Pabst Farms Joint Stormwater District Meeting Minutes August 20, 2019 President Elling called the meeting to order at 5:00 pm. Members present: Commissioner Niemann, Commissioner Nold, Commissioner Riley, President Elling, and Vice President Frye Others present: Stan Sugden (R & M) and Tina Wallace (City of Oconomowoc) 2. Approve Minutes of July 24, 2019 Meeting: Motion by Niemann to approve the minutes from the 7/24/19 meeting; second by Nold. Motion carried unanimously. 3. Comments from Audience: None. 4. Reports of Staff: None. 5. Review 2019 budget status: Elling stated in the packet is a copy of the current Financial Statement five-year history including this year’s budget and actuals year to date. He stated the Service Charges and Interest were running a little ahead this year. The Interest is based on the current fund balance, which is significantly more than what was budgeted. Under Expenditures there is Administrative costs and Maintenance for various ponds. Elling stated we have a $10,000 surplus that we anticipated because we were going to have an engineering firm do some inspections and we have not done that. The total fund balance is $85,475 and it will grow by another $8-7,000 this year. 6. Discussion and Action on 2020 Utility District budget preparation: Elling stated last year a change was made to the expenditures. The Service Charges have been decreasing. Elling stated he doesn’t anticipate any significant changes next year and next year will be the third year for pond maintenance which will be bid out after. Commissioners discussed the current status of the budget and the long-term history leading to the current fund balance. Frye suggested reducing the Service Charges to $13,350 and for expenditures reducing Admin to $0 and the remainder stay as is for a total of $13,150. Elling suggested the budget for Service Charges would be $13,350, leave Interest at $150 and for expenditures to leave Insurance at $6,500, change Professional Services to $0, change Other Admin to $150 for staff time, and leave Maintenance Landscaping/Mowing/Pond Maintenance at $6,500 for a total of $13,150. Commissioners agreed to change the line item for Service Charges to $13,000, Interest to $150 and expenditures for Professional services $0, other administration $150, maintenance $6,500 and insurance $6,500 for a total of $13,150. Motion by Riley to recommend the 2020 budget as presented for a public hearing; second by Nold. Motion carried unanimously. 7. Set public hearing date for 2020 budget public hearing: Motion made by Riley to set the budget hearing for September 18, 2019 at 5:30 PM at Summit Village Hall; second by Nold. Motion carried unanimously. 8. Comments from Commissioners: None. 9. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District is to be held at 5:30 p.m. at Summit Village Hall on Wednesday, September 18, 2019. Motion by Nold to adjourn at 5:15 pm; second by Riley.
