PARKS, RECREATION AND FORESTRY BOARD
MEETING MINUTES – FEBRUARY 12, 2018
I. CALL TO ORDER – ROLL CALL
A. The meeting was called to order by President Joe Moroni at 6:30pm in the Community
Center – Meeting Room. Confirmation of appropriate meeting notice was made by John
Kelliher.
B. Members present: Joe Moroni, Scott Antonneau, Bruce White, Lauren Wittnebel, Jeff
Schmidt, Mike Miller, Denny Daggett and Jimi Hall; Quorum present.
C. Absent: None
D. Staff Present: John Kelliher – Director
E. Also in attendance: Michael Higbee, Troop 12 and Dave Tennyck, Director of Family Promise
II. COMMENTS FROM THE AUDIENCE

III. CONSIDER/ACT ON MINUTES FROM THE JANUARY 8, 2018 MEETING
J. Schmidt moved to approve the minutes of the January 8, 2018 meeting; second by D. Daggett. No
opposition. Motion carried.
IV. CONSIDER/ACT ON TROOP 12 REQUEST TO UTILIZE VILLAGE GREEN ON APRIL 14, 2018 OUTSIDE OF
NORMAL PARK HOURS FOR A HOMELESS AWARENESS EVENT.
Micheal Higbee, Troop 12 and Dave Tennyck, Director of Family Promise provided an overview of the
event. Troop 12 is teaming with Family Promise to promote the issue of homelessness in
Oconomowoc. They are requesting to hold the event from 7:00 p.m. to 7:00 a.m. the evening of
April 14, 2018. Troop members and chaperones will complete the Citizenship in the Community
Merit Badge activity, provide information about homelessness to those interested and sleep in
cardboard boxes overnight.
The Board indicated that J. Kelliher should develop a special event permit for the event with details
such as portable toilet locations, supervision requirements, liability and any other components that
apply to this type of event.
J. Kelliher shared with the Board that the request was shared with the Public Safety Director who
indicated that they did not have any concerns with the request.
J. Schmidt indicated that he would like to see the group present information on the event to the
Common Council for information purposes.
D.Daggett moved to approve Troop 12 the utilization of the Village Green on April 14, 2018 for the
homeless awareness event; second by J. Schmidt No opposition. Motion carried.
V. DEPARTMENT REPORTS FOR JANUARY 2018
A. DIRECTOR’S REPORT – JOHN KELLIHER
Staff met with President of DOBA to discuss the organizations interest in providing a
beer garden in Oconomowoc. DOBA will be meeting in mid-February to discuss.
Youth football update was provided for fall of 2018. Flag football for grades 1-3 will be
provided by the Pabst YMCA, flag football for grades 4-6 will be provided by Parks,

Recreation & Forestry Department, and tackle football for grades 7-8 will be provided
through the intermediate schools.
Tuesday, April 3, 2018 a joint meeting will be held with the Library Board, Parks &
Recreation Board and Committee of the Whole to hear a presentation of the
Community Needs Assessment results.

C. RECREATION MANAGER’S REPORT
Written reports included in packet.
VI. APPROVAL OF JANUARY 2018 VOUCHERS
D. Daggett moved to approve vouchers from January 2018; second by L. Wittnebel. No opposition.
Motion carried.

B. White moved to adjourn; second by M. Miller. No opposition. Motion carried. The meeting
