Pabst Farms Joint Stormwater District Meeting Minutes March 15, 2017 President Elling called the meeting to order at 4:33 pm. Members present: Commissioner Niemann, Commissioner Nold, Commissioner Riley, President Elling and Vice President Frye Others present: Brian Pehl (SEH), Stan Sugden (R & M) and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of December 7, 2016 Meeting: Motion by Nold to approve the minutes from the 12/7/16 meeting; second by Frye. Motion carried 5-0. 3. Comments from Audience: None. 4. Reports of Staff: None. 5. Election of Officers: Elling opened the floor for nominations. Motion made by Frye to re-elect President Elling, Vice President Frye, Secretary Nold; second Nold. Motion carried unanimously. 6. Discussion and action on the stormwater management plan for Lake Country Village Subdivision, including 255 acres of land along Sawyer Road south of Valley Road: Kevin Anderson, from Neumann Developments, Inc., stated they had taken the comments from the staff review meeting and made some changes. He stated they are looking to build phase 1 of this project this summer. Elling handed out materials from Neumann Developments, Inc., including the Stormwater Facilities Exhibit, a Typical Stormwater Details sheet, Phase 1 Proposed Drainage Area Map and the Large Area Proposed Drainage Area Map. Josh Pudelko, from Trio Engineering, explained the stormwater plan. There will be a total of 331 lots, 26 lots on the east side of Sawyer Road and 305 lots on the west side. For Phase 1, they are looking to implement all the stormwater needed to service the Phase 1 development. They design this project so that these neighborhood stormwater facilities, which is a combination of wet ponds connected with infiltration basins, handle a 100% of the water coming to them. This allowed them to keep it within the neighborhood and let it be an open space amenity for the neighborhood and make the grading work. They were strategic in how they implemented Phase 1 both on access and on open space interconnection and interconnection of the stormwater facilities so that every pond that goes in has an overflow to the next pond. Pudelko stated that a large portion of this property, which will be for a future phase, will be farmed this year. Elling, referring to the Proposed Drainage Area Map, asked what section is going to be Phase 1? Are they looking for approval of the entire plan or only Phase 1? Anderson stated they are looking for approval of Phase 1 and it is marked on the map in red. Commissioners discussed the grading limits for Phase 1. Pudelko explained the grading plan. Nold asked how many phases do they envision and what the time frame is? Anderson stated they are proposing this project in 2 phases. He stated they don’t expect to build Phase 2 as one complete phase. They will come back to the Village of Summit next year and further break down the phasing. Anderson stated there will be approximately 4 or 5 phases over the next 6 to 8 years. Elling stated the other segment to this is on the east side of Sawyer Road and that will be 2 phases. He stated on the east side of Sawyer Road is a standalone stormwater project. It does not migrate west of Sawyer Road. Pudelko stated they did two additional soil testing’s and confirmed the groundwater elevation. Elling stated Brian Pehl, the Village Engineer, put together a letter a couple of days ago and asked if they had a chance to look at it. Pehl reported that he received the stormwater report from the developer. He stated most of the comments in the letter are just clarifying how is this going to work. He stated most questions are still valid. Pehl stated more clarification is needed on how does Phase 1 work with some of the over flow features. How does some of the temporary features that aren’t spelled out in the S:\Committees - Commissions\Pabst Farms Joint Stormwater District\Minutes\2017\PFJSD 3-15-17.doc stormwater management plan but are in the erosion control plan work? He asked how do they work and how does it work with timing if you are not going to be installing some of these infiltration basins at the beginning? Pudelko stated the details of the infiltration basins and ponds are addressed in the engineering plans. Elling asked if the Village of Summit will be given a list of the elevations for each of the building pads? Pudelko stated they will add the following verbiage on the plans: “lot 50 – 79 lowest exposed ground elevation should be—“. Frye stated he is concerned with someone getting too close to the groundwater. Pudelko stated every basement is higher than the infiltration basin bottom. Motion made by Niemann to approve the stormwater management plan for Lake Country Village Subdivision Phase 1, subject to the technical requirements contained in Mr. Pehl’s March 13, 2017 letter being completed; second by Nold. Motion carried unanimously. Nold left at 4:58 PM 7. Discussion and action on stormwater management plan for new commercial development south of Pabst Farms Boulevard and east of Summit Avenue (STH 67): Item #7 was removed from the agenda. No Discussion or action was taken. 8. Comments from Commissioners: None. 9. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at the Summit Village Hall on Wednesday, April 19, 2017. Motion by Frye to adjourn at 5:02 pm; second by Riley.
