CITY OF OCONOMOWOC PARKS AND RECREATION BOARD MEETING MINUTES – MARCH 13, 2023 I. CALL TO ORDER – ROLL CALL A. The meeting was called to order by President, Jimi Hall at 6:30pm in Oconomowoc Community Center Assembly Room C. Confirmation of appropriate meeting notice was made by Staff. B. Members Present: Jimi Hall, Katie Miller, Chad Brown, Jennifer Aultman Kloth, Scott Antonneau, Lauren Wittnebel and Bruce White. Quorum present. C. Members Excused: Matt Rosek D. Staff Present: Craig Hoeppner – Director and Jennifer Clayton – Administrative Assistant II. COMMENTS FROM CITIZENS None III. CONSIDER/ACT ON MINUTES FROM THE FEBRUARY 2023 MEETING Jane Owen has requested that her name be removed from “Others Present” from all meeting minutes. After speaking with Diane Coenen, City Clerk, she recommends to not list guests under “Others Present”, however, she stated that if someone speaks publicly at the meeting, their name and comments should be included under “Public Comment” or the specific agenda item. As the Board has not approved the February 20, 2023 minutes yet, it is recommended to amend the minutes to delete 1.E. Others Present from the minutes. C. Hoeppner stated that to be clear, including Others Present has been a standard practice for our Board meetings for decades. Moving forward, we will not include Others Present, but if someone speaks publicly, their name and comments will be included in the minutes. B.White moved to approve the minutes as amended from the February 2023 Meeting; seconded by K.Miller. No opposition. Motion carried. IV. CONSIDER/ACT ON FRIENDS OF OCONOMOWOC PARKS & TRAILS FIREWORKS FUNRAISING PROPOSAL Terry Kaldhusdal-President, Julie Nankee, Gina Magnus and Katie Miller are all members of the Friends Board and were all in attendance at the meeting. Terry stated this is the 3rd year of the group. They created the group to be able to fundraise as a 501C3. They have operating expenses of about $4000 per year that they want to try to cover. The group would like to sell spaces for seating for the Independence Day Fireworks. Discussion included: Who is selling/promoting/marking these spaces?, Are they first come/first served?, People that buy spots should not be allowed to put up tents and who is policing the areas?, Limit per person?, Can purchaser pick their spot?, Price point?, Revisit next year to see if it can continue?, How many spots?, How big are the spaces? J.Aultman-Kloth moved to approve the Friends of Oconomowoc Parks & Trails Fireworks Fundraising Proposal for up to 20-10’x10’ fireworks viewing spots, staggered throughout the park, no pop-up tents and a one year approval to be revisted next year; seconded by L.Wittnebel. K.Miller abstains. No opposition. Motion carried. V. DISCUSS CHAPMAN PARK BARN RENOVATIONS C.Hoeppner stated that signage/boardwalk/etc is done. They have inspected the barn. The barn is fine structurally. The Parks Department has boarded up all the doors/windows. Jeff Schmidt was in attendance and spoke about the barn. He stated 3 years ago there was talk of having fishing clinics/pond ecology workshops/other workshops/classes. Some could be offered for free and some would have a fee. Gina Magnus was in attendance and stated classes could be held there, maybe there should be a porto and some picnic tables in the barn. Friends group has about $25,000 now but rough numbers to get new glass block windows, electricity, and metal roof. Discussions included: Who will hold on to the key to the barn?, Who will police it?, Heated? Any vandalism yet?, How old is the barn?, Want to have a walking tour with QR Codes to explain history., Want to have the roof and windows sealed by the end of the year. VI. DISCUSS OCONOMOWOC ROTARY SPLASHPAD CONCEPT PLANS C.Hoeppner said the renderings in the packet are at about 90%. They have been sent out to mom’s groups on Facebook and held a public info meeting. As per the rendering will now cost $425,000. It does have a Water Journey, a unique feature, the closest one to us is in Verona. The city is applying for a $249,000 grant. If we receive the grant we will do the Splashpad as is, if not we will scale back. Final rendering should be ready within a couple weeks. Discussions included: Does it shut off automatically or just keep running?, Can the shade structures match the skatepark?, How can we keep bicycles out?. Everyone liked the renderings so far. VII. DEPARTMENT REPORTS FOR FEBRUARY 2023 A. DIRECTOR’S REPORT – CRAIG HOEPPNER  Dog Park – will be coming to board in April  Boat Launch – will be meeting a couple more times before going public  Pickleball Lights - $25,000 over budget and only 1 bid came in, will send out for bids again in June for fall construction B. PARKS AND FORESTRY SUPERINTENDENT REPORT Written report included in packet. C. RECREATION MANAGER’S REPORT Written report included in packet. D. COMMUNITY CENTER RENTAL REPORT Written report included in packet. VIII. CONSIDER/ACT ON FEBRUARY 2023 VOUCHERS K.Miller moved to approve vouchers from February 2023; seconded by J.Aultman-Kloth. No opposition. Motion carried. IX. COMMENTS FROM BOARD MEMBER N/A X. ADJOURN C.Brown moved to adjorn; seconded by J.Altman-Kloth. No opposition. Motion carried. The meeting ended at 7:52pm.
