Protection & Welfare Committee Meeting Minutes December 19, 2017 Chairman Rosek called the meeting to order at 6:35 PM. Members Present: Aldermen Rosek, Schmidt and Shaw Staff Present: Mayor Nold, Kitsembel, Buerger, Duffy, Frye, Gallo, Pickart, Sullivan, Kelliher, and Coenen Others Present: Alds. Zwart, Kowieski, Ellis, Strey and Miller, and Brad Bowen, WLFD 2. Discuss/recommend Granting a New 2018 “Class B” Intoxicating Liquor/Fermented Malt Beverage License to Sobie’s Restaurant, LLC: Coenen reported the City received an application for a “Class B” Intoxicating Liquor/Fermented Malt Beverage license from Sobie’s Restaurant, LLC to sell intoxicating liquor and fermented malt beverages at 123 E. Wisconsin Avenue starting in January 2018. Sobie’s is a farm-to-table themed, casual fine dining restaurant which will occupy the first floor with 74 dining room seats and 12 bar seats. The owners plan to open on January 12, 2018. Coenen suggested that if the license is granted, a condition be made that the Clerk not issue the license until the owners confirm their opening date in January 2018. If the opening does not occur in January, the license will not be issued and the applicant would have to come back to Council for reapproval. The applicant meets all Chapter 12 licensing requirements. Motion by Rosek to recommend granting a new 2018 “Class “B” Intoxicating Liquor/Fermented Malt Beverage license to Sobie’s Restaurant, LLC on the condition the Clerk not issue the license if the restaurant does not open in January 2018; second by Schmidt. Motion carried 3-0. 3. Consider/recommend Western Lakes Fire District Contracts for Fire & EMS Services for Various Communities: Kitsembel explained that Fire and EMS contracted services with several communities were in place with the City’s Fire Dept. prior to the consolidation with the Western Lakes Fire District (WLFD) in March 2017. Those contracts expire 12/31/17 and the Inter-municipal Agreement with WLFD requires Council to approve service contracts. Bowen stated the goal of the WLFD is to make each contract as consistent as possible because the expiring contracts vary significantly. He summarized the services provided to the Town of Oconomowoc, Village of Lac LaBelle, Sullivan EMS (Town of Concord, Village of Sullivan and Town of Sullivan) and Town of Ashippun. The Fire Board has negotiated renewal contracts by developing amounts owed to the WLFD specific to contract municipalities, which include contributions toward capital projects in addition to operational costs. He then summarized the conditions of the renewed contracts which include five year contract terms; charges for services; charges to municipalities for fees in collections; operating contributions; and budget contributions that include municipalities receiving Fire Protection paying the District the 2% Fire Dues. He also reported on some unique aspects of the contracts for Sullivan EMS, Ashippun EMS and the Town of Oconomowoc. He added the District will review annually and adjust accordingly for each community to address non-recoverable costs. The Committee asked to see comps in the next budget cycle. Motion by Shaw to recommend WLFD contracts for fire & EMS services to the communities as presented; second by Schmidt. Motion carried 3-0. Motion by Rosek to adjourn; second by Schmidt.
