Pabst Farms Joint Stormwater District Meeting Minutes December 6, 2017 President Elling called the meeting to order at 4:31 pm. Members present: Commissioner Riley, President Elling, Vice President Frye, Commissioner Nold and Commissioner Niemann Others present: Stan Sugden (R & M), Brian Pehl (SEH) and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of September 27, 2017 Meeting: Motion by Nold to approve the minutes from the 9/27/17 meeting; second by Niemann. Motion carried 5-0. 3. Comments from Audience: None. 4. Reports of Staff: Elling stated he received two letters from Brian Pehl regarding the Lake Country and Interlaken Village retention areas. 5. Discussion and Action to acknowledge completion of stormwater facilities in the Interlaken Village Subdivision, east of Sawyer Road and south of Henning Drive: Elling stated that one of the items in the development agreement with the owner/developer of the Interlaken Village states that the Pabst Farms Joint Stormwater Utility District needs to acknowledge that the facilities have been completed to the extent that they can be serviceable and useable for development on that property. He stated he received letters from the Village Engineer, Mike Court, for each subdivision stating the facilities are in place and can serve the stormwater that would be coming from these properties. Motion by Riley to acknowledge completion of stormwater facilities in the Interlaken Village Subdivision; second by Nold. Motion carried 5-0. 6. Discussion and action to acknowledge completion of stormwater facilities in the Lake Country Village Subdivision, west of Sawyer Road and south of Valley Road: Motion by Riley to acknowledge completion of stormwater facilities in the Lake Country Village Subdivision; second by Nold. Kevin Anderson, from Neumann Companies, stated the group installing the liners is finishing up a prior project and that project was delayed because of the wind. For this project they are supposedly start on Monday. They are making arrangements with the City to get a water meter for a hydrant and they are going to fill the basin 25-30% full after the liners are put in so they are not subject to high winds before natural weather fills those basins. Motion carried 5-0. 7. Discussion and action to approve the Certified Survey Map for stormwater facilities on 2.6 acres of land north of 1400 Oconomowoc Parkway: Elling stated this is for the Fire Station site. He stated this has been inspected by both the City and by the developer and it is completed. Frye stated the pond structure is complete and there were a couple of minor repair items that were noted in the last report that the City will be taken care of when the weather is conducive. The pond has been functioning well and the City has been taking care of the mowing maintenance and other things using the same contractor that the District uses for East Lake Village ponds. Elling stated once the certified survey map is completed it will be recorded and transferred to the Stormwater Utility District. Motion by Niemann to approve the Certified Survey Map for stormwater facilities on 2.6 acres of land north of 1400 Oconomowoc Parkway; second by Nold. Motion carried 5-0. 8. Discussion and action to approve the Certified Survey Map for stormwater facilities on 11.7 acres of land north of Pabst Farms Boulevard and south of La Belle Springs Lane: Frye stated this has been maintained and the City has completed about $4,000 of work on this property. He stated with the higher water levels this year a lot of willow trees have been popping up around the outside so additional maintenance had to be done. Motion carried 5-0. 9. Comments from Commissioners: None. 10. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is tentatively set for 4:30 p.m. at the Summit Village Hall on Wednesday, March 7, 2017. Motion by Niemann to adjourn at 4:39 pm; second by Nold.
