Pabst Farms Joint Stormwater District Meeting Minutes May 13, 2020 President Elling called the meeting to order at 5:00 pm. Members Present: Commissioner Magnus, Commissioner Riley (remote), President Elling, Vice President Frye and Commissioner Niemann (remote) Others Present: Stan Sugden (remote) and Chris Dehnert (City of Oconomowoc) 2. Approve Minutes of March 2, 2020 Meeting: Motion by Frye to approve the minutes from the 3/2/20 meeting; second by Niemann. Motion carried unanimously. 3. Comments from Audience: None. 4. Discussion and action on Final Stormwater Management Plans for Pabst Farms Apartments Project: Emily Cialdini from Mandel Group explained there are no major changes to the proposed stormwater management plans for the Pabst Farms apartments, just more detailed information. They provided a copy of the draft certified survey map to give a clearer view of the proposed outlots which will be donated to the District after construction is complete. They have included a 20’ path around the ponds so that maintenance vehicles have access to them, and the Mandel Group will be requesting an access easement from their site to the Lake Country Bike Trail. Cialdini added when the property to the west develops the stormwater basin will be able to expand to handle runoff from both areas. Sugden said the stormwater management plans meet all technical requirements, and Niemann was very pleased with how it is all coming together. Motion by Niemann to approve the final stormwater management plans as presented for the Pabst Farms Apartments project; second by Frye. Motion carried 5-0. 5. Reports of Staff: None. 6. Comments from Commissioners: Members congratulated Commissioner Magnus for being elected Mayor and welcomed him aboard. 7. Set Meeting Date: The next meeting of the Pabst Farms Joint Stormwater District will be held on Wednesday, July 8, 2020 at 5:00 pm at Summit Village Hall. Motion by Frye to adjourn at 5:13 pm; second by Magnus. The only action to be taken at the above noticed meeting will be action by the Pabst Farms Joint Stormwater District.” Pabst Farms Joint Stormwater District Meeting Minutes March 2, 2020 Vice President Frye called the meeting to order at 5:00 pm. Members present: Commissioner Niemann, Commissioner Nold, Commissioner Riley, Vice President Frye Members absent: President Elling Others present: Tina Wallace (City of Oconomowoc) 2. Approve Minutes of December 11, 2019 Meeting: Motion by Nold to approve the minutes from the 12/11/19 meetings; second by Riley. Motion carried unanimously. 3. Comments from Audience: Dave Eubanks, representing Ace Precision, handed out a letter expressing concerns with the stormwater calculations that were done. He stated it’s not clear on the report if it’s natural grass or artificial turf and the 40/60 percentage split does not seem correct. He encouraged the Commissioners to make sure that the drainage and infiltration is accounted for in the basin. 4. Discussion and action on conceptual stormwater management plans for Pabst Farms Apartments project: Emily Cialdini, from Mandel Group, stated this for review of their conceptual stormwater management plans for Pabst Farms apartments. She stated they have moved the infiltration basin to the north and the wet pond forebay is directly south of it so those can be expanded to the west to accommodate future development on the parcels west of their site. She also noted that the wet pond forebay south of the wetland would be a private facility, but they would incorporate that into the district facility. The only reason this is separate is that they wanted to show the connection to the Lake Country bike trail. They would like an easement over the outlot in order to do this. Cialdini stated they submitted for a technical review this past Friday. Motion by Nold to approve the conceptual stormwater management plans for Pabst Farms Apartments project; second by Riley. Motion carried 4-0. 5. Discussion and action on stormwater management plan for Blue Ribbon Baseball project: Jim Maloney, from Lynch & Associates explained the stormwater management plan. He stated the astro turf field has an elaborate under drain system which would be tied into the 36” storm sewer pipe and then into the wet basin. He stated they do meet the 65/35 stormwater rule. Frye stated Ruekert-Mielke have reviewed and approve the plans. Motion by Nold to approve the stormwater management plan for Blue Ribbon Baseball project; second by Riley. Motion carried 4-0. 6. Reports of Staff: None. 7. Comments from Commissioners: Nold stated this is his last meeting and he enjoyed working with everyone. Commissioners thanked him for his time. 8. Set Meeting Dates: The next meeting of the Pabst Farms Joint Stormwater District will be held on Wednesday, May 6, 2020 at 5:00 pm at Summit Village Hall. Motion by Nold to adjourn at 5:17 pm; second by Riley.
