Pabst Farms Joint Stormwater District Meeting Minutes
December 11, 2019
President Elling called the meeting to order at 5:00 pm.
Members present: Commissioner Niemann, Commissioner Nold, Commissioner Riley, President Elling and Vice
President Frye
Others present: Stan Sugden and Tina Wallace (City of Oconomowoc)
2. Approve Minutes of September 18, 2019 Meeting: Motion by Frye to approve the minutes from the 9/18/19 meetings;
second by Nold. Motion carried unanimously.
3. Comments from Audience: None.
4. Discussion and action on stormwater management implementation for Phase 4 of Lake Country Village, south
of Valley Road and west of Sawyer Road: Elling stated he received a letter from the Village Engineer at SEH indicating
that all of the facilities have been constructed as per the plans and recommends acceptance of the stormwater facilities
and approval of the plans.
Motion by Niemann to accept the report for Phase 4 of Lake Country Village; second by Riley. Motion carried 5-0.
5. Discussion and action on conceptual stormwater management plans for Pabst Farms Apartments project: Emily
Cialdini, from Mandel Group, stated they have submitted their conceptual stormwater management plans for a 315-unit
apartment development consisting of 25 buildings and a standalone clubhouse. They have received rezoning and are
currently going through stormwater. She stated Ruekert-Mielke has signed off. Ajay Singh, from Mandel Group, explained the
existing and proposed drainage patterns. They will be matching the existing drainage patterns which is mostly infiltration.
There is a portion in the northeast part of the site that drains to the existing wetlands that is not being disturbed. They will be
creating a community facility based on the Pabst Stormwater standards in the northwest portion of the site. The majority of the
site is draining to the community facility via swales on the east and west side of the site and the interior storm sewer is
underground. He explained with the adjacent properties they are not touching anything to the east. They created exhibits
showing how the community facility could be expanded in the future should development to the west take place.
Commissioners discussed the stormwater management plan, the community facility on the northwest portion of the site, what
happens when the forebay and the infiltration overflow and moving the road south. No action was taken.
6. Reports of Staff: None.
7. Discussion and action on scope of services to update Stormwater District: Elling stated he talked to Paul
McIlheran, from R.A. Smith National, about putting something together to consolidate County, DNR, City and Village
standards. He feels the Commissioners should look at this. He is looking for direction on preparing an RFP for scope of
services. Commissioners agreed to give the information to three engineers. No action taken.
8. Comments from Commissioners: Niemann stated the whole baseball field is moving along. It will be going to the
City Plan Commission and Common Council. Frye stated he needs a signed easement agreement from Pabst Farms for
the car wash parcel and extension of road.
9. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District will be held on Wednesday, February 5,
2020 at 5:00 pm at Summit Village Hall.
Motion by Frye to adjourn at 5:40 pm; second by Nold. Motion carried 5-0.

September 18, 2019
President Elling called the meeting to order at 5:31 pm.
Members present: Commissioner Nold, Commissioner Riley, President Elling, Vice President Frye and Commissioner
Niemann
Others present: Stan Sugden (R & M), Laurie Sullivan and Tina Wallace (City of Oconomowoc)
Public Hearing – The purpose of this public hearing is to hear comments on the proposed 2020 Budget for the
Pabst Farms Joint Stormwater Utility District: The hearing opened at 5:30 pm. No members of the public were in
attendance. No persons rose to speak. The hearing closed at 5:33 pm.
3. Approve Minutes of August 20, 2019 Meeting: Motion by Nold to approve the minutes from the 8/20/19 meeting;
second by Niemann. Motion carried 5-0.
4. Comments from Audience: None.
5. Discussion and action on stormwater management plans for LCW Investments project – car wash facility on
east side of STH 67, south of Kwik Trip: Stuart LaRose, from MSI General, stated the proposed car wash will be located
southeast of the Kwik Trip that is located on the southeast corner of Oconomowoc Parkway and Hwy 67. The building is
approximately 4,300 sq. ft. and it will have 3 lanes in, 1 lane out and the road will extend to Old Schoolhouse Rd. There will
be 10 vacuum stations. The project was approved by the City of Oconomowoc Architectural Committee. LaRose explained
the stormwater flow. Commissioners discussed the stormwater plan and access easement. Sugden stated the City will
require an easement across the Pabst Farms property until there’s other development. Elling stated a letter was handed
out from R & M indicating that this project meets all requirements of the stormwater management district.
Motion by Nold to approve the stormwater management plans dated 9/11/19 for LCW Investments project; second by Frye.
Motion carried 5-0.
6. Reports of Staff: None.
7. Discussion and action on 2020 District Budget: Elling stated this was discussed at the last meeting and a public
hearing was held earlier with no comments. Motion by Niemann to approve the proposed 2020 District budget as
presented; second by Frye. Motion carried 5-0.
8. Discussion and action on 2019 District Levy: Motion by Nold to approve the 2019 District Levy in the amount of
$13,000; second by Frye. Motion carried 5-0.
9. Comments from Commissioners: None.
10. Set Meeting Dates: The next meeting is to be determined.
Motion by Niemann to adjourn at 5:53 pm; second by Nold. Motion carried 5-0.
