Pabst Farms Joint Stormwater District Meeting Minutes August 30, 2017 President Elling called the meeting to order at 4:35 pm. Members present: Vice President Frye, Commissioner Niemann, Commissioner Nold, Commissioner Riley and President Elling Others present: Brian Pehl (SEH), Stan Sugden (R & M), Kristine Golz and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of April 19 and April 21, 2017 Meeting: Motion by Frye to approve the minutes from the 4/19/17 and 4/21/17 meetings; second by Nold. Motion carried unanimously. 3. Comments from Audience: None. 4. Reports of Staff: None. Motion by Frye to move item 7. up on the agenda; second by Nold. Motion carried unanimously. 7. Discussion and Action on 2018 Utility District budget preparation: Kristine Golz of the City Treasurer’s office reported the five year history is through July 31, 2017. She noted that Professional Services does not have an amount. There are a few invoices that need to be paid which will bring that account up to $3,100. She stated the total contract for this year was $4,300 which is under the budget. She stated Professional Services was increased in last year’s budget with the thought of some potential legal fees. Elling stated the other thing was discussed for Professional Fees is updating the technical standards. He stated no proposal was put together for any type of action. He suggests keeping this in the budget for next year. Elling asked if there was any anticipation of dedicating any additional ponds before the end of the year. Frye stated they are waiting on a CSM from Pabst Farms. Also, he stated he knows there is a question on the Fire Station pond that he needs to address so there won’t be anything this year. Elling stated the dedications need to be done in 2018. Motion by Niemann to recommend the 2018 budget as presented for a public hearing; second by Nold. Motion carried unanimously. Motion by Nold to move item 8. up on the agenda; second by Riley. Motion carried unanimously. 8. Set 2018 budget for September 27, 2017 public hearing: Motion made by Nold to set the budget hearing for September 27, 2017 at 4:30 PM at Summit Village Hall; second by Niemann. Motion carried unanimously. 5. Discussion and Action on technical standard waiver for basin liners in Lake Country Village subdivision: Kevin Anderson, from Neumann Companies, stated the clay lining materials don’t meet the specification for the amount of fine materials. There is not enough clay in the material and they would like to utilize a synthetic liner. Anderson stated the synthetic liners does conform to the stormwater requirements. Elling stated the question is the infiltration concern of burrowing rodents and if that happens what is the remedy. Anderson stated he believes to meet the standards for the basins they can use a synthetic liner. As far as maintenance, there would be an amendment to the stormwater maintenance agreement in the way the repairs and maintenance is handled. He stated how they actually deal with the rodents is what they do on the safety shelves. A couple of options would be to put topsoil on the safety shelves with normal wetland plantings, which attracts rodents or put river rock to rid the rodents but then you attract the geese. Repairs are fairly simple by draining down the pond or you can weld pieces in wet conditions. Anderson stated as of right now the basins are formed and graded to finish grade as if they are putting in 40 mil HDPE liner material. Where the storm inlets come in they have wrapped those with the material so they can be welded to the material. They will be ready in four weeks to order the material and finish the basins. Pehl stated UV is the biggest concern. He suggested topsoil and grasses. Also, he is concerned about the rock. How do you keep it from sliding down? Anderson stated they are looking at using a textured liner to help hold the material on the safety shelves better. Its five cents a square foot more expensive, which is approximately $4,000. Elling asked if this applies to all the ponds in the Lake Country Village. Anderson responded all wet ponds in Phase 1 for sure. They will search for more clays in future phases. Pehl is okay with the use of topsoil and plantings. Commissioners agree with using the topsoil and plantings. Motion by Nold to approve the technical standard waiver for basin liners in Lake Country Village with the expectation for Phase 1 would be that there safety shelf would be planted with grasses and natural materials not the rocks or boulders; second by Niemann. Motion carried unanimously. Sugden stated we should have the repair method in the agreement. Josh Pudelko, from Trio Engineering, they will need to do an addendum with the as-builts. They don’t want to pull out the clay language because it’s likely that some of the ponds may be of clay material. The addendum will have maintenance, the as-builts show its HDPE and provisions. 6. Discussion and Action to allow fountains in two water quality ponds to Lake Country Village subdivision: Elling stated the standard doesn’t allow the disturbance activity in the water quality ponds. Anderson stated they are asking for three. Pudelko stated fountains are allowed in the DNR technical standards. He stated the districts standards ties into the DNR standards. For the fountains the DNR requires the water surface to be oversized or you have a certain fountain that doesn’t stir the water. Anderson stated there are 100 different styles. The two entry ponds are oversized. They have factored in larger than needed surface areas in all ponds. Elling asked after the ponds are dedicated to the district who will own fountains. Anderson stated the HOA would own the fountains and pay for the power. The power consumption and maintenance would be HOA. Anderson asked if they need a maintenance easement over the area or agreement so the HOA can enter the stormwater district ponds. Niemann likes it. Frye is okay with this as long as it’s HOA. Nold stated there is no effect on the stormwater district. It’s more between the Village and the subdivision. Motion by Niemann to grant approval to allow up to four fountains in the water quality ponds subject to a provision in the maintenance agreement regarding the Homeowner Association ownership and maintenance of the fountains; second by Nold. Motion carried. Anderson stated the whole basis of this request is they could put a fountain in now but when they go to dedicate it to the stormwater district they wouldn’t know if they could keep it there. He agrees with a document that can be recorded against the property so everybody understands who owns them and who’s responsible. 9. Comments from Commissioners: None. 10. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at the Summit Village Hall on Wednesday, September 27, 2017. Motion by Riley to adjourn at 5:20 pm; second by Frye.
