CITY OF OCONOMOWOC PARKS AND RECREATION BOARD MEETING MINUTES – March 11, 2024 I. CALL TO ORDER – ROLL CALL A. The meeting was called to order by Vice President Katie at 6:30pm in the Oconomowoc Community Center Assembly Room C. Confirmation of appropriate meeting notice was made by Staff. B. Members Present: Katie Miller, Scott Antonneau, Chad Brown, Andy Moroni and Kevin Ellis and Bruce White C. Members Excused: Lauren Wittnebel and Jimi Hall D. Staff Present: Eric Boettcher – Director of Parks, Recreation and Forestry, Jennifer Froemming – Recreation Manager II. COMMENTS FROM CITIZENS None. III. CONSIDER/ACT ON MINUTES FROM THE NOVEMBER 2023 MEETING K. Ellis moved to approve the minutes from the January 2024 Meeting; second by C. Brown. No opposition. Motion carried. IV. CONSIDER/ACT ON LAC LABELLE TRANSIENT PIER EXTENSION E. Boetcher explained that the current transient piers located behind the Community Center are VW Doc systems and that we are looking to expand the West Pier (1) located closest to the City Beach swim area by 22’ to accommodate additional transient boat docking. The total quote for the expansion is $23,786.00. The project will be split between 3 entities, the Village of Lac Labelle and the Town of Oconomowoc will each contribute $7000 and the remaining $9786.00 will be funded by the City of Oconomowoc Tourism budget. K. Ellis moved to approve the pier expansion; second by B White. No opposition. Motion carried. V. DEPARTMENT REPORTS FOR NOVEMBER 2023 A. Director’s Report a. NE Pickleball Court Expansion – 3 bids were received for the project. PLM was the low bid at $397,000 for the 10-court facility with infrastructure for future lighting which the Lake Country Pickleball Club will fundraise for 2025. The projected start of the project is Spring of 2024. b. Lac LaBelle Boat Launch Project – The bid package is being finalized and will go out to bid within the next couple of weeks. There are a couple changes to include removal of the Police boat house and replaced with a concrete pad for boat preparation and the removal of the boat was station. There will still be an area for invasive species removal but there will not be a water wash station due to the significant cost. The restrooms will not be located under the bandshell and instead will be part of a multipurpose building including restrooms, concessions, and guard house. The City is considering a temporary boat ramp where there current Police Boat house is located. This will involve dredging in the channel. The final plan and schedule will be posted online and at the site. The project will start in fall of 2024. c. Oconomowoc Rotary Splashpad - Final construction timeline includes April 1-12 installation on underground piping and electric; April 15-26 concrete; April 29-May 3 installation of features, May 6-10 final grading and testing; May 23 grand opening. Community Center Update Report - written reports included in material packet VI. CONSIDER/ACT ON NOVEMBER AND DECEMBER 2023 VOUCHERS K. Ellis moved to approve the January and February 2024 vouchers; second by B. White. No opposition. Motion carried. VII. COMMENTS FROM BOARD MEMBERS K. Miller suggested the Splashpad group consider a fundraising opportunity for the grand opening such as “first bucket drop”. B. White asked about the turf damage at Rockwell Park. E. Boetcher explained it was from the portable toilet company and is being addresses. K. Ellis shared a Culvers April 16 fundraiser for the Dog Park. K. Ellis thanked the Park Board for their efforts as it is uncertain if he will be on the Park Board following the upcoming election. VIII. ADJOURNMENT K. This will extend an existing pier an additional 20 feet. • Lake Country Pickleball Club Court Expansion Update: Updates on plans and constructions of pickle ball courts. Bids were received and are being reviewed to be approved at the next Common Council meeting. I will review the project and details as well as give an overview of the possible timeline. • Boat Launch Update Enclosed is the layout for the Lac La Belle Boat Launch. We are in the final phase of planning. Project bidding will happen this March. We can review the current plan and discuss the layout of this project scheduled to start this fall. • Oconomowoc Rotary Splashpad Update As the early spring weather has approached so has the construction phase of the Rotary Splashpad. The meeting was called to order by President Jimi Hall at 6:30pm in the Oconomowoc Community Center Community Room. Confirmation of appropriate meeting notice was made by Staff. B. COMMENTS FROM CITIZENS Mayor Bob Magnus wanted to thank everyone for all their work in the past as Park & Rec Board Members and also for the upcoming year. III. CONSIDER/ACT ON MINUTES FROM THE NOVEMBER 2023 MEETING K. Ellis moved to approve the minutes from the November 2023 Meeting; second by C. Brown. No opposition. Motion carried. IV. CONSIDER/ACT ON BADGERLAND WATERSKI SHOW DATES FOR 2024 Badgerland Waterski Show is requesting a total of 7 shows in 2024. Badgerland has been approved in recent years to perform up to 7 shows each year on Fowler Lake. This year they are asking for 2 nights to be in conjunction with Moonlit Movies and the other 5 nights on their own. Staci Maloney, Michelle Pliml, and Neil Behrens from Badgerland Waterski Show were at the meeting. Discussion by the board members included they are thankful that Festival of the Arts will not be affected by any of the dates. Badgerland members said July only has one show due to the Thursday being the Fourth of July and the next week is their state tournamaent. So they have limited dates in July that they can have shows. The mayor would like to see something for the 150th year of the city in 2025. K. Ellis moved to approve the Badgerland Waterski Show Dates for 2024; second by C. Brown. No opposition. Motion carried. V. DEPARTMENT REPORTS FOR NOVEMBER 2023 A. Director’s Report a. NE Pickleball Court Expansion – MSI is putting together a bid packet to go to Common Council for approval. The projected start of the project is Spring of 2024. b. LacLaBelle Boat Launch Project – Plan is being finalized. Scheduled to start August 2024. City Boat Launch is scheduled to close in early October 2024. The board would like to see signage up before boating season begins saying when the launch is to be closed. The mayor would like to see if we can keep trailers off Wisconsin Ave. Other discussion was better lighting out front and maybe some of the plants need to be trimmed when they get too tall. c. Oconomowoc Rotary Splashpad - The waterlines and drainage pipes are in due to the mild weather we have had. Some of the structures were delivered today. Rotary is about $90,000 away from having enough funds for Phase II. Tentative open is mid- May. d. Lake Country Trail Underpass is open. e. Holiday Train and Christmas Parade were both huge successes in December. B. Parks and Forestry Superintendent Report - written reports included in material packet C. COMMENTS FROM BOARD MEMBERS Mayor wants the board to let him know if there are any resources they are lacking that will help in 2024. Board said the baseball fields could need some help. Mayor says we need a better master plan. K.Ellis will talk to Kevin Rausch and get something on paper for Eric. Reminder to be talking with the Softball Club too. COMMUNITY CENTER REPORT January 2024 We eased into January in the Community Center with just a few events. Two baby showers. We also had a vintage shirt sale for two days. This is a thing. If you’re trendy apparently you pay top dollar for old tshirts that young entrepreneurs get at thri� stores. Maybe Ka�e Miller knows about this since she has young, hip kids � Looking ahead we have 33 weddings lined up for 2024 and 83 events in total booked so far this year. 2024 will be nice and busy. We are exploding with inquiries and bookings for small events such as baby and bridal showers. I probably average half a dozen inquiries daily. To me, this means we offer an affordable and atrac�ve op�on for this. Go us. On the corporate side of things, Shorewest realtors returned to use our space twice a week for real estate agent training, recer�fica�on. They have rented space here every other year for the past 6 years. It’s nice to have them. We also hosted Kwik Trip Jan. 10 and Thrivent Financial, Jan. 11. Abundant Joy Yoga renewed its agreement for 2024 to rent space in our lower level Ac�vity Room throughout the week. We appreciate the agreement and added revenue. We think we offer a beau�ful scene to prac�ce yoga in. Community Partnerships The Oconomowoc Community Theatre, Oconomowoc Lacrosse Club and the Oconomowoc Chamber Orchestra all met here the last two months of the year. In addi�on, the Friends of Oconomowoc Parks and Trails met here Jan. 22 and Waukesha County Health and Human Services hosted a two-day workshop for their employees Jan. 25-26. The Red Cross held a blood drive Jan. 22. PARKS AND FORESTRY DIVISION REPORT February 2024 UPDATES • Parks restrooms and trash route are checked two to three days a week • Shop supply rooms, storage areas, parts rooms are cleaned and organized, and equipment cleaning and organization is performed as needed • Snow removal equipment and attachments are gone through after every snow removal event • Sidewalk snow removal and plowing streets and parking lots is performed as needed • Downtown snow hauling is performed as needed • Flag and banner maintenance performed as needed • Picnic table and bench maintenance is performed in the shop over winter • Recreation Division and Community Center support and work orders performed as needed • Street tree/park tree/cemetery/green space tree removals are performed as needed • Street tree/park tree/cemetery/green space tree pruning is performed when possible • Storm damage tree/branch removals performed as needed • Downtown street tree lights are checked and repaired as needed • Ordering yearly supplies for parks, forestry and janitorial supplies MEETINGS/TRAINING • Safety meeting with Jeff H. at the shop • Meeting with veterans on Veteran’s Park lighting – donated $5,000 • SE Wisconsin Urban Foresters-WIDNR meeting in Milwaukee • Erik Olson – Rutgers athletic field training course online • Meeting on downtown summer lighting at City Hall • Meeting with Watershed Coordinator, Erik Joost at WWTP • P-card training with Hannah at my office • Meeting with playground surfacing reps on Imagination Station future surfacing • Audiograms for staff at WWTP PARKS AND FORESTRY DIVISION REPORT January 2024 UPDATES • Parks and trash routes are checked two to three days a week by full-time staff • Shop supply rooms, storage areas, parts rooms, equipment cleaning and organization is performed as needed • Sidewalk snow removal and plowing streets and parking lots is performed as needed • Sidewalks are checked daily for ice and salted where needed • Snow removal equipment and attachments are gone through after every snow removal event • Downtown snow hauling is performed as needed • Flag and banner maintenance performed as needed • Picnic table and bench maintenance is performed in the shop • Recreation Division support and work orders performed as needed • Push mowers, string trimmers and blowers are gone through (gas emptied out, blades sharpened, filters checked, oil changed, string replaced, etc.) • Street tree/park tree/green space tree removals are performed as needed • Street tree pruning is performed as scheduled and weather dependent • Downtown street tree lights are repaired as needed • City Christmas tree is taken down and chipped up • Checked for ice thickness and conditions on Fowler Lake for ice skating – 10” of ice built up fast with freezing conditions. We measured ice the week of Chili Fest but ice conditions were not good with temps in the 40s projected out for a couple of weeks. • Deliver/pick up supplies/cleared snow for tent to Village Green and downtown areas for Chili Fest MEETINGS/TRAINING • GIS Microsoft Teams meeting with Mead and Hunt on GIS improvements • Meeting with Shirley Depies and Audrey Lasse on native plantings and organic lawn care • Training on our new chipper with LF George at the shop RECREATION MANAGERS REPORT January 2024 • Winter Classes began at the Community Center • Adult Dance – 2 classes per week • Barre – 1 class per week • Baton – 5 classes per week • Cardio Pump – 2 classes per week • Dance Camps – 1 camp • Early Childhood Learning and Recreation – 4 classes per week • Intro to Tae Kwon Do – 2 days per week • Kids Yoga – 1 class per week • Line Dance –2 classes per week • Pee Wee Dance – 1 class per week • Parents Night Out – 1 class • Strength and Agility – 3 classes per week • Strength Training – 1 class per week • Tae Kwon Do – 4 classes per week • Tiny Toes Movement – 1 class per week • To the Pointe Dance – 7 classes per week • Tumbling – 2 classes per week • Yoga – 5 classes per week • Zumba – 2 classes per week • Zumba Variety – 1 class per week • Zumbini – 1 class per week • The following classes were held at Oconomowoc Schools or other Facilities: • Adult Indoor Volleyball – 3 leagues per week • Gymnastics – 2 classes per week. • Men’s Basketball League – 1 league per week • Tennis Clinic – 3 classes • Youth Basketball – 4 classes per week • Winter I programs began and we continue to show strong numbers in our programs which is great. • We held an Intro to Tennis clinic at Silver Lake Intermediate School. We have 22 kids participating in 3 separate age group with our summer instructors. • The winter session of Gymnastics began at the High School with 33 gymnasts participating in classes with Coach Meg Yde. • Kids Yoga began with instructor Jamie Pfelpson. This is a new class and is full with 10 kids participating in yoga at the Community Center. • Adult Indoor Volleyball leagues continued their season at Silver Lake Intermediate School. We have 6 teams each over three nights and they play double headers each week. • Men’s Basketball league continued at the High School. We have 16 teams in the 5 on 5 league that plays on Wednesday evenings. • The second semester of preschool began with instructor Jessica Miller. She has 14 students in two classes. • We began a 5-week basketball program with 54 kids playing in four classes. We were able to accommodate a waiting list by adding a class. All classes are held at Silver Lake Intermediate School. • We met with the Labelle Yacht club regarding the 2024 Regattas. • I met with resident and US Figure Skating instructor Michelle Goodnetter to coordinate Ice Skating Lessons on Fowler Lake. Unfortunately, that does not look like it is going to happen now due to the warm winter and poor ice conditions. We do also offer lessons at Naga Waukee Ice Arena. • Met with Marcus Baldwin from SkyHawks Sports Academy regarding summer sports programming. • I met with Erik and Judy from the USTA regarding summer tennis programs and leagues. We will be coordinating an on-court instructors training as well in May. • Met with Hope from Mad Science to set up Science camps for the summer. We will be offering three week-long camps and three on-day camps at the Community Center this summer. • Coordinator Jerad Adams and I are continuing to attend CYFL League meetings however we are looking to change leagues to the All-American Youth Football Leage (AAYFL) for this year. High School Coach Logue will be presenting to the AAYLF Board on March 11 and if accepted in the league grades 5-8 will be participating in the tackle football league. We administer grades 5 and 6 in cooperation with the School District and Gridiron Club. • We continued planning for Spring and Summer programming and getting the information together for the 2024 Brochure. Registration for Spring/Summer begins March 14. • I began Spring and Summer employee recruitment. 2/24 J. Both groups were full with waiting lists. We have several upcoming classes scheduled for Spring, Summer, and Fall. • Kids Yoga continued with instructor Jamie Pfelpson. This is a new class and is full with 10 kids participating in yoga at the Community Center. We will be offering additional spring classes, including a spring break workshop. • Adult Indoor Volleyball leagues continued their season at Silver Lake Intermediate School. We have 16 teams in the 5 on 5 league that plays on Wednesday evenings. The League wraps up March 7. • Our art instructor hosted a Charcuterie Board painting workshop for 5 students. They had fun creating a board to take home. • Our Preschool instructor held a Parent Night Out for parents to drop their children off to enjoy a few hours out. The class was full with 12 students. • I met with Erik Leitzke from Sussex Recreation and Judy from the USTA regarding summer tennis programs and leagues. We will also be coordinating an on-court instructors training in May. • We continued planning for Spring and Summer programming and getting the information together for the 2024 Brochure. The brochure went out to City Residents the last week of February. Registration for Spring/Summer begins March 14. • I began Spring and Summer employee recruitment. I sent our returning staff questionnaires to waterfront staff. We will need to recruit and hire about 8-10 lifeguards this summer to be fully staffed. Applications are slow to come in, we have one so far. 2/24 J. Froemming MEMORANDUM March 11, 2024 TO: Parks & Recreation Board FR: Eric Boettcher, Director of Parks, Recreation & Forestry RE: Lac La Belle Transient Pier Extension In 2023 it was proposed to extend the transient pier in front of the Oconomowoc Community Center. The current pier serves lake users as a short-term parking area for their boats to visit the downtown area. By extending the pier, additional spots will be provided for people to visit and enjoy our downtown area. The extension has been budgeted for 2024. The expense is being supported by the Town of Oconomowoc ($7,000), Village of Lac La Belle ($7,000) and the remainder covered by the City of Oconomowoc. Enclosed is the quote provided by Badger Docks with whom the city will place the order with. The pier will be fabricated by VW Docks and once received be installed for the 2024 season. Municipality: City of Oconomowoc Department: Parks and Recreation Department Date: 3/4/24 Manufacture: VW Dock Quote Construction: 1-1/4 eleven gauge square tubing with ½” round with misc. angles and flats forming a 10” truss frame. Anchoring to be 2-1/2” sch. 40 spud poles, with augers and caps. Includes all necessary floatation, decking will be SunWalk vinyl, (4) 10” fold down cleats per. section. 2”x12” treated skirting with “B” vinyl rub rail.
