Pabst Farms Joint Stormwater District Meeting Minutes August 26, 2020 President Elling called the meeting to order at 5:00 pm. Members Present: Commissioner Niemann, Commissioner Riley, Commissioner Magnus, President Elling and Vice President Frye (arrived at 5:23) Others Present: Hannah Braasch, Tina Wallace (City of Oconomowoc) and Stan Sugden (R & M) 2. Approve Minutes of May 13, 2020 Meeting: Motion by Riley to approve the minutes from the 5/13/20 meeting; second by Magnus. Motion carried unanimously. 3. Comments from Audience: None. 4. Discussion and action on stormwater plans for Derby Court development: Elling reported this is the second and final review of the stormwater plans and there have been no changes. Sugden stated there have not been any changes. The stormwater is directed into the existing main pond. A letter of recommendation was received from Ruekert & Mielke. Motion by Niemann to approve the stormwater plans that were included in the packet for the Derby Court development; second by Magnus. Motion carried 4-0. 5. Reports of Staff: Braasch reported that the 2020 actual numbers are year to date. She stated for the 2020 budget there was $6,500 budgeted for insurance and $150 other administrative and $6,500 for landscaping and Lawn and pond Maintenance. Elling asked if the insurance was for the year. Braasch stated the insurance was $7,300 but then there was a dividend payment for $1,500 that offset that for the year. Elling stated there are two more treatments remaining for the ponds this year. There is a contingency cushion for future big purchases. Elling stated the stormwater guidelines would come out of the general fund for 2021. 6. Discussion and Action on 2021 Utility District budget preparation: Elling stated we have the revenue and interest for the year. The Service Charges have been decreasing. Elling stated he doesn’t anticipate any significant changes next year and next year will be the third year for pond maintenance which will be bid out after. Commissioners discussed the current status of the budget and the long-term history leading to the current fund balance. Niemann stated that the main facility (#110) will be dedicated to the district in 2021. Elling stated one of the biggest issues is the chemicals to treat the algae. Niemann stated it costs approximately $6,000 to treat the main facility. Elling suggested increasing Maintenance Landscaping/Mowing/Pond Maintenance to $15,000. Also, we need to look at updating the City, Village and Pabst Farms Stormwater District regulations/ordinances. Elling suggested the budget for Service Charges would be $23,000, leave Interest at $150 and for expenditures change Insurance to $6,500, change Professional Services to $7,500, leave Other Admin at $150 for staff time, and change Landscaping/Mowing/Pond Maintenance to $15,000 for a total of $30,650. The $7,500 Professional Services would come out of the fund balance. Commissioners agreed to change the line item for Service Charges to $23,000, Interest to $150, Fund Balance applied $7,500 and expenditures for Professional services $7,500, other administration $150, maintenance $15,000 and insurance $8,000 for a total of $30,650. Commissioners agreed on finding out how much a liner is. Elling will look into. 7. Set public hearing date for 2021 budget public hearing: Commissioners agreed to hold a public hearing on Wednesday, September 23, 2020 at 5:00 pm at Oconomowoc City Hall. 6. Comments from Commissioners: None. 7. Set Meeting Date: The next meeting of the Pabst Farms Joint Stormwater District will be held on Wednesday, September 23, 2020 at 5:00 pm at Oconomowoc City Hall. Motion by Niemann to adjourn at 5:44 pm; second by Riley.
