Pabst Farms Joint Stormwater District Meeting Minutes July 24, 2019 President Elling called the meeting to order at 5:00 pm. Members present: Vice President Frye, Commissioner Niemann, Commissioner Nold, Commissioner Riley, President Elling Others present: Kevin Anderson of Neumann Companies and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of January 23, 2019 Meeting: Motion by Frye to approve the minutes from the 1/23/19 meetings; second by Niemann. Motion carried unanimously. 3. Comments from Audience: None. 4. Discussion and action on stormwater management implementation for Phase 3 of Lake Country Village, south of Valley Road and west of Sawyer Road: Elling passed out a letter from SEH indicating that they have reviewed and accepted the Phase 3 stormwater basin as-built plans and facilities. Motion by Niemann to accept the report for Phase 3 of Lake Country Village; second by Nold. Motion carried 5-0. 5. Reports of Staff: Niemann questioned the water standing along Valley Road where pine trees have been planted. Anderson explained the trees were planted and then the puddle formed. He stated there is a temporary sediment basin along Valley Rd. and that’s being removed as part of Phase 4 and all the pines will be removed and planted in a different location within the next week. They will be building berms and filling in that area. 6. Comments from Commissioners: Niemann stated there was an article in the newspaper on the Mandel Group regarding a future apartment project that will be located west of Summit School and east of Old Schoolhouse Rd. He stated they will be building approximately 300 high-end country style units. Nold stated they will be coming to the City of Oconomowoc Plan Commission and Common Council for rezoning. 7. Discussion on 2020 budget process: Elling suggested having a workshop during the week of August 19th. Commissioners agreed to Tuesday, August 20 at City Hall. 8. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District will be on Tuesday, August 20, 2019 at 5:00 pm at Oconomowoc City Hall. Motion by Nold to adjourn at 5:07 pm; second by Riley. The only action to be taken at the above noticed meeting will be action by the Pabst Farms Joint Stormwater District.” Pabst Farms Joint Stormwater District Meeting Minutes January 23, 2019 President Elling called the meeting to order at 4:30 pm. Members present: Commissioner Riley, Commissioner Niemann, President Elling, Vice President Frye, and Commissioner Nold Others present: Brian Pehl (SEH), Stan Sugden (R & M), Kevin Anderson of Neumann Companies and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of September 19, 2018 Meeting: Motion by Niemann to approve the minutes from the 9/19/18 meetings; second by Nold. Motion carried unanimously. 3. Comments from Audience: None. 4. Discussion and action on stormwater management implementation for Phase 2 of Lake Country Village, south of Valley Road and west of Sawyer Road: Elling reported the Village of Summit Development Agreement for Phase 2 requires the Stormwater District to agree that it has been installed sufficiently and that there are not any major issues. Brian Pehl, from SEH, stated he has reviewed the project and there are a few minor grading issues and two larger issues. He stated there are a couple of outlet structures in the basins around the Lake Country Blvd. that the rims were not built per plan. One RIM is approximately one foot lower than the elevation and the other is a half a foot off. Kevin stated these will be addressed. Pehl’s recommendation is to get it looked into and corrected and make it contingent upon at least addressing it at least to a level that we could agree for the one structure. Sugden suggested one option would be that they would agree to a date certain to get those things fixed and you could stop all building permits if not right. Motion by Frye to approve the stormwater facilities contingent upon the outlet structures that aren’t constructed properly at this time are adjusted by April 1, 2019; second by Niemann. Motion carried 5-0. 5. Reports of Staff: None. 6. Discussion and direction on stormwater facilities inspection and notification program: Elling asked the commissioners if they would like Frye and himself to put together and RFP or do we go directly back to R.A. Smith National. Frye stated he has no issue with going back to Paul McIlheran, from R.A. Smith National and have them take care of the notifications and follow ups. Niemann suggested when we request the proposal to mention the muskrat problem and see if they have any new information. Elling will report at the next meeting. 7. Comments from Commissioners: None. 8. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 4:30 p.m. at Oconomowoc City Hall on Wednesday, March 20, 2019. Motion by Nold to adjourn at 4:53 pm; second by Niemann.
