,000 from General Fund Unrestricted Reserves to the Capital Fund – Parks Playgrounds Capital Improvements, with a Budget Amendment of up to $75,000. 1 2  RESOLUTION 23-R3137 RESOLUTION APPROVING CITY FUNDING FOR OFF-LEASH DOG PARK AT ROOSEVELT PARK AND BUDGET AMENDMENT WHEREAS, the City of Oconomowoc is working cooperatively with an informal community committee, Parks & Recreation Board and City Staff to develop a new off-leash dog park at Roosevelt Park; and WHEREAS, the City wishes to assist with funding to accomplish the following improvements:  Fencing  Entry/Exit Gates  Water Line  Drinking Fountain for Dogs NOW THEREFORE, BE IT RESOLVED that funding of up to $75,000 is hereby accepted, and appropriate City officials are authorized to incur expenses for said project. On going costs $12,000/year. 1 4 RECOMMENDATION Motion to recommend to the Common Council approval of Resolution 23-R3138 for the purchase of the Flock Camera System with a first-year cost of $14,600.00. SUGGESTED MOTION Motion to adopt Resolution 23-R3138 approving a budget amendment transferring $14,600.00 from Contingency to Police Operations for the purchase of the Flock camera system. 2 5 6 7 8 9 10 11 12 13 14 15  RESOLUTION NO. 23-R3138 RESOLUTION APPROVING THE FLOCK CAMERA SYSTEM PURCHASE USING CONTINGENCY FUNDS WITH A BUDGET AMENDMENT WHEREAS, as part of their 2024 budget priority discussion, the City of Oconomowoc Police Department talked about the benefits and efficiencies associated with the Flock Camera System; and WHEREAS, the ability of the system to provide immediate notification regarding vehicles of interest with accurate description and license plate number will greatly assist our department; and WHEREAS, direction was given to move forward with the purchase and installation of the cameras in 2023; and WHEREAS, the cost of the system with four cameras located at the main entry points to the City is $12,000.00 plus a onetime installation cost of $2,600.00, a net first year cost of $14,600.00; and WHEREAS, the current annual fee for the four cameras is $12,000.00. NOW THEREFORE BE IT RESOLVED the first-year cost of $14,600.00 for the purchase and installation of four Flock Cameras is hereby accepted, and appropriate City officials are authorized to incur expenses for said project.
