Pabst Farms Joint Stormwater District Meeting Minutes July 11, 2018 President Elling called the meeting to order at 4:30 pm. Members present: Vice President Frye, Commissioner Nold and Commissioner Niemann, President Elling and Commissioner Riley Others present: Tina Wallace, Laurie Sullivan (City of Oconomowoc) and Ald. Shaw 2. Approve Minutes of December 6, 2017 Meeting: Motion by Niemann to approve the minutes from the 12/6/17 meeting; second by Nold. Motion carried 5-0. 3. Comments from Audience: None. 4. Reports of Staff: None. 5. Update on dedication of stormwater facilities on 2.6 acres of land north of 1400 Oconomowoc Parkway: Elling reported the CSM was filed and he received a notice from the assessor showing the property as tax exempt. Elling asked if this would be a maintenance issue or do we need to reach out to WI Lake & Pond. Frye stated he thought there was maintenance funds in the budget for these ponds already. He stated he wouldn’t have WI Lake & Pond do anything at this point. He will talk to MJS for mowing costs. 6. Update on dedication of stormwater facilities on 11.7 acres of land north of Pabst Farms Boulevard and south of La Belle Springs Lane: Elling reported this is located on the north side of the Boulevard. He received notice from the assessor that this has been filed and is tax exempt. He asked the Commissioners if there is something we need to do because this is a much larger pond. Frye stated we haven’t been treating the waters to date and we have not received any complaints. Also, there is a pond within the pond and we haven’t heard any complaints. MJS has been maintaining and mowing for the City and Pabst Farms. Frye stated hold off on doing water treatments until necessary. Elling stated he’s asking this because they are listed under the Pabst Farms Joint Stormwater District and they are not the City of Oconomowoc’s property. Frye stated they are now the District’s responsibility. Niemann stated the District now owns these two ponds as well as the East Lake Ponds. Nold stated funds should be budgeted in the District budget not the City’s budget. Frye stated he will check to see what the City has been paying but he believes funds have been added to the District budget. Elling stated he would like the numbers for the next meeting on the budget. 7. Update on Lake Country Village subdivision infrastructure installation: Elling reported he received a note from the Village Engineer stating he had visited the site and the first phase of the project has been installed and functional. This is located east of East Lake Village. He stated the Village Board has approved Phase 2 which takes the project all the way to Sawyer Road. They just started grading and anticipate the lots being available by the end of the year. Interlaken Village, Phase 1, on the east side of Sawyer Road is done. Elling stated he wanted the Commissioners to know all this because these will ultimately become the Districts. However, the Village of Summit has said until the entire subdivision is completed they are not going to take the first pond. They want to make sure the whole project is completed before we even look at the first facility. 8. Update on Fleet Farm infrastructure installation: Niemann reported Fleet Farm will be opening in mid-August. 9. Discussion and action on meeting schedule for budget reviews: The next meetings of the Pabst farms Joint Stormwater District is set for 4:30 on August 22 and September 26, 2018. 10. Comments from Commissioners: None. 11. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at the new Summit Village Hall on Wednesday, August 22, 2018. Motion by Nold to adjourn at 4:46 pm; second by Niemann.
