CITY OF OCONOMOWOC PARKS AND RECREATION BOARD MEETING MINUTES – SEPTEMBER 13, 2021 I. CALL TO ORDER – ROLL CALL A. The meeting was called to order by Vice President, Jimi Hall at 7:00pm in the Upper Hall at the Community Center. Confirmation of appropriate meeting notice was made by Staff. B. Members Present: Jimi Hall, Scott Antonneau, Katie Miller, Charles Schellpeper, and Chad Brown. Quorum present. C. Members Excused: Joe Moroni, Lauren Wittnebel and Matt Mulder D. Staff Present: Craig Hoeppner – Director; Jennifer Clayton – Administrative Assistant; Jennifer Froemming – Recreation Manager; Bryan Spencer – Superintendent of Parks and Forestry E. Others Present: Sara Ninmann – DOBA and Jane Owen II. COMMENTS FROM CITIZENS None III. CONSIDER/ACT ON MINUTES FROM THE JUNE 2021 MEETING K.Miller moved to approve the minutes from the June 2021 meeting; second by C.Brown. No opposition. Motion carried. IV. PARK TOUR DISCUSSION The board was thankful for the opportunity to be shown some highlights of what has been being done in in the parks and what is to come in the future. Craig took us to see the new scoreboards and lighting project at Champion Fields and discussed future improvements of Restroom/Concessions Building and Fencing. Roosevelt Park was the next stop to see the new Skate Park and Park Shelter and a possible site for future Splashpad. Last stop was Village Green to discuss possible future restroom locations. V. CONSIDER/ACT ON VILLAGE GREEN RESTROOMS LOCATIONS The ad-hoc Village Green/Restroom Committee met on site in late August to discuss possible locations for future Village Green Restrooms. The committee, came to the conclusion restrooms are important. Five possible locations, that the city controls, are North Section of Village Green, Fowler Boat Launch Area, North Side of City Hall, West Side of The Etc. Building, or North Side of The Etc. Building. After much discussion, it was determined that there is an urgent need to provide public restrooms in the downtown area. Of the 5 options that the City currently controls, the west side of the Etc. Building was recommended because of its easy and safe pedestrian access from the Boardwalk, E. Wisconsin Ave and the Village Green, proximity to the many activities and events at the Village Green and the shorter distance for utility connections than most options. The restrooms would be designed to accommodate day to day use and small to medium-sized special events. For large special events, portable toilets would still need to be used. J.Hall moved to recommend to the Common Council, the exploration of building restrooms on the West Side of The Etc. Building; second by C.Brown. No Opposition. Motion carried. VI. REVIEW AND CONSIDER/ACT ON ATHLETIC FIELDS POLICY C.Hoeppner shared the Athletic Field Policy that was last updated in 2011. Overall, a majority of the policy is still fine but there are some updates that could be made. The Board discussed raising the rates for rentals and allowing for-profit rentals. S.Antonneau moved to raise the rates to $15/hr field rental for a city residents and $30/hr field rental for a non-resident, Electricity $50/diamond per day W:\Administration\Parks & Recreation Board\Meeting Minutes\2021 09.docx  and Trash/Dumpster Fee $100/event and For Profit Rentals are now allowed; second by C.Schellpeper. No opposition. Motion carried. VII. CAPITAL PROJECTS DISCUSSION C.Hoeppner shared a list of 2022 Parks, Recreation & Forestry Projects & Plans. He will be bringing a draft of the Bike & Pedestrian Plan and the Park & Open Space Plan to the meeting next month for the board to review. Other projects for 2022 include John & Lavinia Rockwell Park, Boat Launch Reconstruction, Village Green Restrooms, Champion Fields Restroom/Concessions Pavilion, Northeast Regional Park Restroom/Pavilion, Whitman Park Playground, Community Center Railings, Landscape Supply Storage, City Beach Shade Structure, Skatepark Lighting and City Beach Swim Raft Replacement. VIII. DEPARTMENT REPORTS FOR JUNE, JULY AND AUGUST 2021 A. DIRECTOR’S REPORT – CRAIG HOEPPNER  Skatepark – Thank you to all that donated and worked to get the Skatepark completed  Thank to all the staff working so hard during the busy summer season  NRPA Conference is next week  Beaches – signage and CEO’s seemed to have helped this summer B. PARKS AND FORESTRY SUPERINTENDENT REPORT Written report included in packet. C. RECREATION MANAGER’S REPORT Written report included in packet. D. COMMUNITY CENTER RENTAL REPORT Written report included in packet. IX. CONSIDER/ACT ON JUNE, JULY AND AUGUST 2021 VOUCHERS K.Miller moved to approve vouchers from June, July and August 2021; second by C.Schellpeper. No opposition. Motion carried. X. COMMENTS FROM BOARD MEMBER J.Hall thanked the department for everything we did for the festivals and entertainment this summer. K.Miller thanked the Parks Staff in advance for lighting the trees in downtown this year. XI. ADJOURNMENT C.Schellpeper moved to adjourn; second by C.Brown. No opposition. Motion carried.
