This constitutes a meeting of the Common Council pursuant to State ex rel. Badke v. Wisconsin Avenue RELATES TO THE STRATEGIC PLAN Strategic Goal-Focus on Economic Development. BACKGROUND The City received an application for a “Class C” Wine license from Cuban with a Twist, LLC, Jennifer Betances, Agent, to sell wine at 114 W. Wisconsin Avenue. Fresh Baked is a new restaurant that will occupy the former J C’s restaurant space. Attached to this memo is the floor plan which indicates where the wine will be stored. The seating capacity is approximately 20-25 people and the applicant plans to serve glasses of wine to its customers at the tables/counter. The applicant meets all Chapter 12 and State licensing requirements. ADDITIONAL ANALYSIS The owner has passed all final inspections and is looking to open in the next week or two, therefore I recommend granting the license on the condition the clerk not issue the license until the restaurant is ready to open but no later than May 31st. There are no quotas for a “Class C” Wine license. FINANCIAL IMPACT The prorated cost of the license will be $25.00 (April, May & June.) This license will come before Council for the annual renewal in June. RECOMMENDATION Committee Recommendation: Move to recommend granting a new 2019 “Class C” Wine license to Cuban with a Twist, LLC on the condition the Clerk not issue the license until the owner confirms the opening date, but no later than May 31st.
