CITY OF OCONOMOWOC PARKS AND RECREATION BOARD MEETING MINUTES – MARCH 25, 2021 I. CALL TO ORDER – ROLL CALL A. The meeting was called to order by President, Joe Moroni at 6:30pm in the Public Safety Building – Multi-Purpose Room. Confirmation of appropriate meeting notice was made by Staff. B. Members Present: Joe Moroni, Scott Antonneau, Katie Miller, Matt Mulder, Charles Schellpeper, Lauren Wittnebel and Chad Brown. Quorum present. C. Members Excused: Jimi Hall D. Staff Present: Craig Hoeppner – Director; Jennifer Froemming – Recreation Manager; Mark Frye – Director of Public Works E. Others Present: Sal Logue – OHS Head Football Coach and Jane Owen II. COMMENTS FROM CITIZENS None III. CONSIDER/ACT ON MINUTES FROM THE FEBRUARY 2021 MEETING K.Miller moved to approve the minutes of the February 2021 meeting; second by M.Mulder. No opposition. Motion carried. IV. PRESENTATION/DISCUSSION REGARDING ROOKIE TACKLE FOOTBALL PROGRAM OHS Head Football Coach, Sal Logue, presented the new Rookie Tackle Football Program to the Board. The Park and Rec Department is working cooperatively with the School District and the Gridiron Club on the Rookie Tackle Football Program. Sal shared a handout which emphasized the differences between this program aNd regular tackle football including shorter fields, smaller teams, 8 on 8, no special teams and similar sized participants playing each other, as some examples. Sal explained there is emphasis on player safety, skill development and this was a good transition between flag football and tackle football. The Board was very receptive and supportive. J.Froemming stated the department already has over 100 participants signed up for the program and are expanding registration. C.Hoeppner stated that the comment from last month’s meeting regarding a previous Park and Rec Board Meeting that discussed the safety of tackle football, was at a School District meeting held in early 2018. V. CONSIDER/ACT ON RECOMMENDATION FOR DESIGN/ENGINEERING SERVICES FOR JOHN & LAVINIA ROCKWELL PARK Mark Frye, Director of Public Works, presented the selection process for RFP’s for the Design/Engineering of John & Lavinia Rockwell Park. M.Frye stated that 6 proposals were received out of 20 sent. M.Frye thanked the selection committee for their efforts. The committee consisted of Mark Frye, Lauren Wittnebel, Mark Neumann, Mike Herro and Craig Hoeppner. Matt Trebatowski assisted with the interview scoring. The City’s typical RFP process and scoring was followed. The top two firms were less than one point apart in their scores. Since we had not worked with either park design team before, interviews were conducted with the two firms. After interviews, SEH was the highest scoring firm and was recommended to the Parks & Recreation Board for selection. We are recommending hiring SEH for Tasks 1-7 and they have agreed to this. If approved by the Park and Rec Board, the next step would be consideration by the Common Council on April 6th. L.Wittnebel moved to approve the recommendation to hire SEH for Tasks 1-7 in the design/engineering for John & Lavinia Rockwell Park; second by S.Antonneau. No opposition. Motion carried. DIRECTOR’S REPORT – CRAIG HOEPPNER Skate Park: Richie Conklin from Evergreen Skateparks has visited the site and met with the Committee. There will be a community input meeting held on April 15th at 6:00pm at the OHS Cafeteria. Champion Fields: Coordination meeting will be held next week for the Lighting Project. Scoreboards are being ordered soon. Whitman Park: Surveys were sent to 350+ residents regarding the future of Whitman Park/play equipment. Surveys are due April 9th. Rockwell Park: Park and Rec Board will be involved in future planning and design meetings. Dates TBD. B. PARKS AND FORESTRY SUPERINTENDENT REPORT Written report included in packet. C.Brown asked when restrooms would be open. C.Hoeppner stated mid-April. C. RECREATION MANAGER’S REPORT Written report included in packet. J.Froemming stated Spring/Summer registration is extremely busy and many classes are full with waitlists. D. COMMUNITY CENTER RENTAL REPORT Written report included in packet. C.Hoeppner said next month staff would provide an updated calendar of 2021 Special Events. VII. CONSIDER/ACT ON FEBRUARY 2021 VOUCHERS K.Miller moved to approve vouchers from February 2021; second by C.Schellpeper. No opposition. Motion carried. VIII. COMMENTS FROM BOARD MEMBER K.Miller asked if it was usual practice to bring Recreation Programs forward to the Board for review. J.Moroni said on a case by case basis it has happened, but was not usual practice. C.Brown appreciated how we handled Rookie Tackle Football Program. A question was raised and we brought forward the information. C.Hoeppner and J.Froemming stated that our history was not to bring all programs forward for review. Changes are usually made during the budget process. C.Hoeppner asked if the Board would like to see all programs come before them. Consensus was, that effort was not necessary. IX.
